SUMMARY
In collaboration with the leaders of the Housing Development and Housing Services Departments, the Assistant Director of Housing Innovation will provide administrative oversite and programmatic supervision for all existing and newly acquired housing sites that will follow an innovative model designed to make affordable housing units readily available to low-income homeless individuals. This includes supervision and management of Housing Case Management staff, ensuring units are being matched and leased quickly, as well as interfacing with housing partner agencies including Developers, Acquisition Managers, and Property Management companies connected to each property. The Assistant Director of Housing Innovation will assist with documentation related to existing and future housing innovative funding opportunities.


DUTIES AND RESPONSIBILITIES
1. Provide the oversight of Case Management programs associated with innovative housing sites.
2. Research, aggregate, and understand existing best-practices related to innovative housing programs, including but not limited to master leasing.
3. Develop intake and interview process for potential clients in order to screen for program eligibility and appropriately match clients and subsidies and units.
4. Coordinate with Director of Housing Intake Services to implement and develop ongoing lease-up procedure expectations within all sites to support Clients, Property Managers, and Housing Developers.
5. Manage new referrals and program exits during Client transitions into and out of innovative housing program units.
6. Develop relationships with nonprofit organizations, housing authorities and government agencies to source individuals with tenant-based vouchers for participating properties.
7. Develop processes, tools and databases to identify individuals with tenant-based vouchers and catalog their housing preferences.
8. Perform targeted outreach to tenant-based voucher holders advertising unit availability in participating properties in order to ensure efficient leasing and effective matching.
9. In partnership with TPC’s Housing Development department and third-party developer and property management partners, lead the resident identification and lease-up process for allocated units in participating properties.
10. Create and oversee the implementation of community meetings and events, as needed.
11. Evaluate crisis situations on an individual basis.
12. Provide clinical and administrative supervision to Program Managers, Case Managers, and other housing department staff associated with program sites.
13. Facilitate team meetings and case conferences for site-based Housing Case Management staff.
14. Conduct ongoing trainings for staff to support capacity to meet program contract outcomes and deliverables.
15. Engage in and implement housing retention services with individuals experiencing homelessness and work collaboratively with each Team to identify intervention plans tailored to each clients’ individual needs stemming from functional assessments.
16. Oversee and manage ongoing client file review in order to adhere to contract documentation expectations and requirements.
17. Assist with other fiscal and program audits, as indicated.
18. Generate HMIS and/or CHAMP reports, locate data errors, and provide follow-up reports to staff for corrective plan(s).
19. Oversee the facilitation of site-based monthly meetings of Case Management staff and site-based collaborative Housing Partners to review challenges and successes.
20. Attend all meetings requested by Housing Department leadership, Housing Authorities, DHS, other program-partners, and Housing Developers.
21. Ensure that all Annual Reviews are completed in a timely manner.
22. Provide oversite regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.
23. Ensure OSHA reports on completed on a monthly basis.
24. Special projects and other duties assigned.

QUALIFICATIONS
1. Bachelor’s degree or 5 years of equivalent management experience in related field.
2. Experience working with individuals who are experiencing homelessness, mental illness, substance addiction, and medical challenges
3. Three years of experience providing direct supervision and management to staff.
4. Able to work in a high tolerance Harm Reduction environment.
5. Knowledge of the multiple housing subsidy types, housing application process, and eligibility requirements as well as familiarity with HMIS and excel preferred.

2. Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds
3. On occasion walk, drive or transit to different local sites
4. Will necessitate working in busy and loud environments
5. Will be exposed to elements like cold, heat, dust, noise, and odor
6. May need to bend, stoop, twist, and sit throughout the day
