Emergency Disaster Services Preparedness Coordinator

 

Job Summary

Coordinates, plans, develops, and supports the Divisions’ Preparedness and Recovery efforts for Emergency Disaster Services. Supports local units with the preparedness activities of training, volunteer recruitment, engagement, and retention, and reviewing of plans and procedures for all aspects of preparedness.

 

Provides comprehensive, structured, preparedness services.    Develops comprehensive plans for training disaster workers and engaging volunteers.  Serves as the primary representative across all agencies serving as a central-point-of-contact for The Salvation Army, AOK Divisions’ Emergency Disaster Services training programs.  Monitors and reports the progress of all preparedness activities for the Division on a regular basis.

Training

Develops and presents the established disaster training curriculum (National Disaster Training Program) by scheduling and providing classes in the Division to teach the proper methods and procedures associated with the EDS Programs. Monitors and evaluates the effectiveness of training programs, develops, and updates volunteer training resources as needed.

 

Works with the EDS Director to develop publications and brochures on disaster and personal preparedness.

Acquires and organizes literature, materials and resources to support training needs.

 

Maintains status as a certified trainer in the National Disaster Training Program through completion of the Train the Trainer course and certification; performs the required number of training courses in the allotted timeframe; attends state and county sponsored training and exercises. Plans and performs a minimum of four certified National Disaster Training Program courses annually for officers, staff and volunteers.

 

Assists in developing and reviewing the courses of the National Disaster Training Program with the direction of the Territorial EDS Coordinator and the Divisional EDS Director.

 

Participate in training courses, conferences, seminars (online and classroom) Army and non-Army, as well as FEMA, State and other organizations, to maintain currency in disaster services and programs

 

Attends online and classroom training from FEMA, State and Salvation Army to continue education in disaster services and to receive certification in the FEMA Professional Development Series and State accredited Advanced Professional Series.

 

Coordinates the scheduling, conducting, reporting, and completion of all Disaster training course. Manages all certified EDS trainers to ensure each is maintaining their certification.

 

Develops and enhances overall training program for the AOK Division EDS Department. Coordinates and conducts training events and orientations on the local level in conjunction with the Corps Officers and their representative.

 

Communicates to all corps and service unit’s information related to training.

 

Participates in outside training activities as participant or trainer upon request from THQ.

Assists in planning and conducting the EDS Training Conference for the Division.

 

Attends disaster related conferences as participant, trainer, monitor, and/or presenter.  Conferences include but are not limited to Emergency Preparedness Association, National Voluntary Agencies Active in Disaster, National CRD/Social Services and/or  EDS Conference.

 

Travels outside the AOK Division for training and as an instructor when requested by THQ.

 

Coordinates and processes a wide range of responsibilities associated with the preparation and administration of Salvation Army conferences, councils, camps, seminars, and special meetings; prepares and processes forms, agreements, invitations, registrations, schedules, assignments, travel, lodging, and meeting room arrangements; develops and prepares correspondence, reports, programs, booklets, pamphlets, audio-visual transparencies, graphs, charts, lists, and hand-outs; may attend conference to provide administrative support and to ensure that arrangements are in order before, during and after the event.

 

Assists with Salvation Army special events at the Divisional level; this may include administrative detail, assistance in planning, leading, participating as needed/directed. Receives and processes registrations, applications, checks, and/or memberships in an accurate and timely manner; records pertinent information in accordance with established procedures; prepares correspondence acknowledging the receipt and processing of the same.

 

Selects or develops teaching aids, such as training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works. Tests trainees to measure progress and to evaluate effectiveness of training. May select and coordinate training programs with outside vendors or professionals.

 

Volunteer Recruitment and Engagement

Assists and supports local Salvation Army units throughout the Division by providing best practices for recruitment, retention, and engagement of disaster volunteers and assists with development through trainings of staff to implement these best practices.

 

Assists with developing, plans, processes, procedures for volunteer recruitment, cultivation and appreciation efforts; orienting volunteers to The Salvation Army EDS services and positions to create volunteer teams.

