Regional Accounting Supervisor

About this opportunity:
Under the general supervision of the Divisional Finance Manager the Regional Accounting Supervisor supervises, trains, and supports the finance support staff of the Potomac Division. The Potomac Division is comprised of Maryland, Virginia, West Virginia and Washington, DC and includes 56 Commands/Corps operations. The incumbent manages and reviews accounting records, ledgers and statements for accuracy and completeness; serves as liaison to all units with computerized accounting programs encompassing all aspects relating to the Corps, Area Command, and Divisional Headquarters accounting software including training, troubleshooting, and general assistance. He/she accomplishes tasks include assisting finance and program personnel at the field locations in the monthly operations review, identification of areas for cost reductions and operational improvements, annual budget process, periodic forecasting, and periodic analysis of operations performance. The incumbent supervises the regional accounting staff.
Key responsibilities:
- Supervises, trains, and supports Regional Accounting Specialists and Financial Analysts, which includes overall supervision and review of accounting records, ledgers and statements for accuracy and completeness. This includes (but is not limited to) preparation of journals, various ledger activity, maintenance of chart of accounts, back-up data and custodian of all financial reports, which includes the accuracy and completeness of the same.
- Supervises Regional Accounting Specialists in the preparation of all corps bank reconciliations.
- Monitors, analyzes, and evaluates the financial operations of the PMC Division Commands including accounts receivables, accounts payables, payroll and the audit of the regional locations; ensures the proper procedures are followed by bookkeepers/accounting personnel with respect to journals, various ledger activity, updating of the chart of accounts, required cash logs, back-up of data, and custodian of all financial reports; ensures proper governmental accounting procedures are followed for government grant income received; ensures the accuracy and completeness of the same.
- Assists the local unit management and accounting personnel with the preparation of the fiscal year budget by preparing, reviewing, interpreting and evaluating critical data.
- Completes fiscal year end closing of all Potomac division units’ financial records in the accounting system, while coordinating with the Divisional Finance Manager and ensures financial integrity and completeness of the same; coordinates and schedules year end back up of accounting records with Territorial Headquarters.
- Monitors the collection of data necessary for the development of consolidated financial statements for the division as needed by PMC Headquarters; designs and maintains a uniform format of information collection documents and procedures; ensures the timely and accurate collection of the required data.
- Provides telephone support for technical problems that arise in the sites that run the accounting system.
- Creates, designs, revises, and maintains reports in the financial reporting module of the accounting system.
What we are looking for in you:
- Bachelor’s degree from an accredited college or university in Accounting, Finance, or a related field, and
- five (5) years progressively responsible experience administering accounting ,financial, and budgeting functions for an organization with at least two years-experience in a supervisory capacity,
Physical Requirements and Working Conditions: Ability to meet attendance requirements. Ability to type and perform data entry. Ability to perform mathematical calculations. Ability to operate various general office equipment including a telephone, computer, fax machine and adding machine. Ability to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones, or speaking to persons requiring assistance. Ability to read, write, and communicate in the English language. Ability to plan work priorities, evaluate work performances and provide recommendations for improving productivity and efficiency of work. Ability to communicate clearly both orally and in writing in an effective and professional manner including the providing of clear instructions to employees. Ability to work under the pressure of deadlines and time constraints. Ability to apply discretion and independent judgment and exercise confidentiality. Ability to perform all duties with an understanding of the mission, ministry, philosophy, culture, and protocol of The Salvation Army and conducts all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism. Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Ability to travel when needed to accomplish assigned job duties.
Work may be performed in an office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like but not limited to the office environment with the exception of travel conditions.
