POSITION SUMMARY
The IICAPS Program Manager provides administrative, clinical, and programmatic oversight of IICAPS services. This position manages a team of clinicians and mental health counselors providing community-based clinical and case management services to at-risk children, youth, and their families. Ensures team operates in accordance with model and agency standards. Plans and directs the operations of the program(s) and manages staff ensuring optimum performance. This position also maintains procedures for operating efficiency and effectively.
 
 
EDUCATION AND EXPERIENCE/QUALIFICATIONS 
Master’s or Doctoral degree in Psychology, Social Work, Marriage and Family Therapy, or Counseling plus at least 5 years experience with behavioral health service delivery to children, adolescents and families.  Supervisory and program management experience is strongly preferred.
 
Licensure Requirements for Clinical Positions
Connecticut LCSW, LPC, LMFT or Psychologist license required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides administrative, clinical, and programmatic oversight.

Ensures service delivery, record documentation, and record oversight in accordance with model, program, and agency requirements.

Maintains accountability for the achievement of program(s) goals and staff compliance with organizational and model-developer goals and deadlines (e.g., certifications, training, standards).

Ensures that staff members and self attend, participate and/or otherwise complete required supervision, rounds, and other internal/ external trainings and meetings in accordance with program, model and agency requirements.

Provides continued support and feedback to staff members regarding strengths, performance concerns, strategies for improvement through the consistent use of supervision, documentation and, as necessary, corrective action plans developed and implemented in conjunction with Director and/or other senior staff.

Communicates in a positive and effective manner with other service providers, managed care companies, DCF, CSSD, model developers, and other internal and external customers and promotes the same professionalism of each IICAPS staff member.

Conducts effective performance evaluations, sets goals and objectives, and monitors performance. Helps team execute career development plans.

Facilitates staff and team development by consistently acknowledging each team member's contributions, effectively utilizing each team member to his/her fullest potential, motivating team members to work together utilizing each other's strengths and leadership skills; mitigating team conflict and communication problems; serving as a role model to set and manage expectations.

Provides orientation and training to new staff. In conjunction with Director, determines staffing requirements and hires new staff.

Identifies and suggests areas for improvement in internal processes along with possible solutions. Implements changes, with Director’s approval, to maximize operating efficiency. 

Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
