PURPOSE:

The Operations Manager is responsible for the safe, efficient, and environmentally responsible operation of all processing units and blending/loading areas at the plant. This position is accountable for manufacturing products to meet sales requirements, within the Company’s constraints and will require interaction between Sales, Marketing, Technical, Operations and Shipping groups and must possess strong business acumen, good analytical and management skills. This role will guide the respective teams in enhancing operational performance, safety, and profitability with engaged supervision and process engineering. The Operations Manager will report to the Plant Manager and supervise production supervisors, product coordinators and process engineers.

 

This role is responsible for ensuring all HSE requirements are met, product quality meets specifications, production schedules are developed and executed, and daily/weekly and turnaround maintenance activities are coordinated with operations to ensure mechanical integrity and maximum plant reliability. This must all be done while maximizing profitability through production optimization, implementing new products and capacity and by controlling costs as appropriate.

 

This position is a key member of the site leadership team and is expected to interact with all plant personnel to solve problems and make substantial decisions to effect improvement throughout all areas of the plant. The incumbent in this role will also routinely fill in for the Plant Manager.

 

KEY OBJECTIVES AND RESPONSIBILITIES:

  • The Operations Manager is responsible for all the operating units on site and coordinates site operations and activities with the Distribution, Lab, Engineering and Maintenance departments.
  • Ensures compliance with all safety and environmental rules, with the goal being zero injuries, zero process safety events and zero environmental issues.
  • Effectively communicates plant expectations on throughput, safety, conduct, etc. to both salaried and hourly employees.
  • Responsible to set the operations priorities, aligning with the Company Vision and Goals to produce high quality hydrocarbon products.
  • Understands and provides guidance in troubleshooting unit operations, both unit-specific and plant-wide.
  • Knows various potential plant feeds and provides guidance to supervisors to optimize unit operations.
  • Interfaces with various individuals and groups regarding plant capabilities, quality issues, customer complaints and day-to-day operations. This may include conflict resolution between sales, quality, customer service, operations, logistics, and/or transportation scheduling.
  • Develops operating budgets for the Operations area, staying within the budget.
  • Provides input and oversight to maintain capital budget requirements.
  • Set clear expectations for direct reports and measure results.
  • Focus on proactive ways to achieve HSE goals for reducing injuries, spills, permit deviations, and leads by example.
  • Perform thorough investigations on all incidents (safety and environmental) that occur in Operations. Follow up on action items to completion with team.
  • Perform duties trained in during emergencies. Stay current with emergency procedures.
  • Ensure team members follow operating procedures to ensure product quality is consistent and meets specifications. Perform thorough investigations on quality issues.
  • Ensure that long and short term production commitments are met and ensures products are loaded and shipped per agreed upon dates for customers.
  • Work with Maintenance on developing long range Turnaround Plans to ensure plant stays compliant with mechanical integrity requirements and plans to maximize plant reliability.
  • Escalate communications as appropriate during off-shift hours due to any HSE, quality, production issues that occur on shift.
  • Promote a positive and team oriented attitude among your direct reports and across the site.
  • Foster a positive relationship with the site Union leadership.
  • Addresses all employee performance issues in their area.
  • Develops direct reports through coaching and mentoring.
  • Provides oversight of fair and consistent application of the Collective Bargaining Agreement and work rules in the operating department.
  • Additional duties as needed or assigned.

 

REQUIRED EDUCATION/EXPERIENCES:

  • Bachelor’s Degree in Petroleum or Chemical Engineering.
  • 5-10+ years of experience preferred as an Operations Engineer or similar.

 

PREFERRED EDUCATION/EXPERIENCES:

  • 3-10+ years leadership/management experience
  • 10+ years’ experience in the oil and gas industry

 

COMPETENCIES:

  • Highly organized, self-motivated and able to work with minimal supervision.
  • Negotiation/Mediation skills to resolve issues internally and externally.
  • Flexibility to perform multiple tasks simultaneously and follow each to completion.
  • Strong communication skills, both oral and written with the capability of positive interface with customers.
  • Must be a strong communicator with strong management skills including the ability to influence key contributors and build a strong team.
  • Strong analytical and problem solving skills.
  • High level of proficiency with MS Office (Word, Excel, PowerPoint, etc.)
  • Excellent computer skills and experience with an ERP system.  Prior use of JD Edwards, SAP is a plus.
  • Capability and willingness to lead, develop and hold employees accountable.
