SUMMARY
In conjunction with the Chief Human Resources Officer (CHRO) and Director, Human Resources, the HR Compliance Specialist develops, implements, oversees, coordinates, and interprets Human Resources compliance responsibilities for The People Concern – including affirmative action plans, government reporting, audits, employment policies, sanctions and safety – ensuring all employment activities are in compliance with local, state and federal laws.  

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.    Work collaboratively with the CHRO, Director, Human Resources, and others as needed to develop and maintain a Human Resources compliance strategy that closely supports the goals of the agency, as well as adheres to all applicable agencies, federal, state, and local laws, regulations, policies, and procedures including:
1.    Has primary responsibility for the development and implementation of the Affirmative Action Program (AAP)
2.    Government Mandated: EEO-1 and VETS-4212 Reporting, California Pay Data Report. 
3.    Ad-hoc reporting (HR, Compliance, Development, etc.) 
4.    HRIS Management 
5.    Performance Review Administration 
6.    Multifactor Authentication 
7.    Integrations/File feeds (Relias, Snappy, FMLASource) 
8.    Org Chart Management 
9.    Job Description Collection 
10.    Exit Interview Management 
11.    Compliance Poster Updates on SharePoint
12.    Be an advanced "help desk" team member of Dayforce matters,
13.    troubleshooting Dayforce matters with HR team as needed.  
14.    Audit all DynaFile thoroughly in a rotation manner, completing at least 1 full audit per year, addressing any missing items with HRD.
15.    Audit Dayforce for title, work location, job and pay discrepancies with regards to JDs, pay-bands and audits
16.    Be an admin for DocuSign, DynaFile, FMLA source (and upload the updated list once per month), Ethico, Experian, and other software's we use.
17.    Be present and willing to work extra hours as needed when outside audits or request files to occur.
18.    Be the primary person to pull reports of timecards, files and updates for any legal matter.
19.    Be an admin for Livescan database, check on status of livescans weekly and address issues (RAP Sheets, re-scan needed, Results) to HRD
20.    Present in NEO/PLA/PLO as needed, including filling in as full-2-day facilitator at times.
21.    Create graphs and data analysis for/with CHRO for presentations.
22.    Assist with upload sheets of major pay or other changes to Dayforce, audit for completeness and details and create uploads at times.
23.    Update job description database with CHRO as an ongoing project and help retrieve signed JDs as sites receive updates.
24.    Ensure Relias training (partnering with the Learning Dept) as currently set-up complies with HR laws and is being completed fully (specifically Harassment Prevention, Handbook Acknowledgement, De-Escalation and Safety trainings and Workplace Violence trainings) 
25.    In conjunction with Human Resources Team, serve as a resource for FMLA/CFRA, PDL, and in accordance with applicable laws.

QUALIFICATIONS

1.    Bachelor’s degree in human resources or other related fields, or minimum three years’ human resources compliance experience required.
2.    Minimum two years’ responsibility for the development and implementation of Affirmative Action Programs (AAP) required.
3.    Experience with managing OFCCP compliance audits and working with OFCCP and other related Federal and State entities preferred.
4.    Expected to be on site in Arlington at least 3 days per week. 
5.    Strong knowledge and understanding of related state and federal laws and regulations required.
6.    Minimum one year’s supervision experience preferred.
7.    Requires flexibility and adaptability to manage multiple projects and relationships, while maintaining focus on critical Human Resources processes
8.    Strong customer service orientation required. Must possess a courteous and professional demeanor and exhibit good judgment when assisting/interacting with others.
9.    Must be able to maintain confidentiality and appropriately handle sensitive information.
10.    Strong attention to detail required to produce thorough, accurate and high‐quality work.
11.    Able to manage multiple tasks and responsibilities and meet deadlines.
12.    Excellent written and verbal communication skills required.
13.    Proficiency in MS Office (Word, Outlook, Excel) required.
14.    Bilingual Spanish is a plus.

Work Environment

1.    Primarily indoor office and field environment
2.    Regularly required to sit, stand, bend; occasionally lift or carry up to 15 lbs.
3.    On occasion drive or transit to different local sites
4.    Will need to work in busy and loud environments.
5.    Will be exposed to elements like cold, heat, dust, noise, and odor.
6.    May need to bend, stoop, twist and sit throughout the day.
7.    Perform other duties as assigned.
