POSITION SUMMARY

The Program Manager plans and directs services and activities that address the statewide youth recovery support network in collaboration with DCF and department leadership. The Program Manager handles Requests for Applications and the proposal review process, awards funds & contracts with grantees, coordinates and trains SMART Recovery facilitator trainings and provides technical support to network partners. The Program Manager is responsible for marketing the youth recovery support network, including web and social media posts, presenting at conferences and other meetings, and developing promotional materials. In addition, the Program Manager co-chairs the Alcohol and Drug Policy Council’s Recovery subcommittee and serves as a member of the ADPC. This position manages staff ensuring optimum performance and maintains procedures for operating efficiently and effectively.     

 

EDUCATION AND EXPERIENCE/QUALIFICATIONS

BA/BS degree required; master’s degree preferred. Three years of progressively responsible related experience with demonstrated competence in project management, and excellent communication, leadership, time management, and strategic planning skills required.

Knowledge of youth substance use, recovery supports, and best practices related to the project required. Expertise in social media, health promotion and marketing required. This position requires some schedule flexibility including occasional evening meetings.

Must hold a valid driver’s license and access to reliable transportation.

Credential(s) Required: Currently Certified Prevention Professional preferred (or willingness to become certified).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Directs all aspects of the youth recovery support initiative to meet the project goals and the expectations of the funder in collaboration with department leadership. This includes developing marketing and promotional materials, presenting the initiative at conferences and other events, leading networking meetings of grantees and attending the CT Youth Recovery support network statewide.

 Issues RFAs, recruits’ proposal review committee members and oversees the grantee selection process, including letters of agreement, contracts and payment vouchers. Coordinates SMART Recovery facilitator trainings for grantees including training new facilitators and providing technical support on SMART Recovery for youth, family and friends, and alternative peer groups.

Serves as co-chair of the Alcohol and Drug Policy Council (ADPC) Recovery Subcommittee and as an appointed member of the ADPC.

Maintains accountability for the achievement of program(s) goals and staff compliance with organizational goals and deadlines (e.g., certifications, training, standards).

Determines staffing requirements, hires and trains new staff, and supervises staff according to overall policy.

Consistently acknowledges and appreciates each team member's contributions and effectively utilizes each team member to their fullest potential. Motivates team to work together in the most efficient manner and challenges team to develop as leaders while serving as a role model and mentor.

Mitigates team conflict and communication problems. Sets and manages expectations. 

Conducts effective performance evaluations, sets goals and objectives, and monitors performance. Helps team execute career development plans.

Identifies and suggests areas for improvement in internal processes along with possible solutions. Implements change when possible to maximize operating efficiency.     

Manages all aspects of contracted prevention, recovery and training coordination services while maintaining positive relationships with program funders.

Develops and monitors program budgets.

Manages program data collection systems and ensures timely reporting of process and outcome data to funders.

Develops and implements a strategic plan for assigned prevention, recovery and training coordination services.

Provides leadership in the ongoing design and growth of prevention, recovery and training coordination programs.

Maintains a current knowledge of best practices and research related to recovery and prevention topics.

Develops and maintains holistic knowledge of populations being served including cultural, ethnic, sexual orientation, gender differences, and differing abilities.

Oversees various grant programming based on additional awards and/or changes in program contracts.

Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
