Legal Program Supervisor

THE ROLE: This position will lead the Legal Education and Advocacy Program (LEAP) out of SeaTac WA. The ideal candidate will be responsible for program development and structure, supervision, promise delivery, and contractual reporting to funders. Provides consultation to other attorneys or DOJ-accredited employees on more complex legal and immigration matters.
ESSENTIAL JOB FUNCTIONS/MAJOR JOB RESPONSIBILITIES:
· Responsible for supervising, onboarding, retaining, and training LEAP staff.
· Work closely with Director of Refugee and Immigrant programs and other LEAP staff for program success and structure to meet contractual requirements.
· Responsible to attend and represent LEAP in monthly/quarterly provider meetings.
· Work collaboratively with governmental agencies, and other private non-profit agencies and pro bono attorneys who regularly represent respondents in immigration removal and other proceedings before EOIR.
· Responsible for designing, developing and maintaining program operation plan (POP), pro se / self-help workshop materials, KYR, outreach material, etc. in consultation and collaboration with Contract Officer’s Rep (COR).
· Develop a Pro Bono Referral Plan to promote and facilitate pro bono representation for unrepresented respondents.
· Training pro bono attorneys in program services and best practices.
· Provide group information sessions (GIS) to respondents in removal proceedings or individual sessions (IS) who are non-represented.
· Provide Multi-Family Group Orientations at the designated sites to family groups with cases scheduled on EOIR Dedicated Dockets.
· Provide Single-Family Group Orientations to those who do not have legal representations.
· Provide Self-Help Workshops for unrepresented individuals and family groups in removal proceedings before the Seattle Immigration Court.
· Perform analysis on files, correspondents, and databases
· Provide Friend of the Court services at the Seattle Immigration Court.
· Model and encourage direct, professional communication among staff members and facilitate the development of a positive staff support network
· Demonstrate awareness and sensitivity in the delivery of client services as it relates to the cultural and socioeconomic characteristics of the population served
· Performed other duties requested and/or as identified in the program operation plan (POP).
JOB COMPLEXITY: This position handles complex immigration matters and will also require the individual to stay current on immigration laws and assist the agency in developing new policies in order to comply.
SUPERVISORY RESPONSIBILITY: Responsible for supervising a team of 5 LEAP staff.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
· Must be a licensed immigration attorney with extensive knowledge of immigration law
· 4-5 years of relevant work experience
· 2+ years of supervisory and management experience
· Familiarity with immigration and asylum law, refugee resettlement and it’s challenges
· Must be neat, organized, detail oriented, and accurate
· Must be able to work well under pressure and be comfortable in a multicultural setting
· Must be able to multitask and set priorities
· Ability to manage time efficiently and work independently
· Possess strong organizational skills
· Requires strict adherence of HIPAA standards in the office workspace to ensure client confidentiality
· Ability to pass a background check by the U.S. Department of Justice.
EDUCATION and/or EXPERIENCE: Must have a law degree from an accredited law school and have been certified to practice law in the state of Washington, another U.S. state, or the District of Columbia, which will mean passing a state bar exam.
LANGUAGE SKILLS: Must have the ability to write memos and other basic correspondence. Ability to effectively present information and respond to questions from employees, clients, and the general public. Must have excellent communication skills with the ability to read, write, and speak English. Other language skills is preferred but not required.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have a valid driver’s license, and a unexpired proof of insurance.
