Position Summary: 

Under the direct supervision of the Director of Behavioral Health Operations, and the oversight of the Chief Behavioral Health Officer, the Behavioral Health Integration (BHI) Evidence Based Telehealth Network Program (EB-TNP) Manager is a dual role, responsible for providing direct clinical care to patients and participants, as well as coordinating, developing, promoting, and implementing evidence-based telehealth programs for rural patients and communities, developing policies and procedures, and ensuring the overall quality assurance of the program.

 

Essential Functions of the Job:

Administrative Management Functions:

  • Develops and maintains programs and services which enrich and enhance the quality of life, dignity and respect of patients accessing the EB-TNP.
  • Monitors programs and services to ensure contract compliance, timely goal accomplishment, and quality assurance and improvement, ensuring excellence in service delivery.
  • Supervises direct office activities and daily operations to achieve maximum expense control and productivity.
  • Develops, maintains, updates, and distributes a coordinated and integrated master service schedule in support of BHI EB-TNP program operations.
  • Develops and implements policies and procedures for all program services and activities, including general office and reception, enforcing professional conduct policies.
  • Maintains databases and documentation needed for quality assurance and improvement, ensuring confidentiality at all times.
  • Directly supervises assigned staff, including performance evaluations, disciplinary actions, staff schedules, timekeeping and effort reporting, mileage and expense reports, and other areas as needed.
  • Directly participates in the recruiting, selecting, hiring, onboarding, and training of program staff.
  • Ensures all records are conducted in accordance with SYHealth Quality Assurance policy and procedures.
  • Monitors day-to-day activities and conducts regular chart reviews to ensure compliance with staff scope of work and program standards and expectations.  
  • Prepares monthly narrative and statistical reports for the Director of Behavioral Health Operations covering progress toward meeting outcome and process objectives established in contracts.
  • Supports site management at BHI EB-TNP sites, ensuring facilities are maintained, safety standards are implemented and followed, and emergency policies and procedures are established and implemented appropriately.
  • Assists in grant development activities in support of program services
  • Develops, monitors, and administers program budgets in a timely and efficient manger.
  • Represents SYHealth and promotes BHI EB-TNP services to other organizations and community groups through representation, community presentations, events, and other avenues.
  • Organizes, schedules, and leads staff and client meetings, including regularly multidisciplinary team meetings of BHI EB-TNP program staff.

Clinical Functions:

  • Evaluates/triage and provides evidenced-based, brief psychological/behavioral health interventions to patients with physical health, mental health and/or substance abuse diagnoses.
  • Provides consultant services to clinical staff/ primary care providers based on Primary Care Behavioral Health Consultation model including but not limited to timely feedback regarding the client’s care, treatment recommendations and progress via documentation in the client’s record and verbal feedback.
  • Performs brief assessments of patient needs and, with patient and primary care clinician, develops a negotiated care plan.
  • Maintains accurate and timely documentation in the electronic medical records of all patients seen, as appropriate, and produces reports of evaluation and/or treatment, as required.
  • Evaluates and/or revises care plan as indicated with appropriate documentation in progress notes and communicates this to relevant multi-disciplinary team members.
  • Performs crisis interventions as needed including but not limited to conducting suicide assessments and make recommendations to medical providers and patients; determine if crisis response services are appropriate for patient safety.
  • Works in coordination with the Chief Behavioral Health Officer/ Director of Behavioral Health to provide information to healthcare providers about mental illness in the medical setting.
  • Maintains productivity expectations in accordance with clinic/program guidelines.
  • Perform telephone, mobile crisis and clinic-based triage, assessment and stabilization working in a facility that provides crisis stabilization.

 

Additional Duties and Responsibilities

  • Maintains a flexible schedule to allow for some after hour and/or weekend work, as well as emergency coverage of shifts to meet the needs/demands of clients, service, and/or department related activities and events.
  • Enhances professional growth and development through participation in educational programs, current literature, in-service meetings and workshops.
  • Exhibits professionally appropriate interpersonal skills including but not limited to tact, patience, flexibility, and courtesy.
  • Assists in providing supervision of interns and/or unlicensed staff under specification of license held as requested.
  • Works closely with all providers to help establish full integration of services and a team based to care.
  • Performs other related duties as assigned or requested.

 

Job Requirements


Education Required:

  • Bachelor's degree from a four-year college or university in psychology, social work, or related field; Master’s degree preferred.

 

Experience Required:

  • 1 year of experience with and knowledge of providing behavioral health services via telehealth methods.
  • 1 year of supervisory experience in a non-profit human services agency.
  • Prior grant management experience preferred, preferably SAMHSA and/or HRSA grants.

 

Certifications Required:

  • PhD/PsyD issued by the California State Board.
  • Valid driver’s license and private auto liability insurance and access to an insured vehicle.

Verbal and Written Skills Required to Perform the Job:

  • Bilingual (English / Spanish) verbal and written proficiency highly preferred.
  • Effective oral and written communication, including excellent interpersonal and customer service skills.

 

Technical Knowledge and Skills Required to Perform the Job:

  • Superb at multitasking, problem solving, decision making and critical thinking.
  • Experience and knowledge with Microsoft Office software.
  • Ability to relate to and work with persons of all ages, social and ethnic backgrounds, inspiring a sense of trust and confidence in all patients.
  • High degree of cultural sensitivity and respect for diversity.
  • Ability to prioritize, meet deadlines and exercise appropriate judgment with minimal supervision.
  • Ability to work independently and to facilitate teamwork.
  • Ability to represent the agency and the program to the community and other agencies.
  • Ability to comprehend program guidelines and help staff manage their time and achieve program goals.

  • Personal Computer and/or laptop, scanner, fax, copy machines, etc.

 

Working Conditions and Physical Requirements:

  • Prolonged periods of sitting, and constant walking and standing.
  • Driving and occasional travel required.
  • May work weekends.

 

Universal Requirements:

Pre-employment requirements include I-9, physical, positive background and reference check results, complete application, new hire orientation, pre-employment PPDs. Compliance with all mandated vaccinations and all boosters is a term and condition of employment.
