Divisional Residential Program Manager

About this opportunity:Under direction and oversight of the Divisional Social Services Director, the Divisional Residential Services Manager (DRSM), is responsible for overseeing and providing leadership and support to all residential programs across the division to ensure timely and appropriate program development, administration, evaluation, implementation, training and compliance. In collaboration with the Divisional Social Services Director (DSSD) and Corps/Command Program Directors/Managers, the incumbent will develop and implement program specific policies, procedures and workflow systems to manage daily program operations. The incumbent will assist the DSSD in the training, development, implementation and management of PMC’s strategic direction for residential, long-term objectives, plans and initiatives aimed at aligning strategies with internal resources. The incumbent is responsible for monitoring and evaluating all residential programs and funding allocations provided for the implementation of Red Shield Shelters, Transitional Housing Programs, Family Residential Programs, the Alexandria Railton Resident, Hampton Road Hope Village, Williamsburg Scattered Sites Program, Domestic Violence programs, Anti Human Trafficking program(s), Day Habilitation Programs, and any other programs for which The Salvation Army takes part. The Incumbent will provide strategic oversight, training and support for all local social service staff to ensure work is in compliance with established policies and procedures; develop, implement, and monitor programs to effectively meet the needs of the community; recommend funding opportunities to the grant team; developing tools and strategies to ensure residential programs are in compliance with TSA National Social Service Standards and contract agreements. In collaboration with Corps/Command Program Directors/Managers he/she will review program agreements, budgets, and develop policies, procedures and workflow systems and assist in creating and managing long-term program goals; develop evaluation tools to assess program strengths and identify areas for improvement.
Key responsibilities:
- In collaboration with the DSSD and Corps/Command residential managers, oversee program development for all residential programs to ensure best practices are implemented and measured. Develop standard operating policies and procedures that include but is not limited to: the scope and function of each specific program, philosophy of care, staff to client ratio, admissions, intake, discharge, reporting of critical incidents, medication administration, outreach/follow up, community relations, referrals (to other service providers, Pathway of Hope (PWOH) and resource development.
- Establish a system and workflow process to support the field by ensuring that Corps/Commands are effectively managing all homeless programs by ensuring that the administration for funding and services are effective for all levels of services to ensure effective crisis management, prevention and diversion. This will include insuring that all systems established to invoice for services rendered (e.g. reimbursement for Client per-bed/night) are properly utilized by TSA staff. The DRSM will liaise with grantors oversight staff to ensure that the program is compliant with grant processing, regulations, and contract renewals, etc. The DRSM will evaluate program operations for the effective administration, service delivery, monitoring and evaluation of all grant funding. The DRSM will coordinate and monitor various special programs such as seasonal cold and warm weather shelters and Day Habilitation Programs; ensures program operations are in compliance with established policies and procedures; coordinate and monitor all services within these programs including critical incidents and referral services for permanent housing, medical incidents and incidents of potential community spread of COVID in congregate settings; monitor of other related services such as residential feeding services, clothing, furniture, transportation, and prescriptions.
- In Collaboration with the Divisional Training and Compliance Coordinator, develop a program evaluation tool to measure the performance of residential programs using the TSA National Social Services Standard. Evaluate residential programs service’s mission/vision statements, objectives and strategies and their effectiveness in achieving short-range and long-range goals; communicate and coordinate with the residential management staff the status and accomplishment of same.
- Propose, and regularly review the program budget to track funding and expenditures to determine compliance with projections and constraints; review, monitor and audit all program financial records and client files for accuracy, completeness, and confidentiality; maintain, monitor, and ensure accuracy of financial records and reports for T.L. Williams, and other specialized fundings or programs; Ensure applications and funding submitted for approval through TSAMM for DFB/TPC review and approval are accurate and complete; monitor monthly statistics representing program services for accuracy and completeness for the NSS Reviews; research and prepare various departmental reports for THQ and DHQ internal use; ensure that program operations are in compliance with contract restrictions.
- Perform community relations function to promote programs by speaking to groups; attend relevant community meetings pertaining to housing, Funding, Cold/Hot Weather Shelters, and homelessness; Encourage officers to serve as member of various agency boards and EFSP board; build and maintain partnerships and serve as liaison with housing officials.
- In collaboration with Corps/Command residential staff, plan, coordinate and facilitate monthly residential management staff meetings in-person and/or virtual to develop a forum for sharing ideas, discussing best practices and providing continuity of services with TSA, PMC vision for residential services. Participate in quarterly DSSD/SSD/Managers meetings.
What we are looking for in you:
- Bachelor’s degree in Business Management/Administration, Human Services, Social Work, or related field from an accredited college or university AND
- Seven years progressively responsible experience working in a residential program environment, or experience working with domestic violence, substance abuse, mental health environment. OR
- any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Physical Requirements and Working Conditions: Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time. Work is performed in an office environment where there are little or no physical discomforts associated with changes in weather or in regard to noise, dust, dirt and the like. However, work may not be limited to the office environment.
