REPORTS TO: Utility Customer Service Manager
SUMMARY: Responsible for performing critical detailed analysis, validation and reporting related to the City’s Utility Enterprise funds. Build, compile, and analyze reports to identify trends, unbilled revenue opportunities, process improvements, and detail the overall health and function of each fund. Provide support to the Utility Customer Service Manager by running and analyzing reports, handling various projects, providing recommendations based on data findings, conducting complex problem solving, and serve as interim solid waste contract administrator, including assisting in customer escalations, as needed.
ESSENTIAL JOB FUNCTIONS:
- Regularly interfaces with other departments and city staff to compile data from various systems for analysis.
- Collect data through audits and data analysis to provide recommendations for setting rates, billing, and statistics.
- Provides input to department goals and objectives by performing routine in-depth analysis on assigned Enterprise funds. Analyzes data to recommend productivity improvements, workflow modifications, and future fiscal-related requirements.
- Leads analysis activities and projects, which include: coordinating select activities with department and city staff; running detailed cost effectiveness analysis; performing benchmarking; performing cost of service studies and research; analyzing data; conducting interviews and operational observations; Prepares, receives, and processes a variety of specialized reports, billings, forms, invoices, notices, special service orders, billing calendars, statistical data, and/or other financial information in assigned area of responsibility to ensure quality; researches and resolves discrepancies and/or erroneous information.
- Participates/leads related meetings and presentations to provide recommendations and suggestions.
- Coordinates with the Utility Customer Service Manager to prepare strategic business plans and annual budgets.
- Participates in the administration of the City’s solid waste service contract to include: preparing penalty reports, analyzing data to present service opportunity improvements, and assist with the filing and administration of property damage claims, answers and responds to in-person requests, customer escalations, phone calls, and emails from internal departments, vendors, citizens, and staff.
- Will act in the capacity of the City’s solid waste contract administrator in the absence of the Utility Customer Service Manager.
- Interprets City policies, department specific guidelines/policies, ordinances, and/or service contracts for customers and staff.
- Coordinates with Information Technology in designing changes to and testing software and other system applications.
- Performs other duties as assigned.
SUPERVISORY/BUDGET RESPONSIBILITIES:
- Ability to temporarily step in as the City’s solid waste contract administrator in the absence of the Utility Customer Service Manager.
- Responsible for accurate and timely documentation and metrics supporting recommendations, departmental and Enterprise fund overall health and performance.
- Participates in the preparation of the annual budget and operational expenditure allocation for the department and utility enterprise funds.

- Knowledge of principles and practices in assigned area of responsibility
- Knowledge of ordinances and state statues that applied to areas of responsibility
- Skilled in reviewing financial forms and paperwork for completeness and accuracy
- Knowledge of research and analysis methods pertaining to accounting and general financial standards
- Skilled in performing business mathematics calculations, algebra, geometry, and statistics
- Skilled in gathering and analyzing information and making recommendations based on findings and in support of department and organizational goals
- Skilled in preparing clear and concise reports
- Skilled in large database administration

- Skilled in reading, interpreting, applying, and explaining rules, regulations, policies, contract agreements and procedures

MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Business Administration, Accounting, or other Financial related field
- Two years of specialized experience related to area of assignment, such as budget management analysis, accounting, banking, and/or private equity management.
- A combination of education and experience commensurate with the requirements listed above.
PREFERENCES:
- Experience in building technical reports through coding, specifically in SQL, and/or Clover.
- Experience in managing or analyzing municipal government enterprise funds, budgets, and/or water utility billing.
- Knowledge of basic solid waste service procedures, including recycling.
WORKING CONDITIONS:
- Frequent reaching, sitting, standing, walking, talking, seeing, hearing, and manual dexterity.
- Occasional lifting and carrying up to 15 pounds.
- Work is typically performed in a standard office environment.
