JOB TITLE: FACILITY MANAGER-MEN'S SHELTER

INCUMBENT:

REPORTS TO: SOCIAL SERVICES DIRECTOR

DEPARTMENT:  MEN'S LODGE 608

LOCATION: ORLANDO AREA COMMAND

FLSA STATUS:  NON-EXEMPT

JOB SUMMARY:

 

Supervises and participates in performing the day-to-day activities necessary for the smooth operation of a lodge/shelter/house providing housing, food, transpo11ation, counseling, and educational assistance; Works closely with participants involved in a comprehensive care program to facilitate the transition from emergency housing to safe, affordable housing; ensures that paperwork is completed and lodge rules are followed by all clients; ensures compliance with The Salvation Army policies and procedures as well as local, state, and federal regulations.

 

Works closely with partiicipants involved in a comprehensive care program to facilitate the transition from emergency housing to safe, affordable housing. The role encourages a team approach to teach life skills needed to work through crisis, and overcome the cycle and effect of homelessness prior to the entry into the transitional of permanent housing. To provide resource coordination services to all program clients to realize appropriate options for housing and securing jobs.

Supervises and participates in the day-to-day operations of a lodge/shelter/house on an assigned shift; ensures all activities are conducted in compliance with established policies and procedures.

 

Orients new clients to the program and prepares case records to facilitate case management; records daily statistics; collects, receipts and processes rent payments.

 

Ensures clients comply with house rules; records incidents and notifies supervisor of any special circumstances or unusual problems; ensures security of facility and clients.

 

Counsels clients and provides assistance in locating permanent housing; provides appropriate referrals to other social service agencies in the community as needed.

 

Supervises the cleaning and maintenance of lodge facilities, supplies and equipment; inspects facility on a routine basis to ensure compliance with established standards.

 

Assists in the interviewing and filling of open staff positions. Inter-relates with all management/supervisory personnel.

Initiates problem solving steps and emergency procedures as necessary.

 

Coordinates with the social services Agencies any client related issues such as clothing issues, lodging of families, etc. Cooperates with local law enforcement agencies in regards to clients as required by law.

Supervises and participates in the selection and purchasing of food; monitors expenditures ensuring compliance with budget constraints.

 

Maintains an adequate level of food and janitorial supplies inventory; prepares inventory records and ensures the accountability and security of inventory items.

 

Coordinates transportation arrangements for beneficiaries and clients with appointments as needed. Supervises housekeeping work to ensure facility is properly cleaned and maintained.

Prepares and maintains various logs, records, statistical rep01ts, etc. reflecting lodge activities and occupancy level. Reviews and updates policies and procedures.

Serves as a liaison and/or advocate to other agencies in order to assist the residents in their goals and plans. Ensures the quality and integrity of the Facility's program.

Plans, coordinates and implements programs to bring success to the clients such as put not limited to, Life Skill Classes, Anger Management Classes.

 

Arranges, develops and coordinates relations with and visits to housing resource service providers in the community. Attends meetings of and coordinates awareness about community needs through the Homeless Services Network.

Maintains the confidentiality of all clients.

 

Works, plans and develop program with the Veterans Administration to help clients with appropriate assistance available through the VA.

 

OTHER RESPONSIBILITIES:

 

Attends conferences and seminars for continued personal and professional development. Receives and processes donations received.

Conducts house meetings, devotions and group activities with clients and staff. Plans, schedules, and assigns daily chores to be carried out by clients.

Reviews fire and safety systems daily to verify proper working order of equipment; ensures the safety of lodge clients.

MINIMUM QUALIFICATIONS REQUIRED:

 

EDUCATION AND EXPERIENCE:

 

High school diploma or G.E.D., with additional college coursework in Criminal Justice or Corrections and

3 years experience in working with individuals with substance abuse or the use of contrabands problems or

any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

 

LICENSES AND CERTIFICATIONS:

 

Valid Driver's License

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Knowledge of the planning and programming of a Social Services program. Knowledge of the preparation and maintenance of budgets.

Knowledge of the supervision of individuals.

 

Knowledge of identifying substance abuse and contrabands. Knowledge of record keeping, filing, and use of office equipment. Skill in using computers and other general office equipment

Skill in diplomatically solving problems.

 

Skill in working with management and employees. Ability to work with and deal with difficult clients.

Ability to provide assistance and referrals in a Social Services environment.

 

Ability to use internet to effectively search for various needs such as background screening. Knowledge of household management techniques.

Ability to prepare and process records and statistics in an accurate and complete manner.

 

Ability to work within the framework of a multidisciplinary team while being self-directed, creative and flexible.

 

Ability to supervise resident activities to ensure facility is properly maintained and secured in accordance with established policies and procedures.

 

Ability to supervise and manage people.

 

MENTAL AND PHYSICAL ABILITIES:

 

Ability to meet attendance requirements which may include some weekend and overnight shifts. Ability to read, write, and communicate the English language.

Ability to perform mathematical calculations.

 

Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.).

WORKING CONDITIONS:

 

Works is performed in a normal lodging environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
