About this opportunity:
- Plans, develops, manages, and controls the day-to-day operations of the accounting, finance, and personnel functions for an Area Command or large Corps; serves as liaison and financial advisor to the local units, Advisory Boards, Divisional Headquarters, and Territorial Headquarters by reporting the financial status and researching financial discrepancies; manages and monitors all general ledger, purchasing, budgetary, and personnel functions; ensures all accounting and financial functions are in compliance with The Salvation Army policy as well as local, state, and federal regulations; ensures the accuracy, completeness, timeliness and integrity of all financial reporting.
Key responsibilities:
- Plans, develops, directs, and manages the day-to-day operations of all accounting and finance functions; tracks, monitors, and verifies all general ledger activity for the Area Command; reviews and approves all bookkeeping functions; ensures that all financial information is processed in an accurate and timely manner; ensures the accoutability, security, and integrity of financial reporting; confers with the Commanding Officer regarding the financial position of all accounts.
- Plans, directs, and monitors the accounting and bookkeeping work performed by subordinate employees; plans, schedules and assigns work; instructs and trains employees in proper methods and procedures; checks and approves work for accuracy, completeness and timeliness; conducts performance evaluations; hires and fires employees and recommends salary adjustments.
- Develops, prepares, monitors, controls and enforces various operating budgets; assimilates financial information from department heads and presents the same to the Commanding Officer for final presentation to the Advisory Board and Divisional Headquarters; monitors all budgetary information once approved; assists in preparing quotations for budgeted and emergency purchases; monitors hiring salaries and salary adjustments for employees to ensure compliance with approved budgets.
- Plans, develops, directs, and monitors the requisitioning and purchasing functions of the Finance Department; monitors and assists in all requisition processing in accordance with The Salvation Army Territorial Minutes and local Accounting Manual.
- Plans, develops and maintains a variety of complex and technical reports representing the financial status of accounts, budgets, and funds; reviews and reports expenditures; ensures the proper accounting of securities, grants and contracts funds, legacies, operating expenses and other major financial operations.
- Serves as financial liaison to the Finance Committee of the local Advisory Board; reviews, approves, and releases all monthly financial information concerning the various accounts; assists in preparing the Advisory Board agenda for all items which impact the local financial position.
- Plans, develops, directs, and monitors all payroll and personnel record keeping functions; prepares budgetary data and controls all accounts in compliance with hiring policy and budgetary guidelines; monitors, updates and enforces local personnel policies such as time card control, employee performance evaluations, etc.; drafts local personnel policy revisions for approval and maintains the local addendum to the local employee Worker's Together Manual; advises the Commanding Officer on personnel matters and compliance/violation of personnel policies.
- Monitors and maintains all CPU and other computerized financial systems and procedures inclusive of password protection, file maintenance, spreadsheet design, etc.; ensures that hardware and software are functioning properly and that the workflow is not interrupted; ensures timely computer data back-ups are maintained.
- Coordinates, on a financial level, all programs administered or to be administered by the Army on a local level; designs and implements specialty finance projects.
- Ensures that all financial business is conducted in compliance with Salvation Army policy, the AICPA, and government regulations.
- Ensures that all accounting records, books, and accounts are in order at all times particularly to be in readiness for audits by The Salvation Army or outside firms; plans, coordinates, and monitors the annual audit.
- Builds and maintains professional and effective working relationships with outside contacts and organizations such as auditors, bank and creditors, etc.; works directly with United Way personnel during campaign and coordinates special arrangements for tours, etc.
OTHER RESPONSIBILITIES:
- Represents The Salvation Army as a member of professional management to outside service agencies in conjunction with all grant application requests in responses to Request for Proposals and resulting contracts.
- Prepares all financial information for the Corrections accounting system from cash book posting of receipts to full preparation of financial statements inclusive of budgetary comparisons and spending control.
- Prepares all sales and property tax reports on all appropriate accounts; ensures payment of the same and prepares correspondence on the same if necessary.
- Prepares special personal and confidential memorandums for the Commanding Officer concerning all financial and personnel activity.
- Plans, coordinates, and monitors various special and seasonal projects such as disaster relief services, Christmas programs, etc.
- Contacts outside vendors for needed maintenance and repairs of equipment.
- Performs other related work as required.
What we are looking for in you:
Masters degree from an accredited college or university in Accounting, Finance, or a relate field,
and
Five years progressively responsible experience performing complex and varied accounting and bookkeeping functions for an organization with at least two years in a supervisory capacity,
or
any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
WORKING CONDITIONS:
- Works is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