 

Assists Corps staff with best practices for screening and selection of volunteers.

 

Attends volunteer fairs to promote volunteerism with The Salvation Army’s EDS as well as promote public awareness of The Salvation Army’s EDS functions.

 

Maintains the EDS disaster worker database for data management, statistical records maintenance and reports of disaster response activities, and training management and record maintenance of trainings, trainers, and trainees and manages the Disaster credentialing program for the Arkansas/Oklahoma Division.

 

Communicates to all corps and service units’ information related to volunteer programs and events.

 

Develops practices to promote consistency throughout the division for EDS volunteer recruitment, engagement, and retention.

 

Assists the EDS Director and Corps Officers in the development, implementation and maintenance of preparedness and reviews and updates Corps preparedness plans and develops local preparedness in assigned area of the Division. Assists in the development, implementation and evaluation of local, divisional and territorial EDS exercises.

 

Assists in developing and implementing the Standard Operating Procedures (SOP) for the overall preparedness program’s operation at the divisional and local unit level.

 

Regularly monitors the Divisional training Program in respect to goal obtainment.

 

Regularly reviews and monitors the overall Divisional preparedness program budget and compares expenditures to the budget.

 

Prepares and submits consolidated program and fiscal reports, as required; ensures accuracy, completeness, and timeliness of information reported to maintain compliance with program requirements.

 

 

Other Responsibilities

Assumes a General Staff position during deployment at the Area Command or in an Incident Command; Deploys to other Command or General Staff positions as needed; deploys to other Divisions as requested by Territorial Headquarters (THQ).

 

Performs public speaking in front of small and large groups of people.

 

Performs other duties as assigned.

Knowledge, Skills, and Abilities

Ability to plan, develop, and successfully coordinate scheduling of projects and volunteer activities with the highest level of professionalism.

 

Basic knowledge of four phases of emergency management (response, recovery, mitigation, preparedness) and Incident Command System knowledge.

 

Ability to apply discretion, independent judgment, and confidentiality when addressing and resolving conflicts.

 

Knowledge of the principles and practices of disaster services, social services, emergency management, training, and/or volunteer management.

 

Knowledge of the principles and practices of training and volunteer management, program development.

 

Knowledge of the principles and practices personnel supervision.

 

Ability to supervise fiscal and financial reporting responsibilities in compliance with funding grant requirements.

 

Ability to apply discretion and independent judgment with limited supervision.

 

Ability to interpret and understand government rules and regulations.

 

Ability to supervise, maximize and evaluate the work of subordinate personnel.

 

Ability to work well with clients and volunteers of diverse cultural and socioeconomic groups, respect confidentiality, able to work within ethical and legal parameters of social services.

 

MINIMUM QUALIFICATIONS REQUIRED

 

Education and Experience

Bachelor’s degree from an accredited college or university in business, social services and or education

 

and

 

Four years progressively responsible experience at the project or agency level, specializing in Emergency Management, Disaster Services, Social Services, Human Services and/or Volunteer Management, Classroom Instruction and Training.

any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

 

Certifications/Licenses

May require valid State Driver’s License

 

Mental and Physical Requirements

Ability to meet attendance requirements.

 

Ability to read, write, and communicate the English language is required with ability to speak a second language highly desirable to eliminate language/communication barriers.

Ability to conduct presentations and training sessions.

 

Ability to travel throughout the territory when needed to train others in financial reporting or to conduct financial presentations.

 

Ability to remain open, sensitive and responsive to clients and volunteers from diverse cultures without discrimination including ability to respect, protect, access, and nurture the psychosocial well-being of clients experiencing despair due to loss of home, family, community, income, benefits and/or psychosocial trauma as a direct result of a tragedy.

 

Working Conditions

Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.

 

Work requires travel throughout the country to conduct training or presentations where there may be physical discomforts associated with driving a vehicle, traveling by airplane, changes in the weather, and staying overnight in a hotel.
