Job Job Summary: 

Supervises, coordinates, and monitors day-to-day operations of assigned Corps Social Service programs including, but not limited to, emergency services,
family services,
outreach, summer camps, seasonal programs, federal emergency management, etc.; supervises and participates in casework performed
by program staff ensuring
compliance with program policies and procedures; prepares statistical reports and administers the program budget.

 

Interviews, accepts, and provides comprehensive, long-term, structured, complex, case management services for an assigned caseload of clients
participating in a Corps Social Services programs; understands the uniqueness of the client’s history in order to determine most effective program plans;
develops comprehensive program plan/goals and evaluates client's progress by conducting mentoring and counseling sessions with client and/or staff;
serves
as advocate for client in order to acquire services that will enable them to functionally cope with their environment; ensures constant
compliance with funding
requirements.

Plans, schedules, assigns, and supervises the work of program personnel; trains and instructs employees in the proper methods and procedures;
monitors work in progress and
upon completion to ensure accuracy, completeness, and compliance with program policies and
procedures; conducts performance evaluations for direct reports.

 

Interviews clients requesting assistance to determine client's eligibility for assistance based on program guidelines and restrictions;
records clients' disposition and
other pertinent information and establish program goals for eligible clients. Refers clients to appropriate
corps programs or other agencies based on client needs
in accordance with the goal plan.

 

Prepares and maintains client records in a timely manner ensuring all information is accurate and up to date; obtains signatures of clients
as needed; reviews and
tracks all client records to determine if client is active or inactive; maintains confidentiality of client information ensuring all
paperwork is accurate and
complete and in compliance with program policies and procedures as well as local, state, and federal rules and regulations.

 

Prepares and maintains statistical records, case records, notes, and logs on all services provided; compiles and prepares monthly statistical reports;
ensures the accuracy and completeness of the same.

 

Plans, coordinates, and/or facilitates life management classes to assist clients in obtaining skills that will enable them to functionally cope with their
environment; obtains speakers and workshop presenters as needed.

 

Plans, prepares, and administers the program budget; reviews, monitors, and approves expenditures to ensure compliance with budget
constraints; monitors incoming
funds to ensure compliance with budget projections.

 

Provides clients with food from pantry; receives and stocks items donated for pantry, maintains an itemized account of pantry disbursements
and inventory.

 

Supervises and assigns the work of community service workers and submits paperwork to Adult Probation Services; serves as a liaison to
parole officers and completes
court-ordered paperwork.

 

Processes vouchers and other assistance for eligible clients.

 

Locates and arranges for temporary housing for eligible clients, contacts local lodges, homeless shelters, motels, churches, etc. for lodging.

 

Serves as liaison to other agencies to obtain/coordinate assistance on client's behalf; builds and maintains professional working relationships
with community agencies.

 

Recommends new policies and procedures or changes in current practices in order to enhance the effectiveness of program operations and services.

 

Confers with supervisor regarding casework practices on specific cases and/or changes within the program.

 

Assists subordinate personnel in determining most appropriate approach or method in resolving difficult or unusual client cases.

 

Prepares various correspondence and completes paperwork necessary for program operations.

 

Establishes unique comprehensive long-term program goals (three months or more) for eligible clients based on personality, decision-making
abilities, mental
capabilities, need history, family involvement, etc.; explains goals to client in a manner that is easily understood;
consistently counsels client on ways to
modify or stop negative behaviors while in the program.

 

Outsources clients to additional counseling resources if needed; maintains awareness of progress with external case management professionals,
working as a team to meet
the holistic needs of the individual. 
 
Maintains awareness of the program requirements necessary to maintain existing funding; ensures that measurable outcomes correspond
with requirements and adjusts case
management processes, as necessary.

 

Plans, supervises, schedules, and assigns work for volunteer staff; trains and instructs volunteers in proper methods and procedures as it
relates to daily
operations.

 

 

Other Responsibilities:

 

Assists Area Commander in researching grant opportunities and preparing grant proposals.

 

Reviews direct reports timecards.

 

Coordinates and participates in the preparation and distribution of holiday food boxes to needy families.

Conducts tours of program facility for outside agencies as requested.
 
Assists in developing and revising the service policy manual.
 
Assists with community services as needed.

Knowledge, Skills and Abilities:
Knowledge of practices and principles social service program and case management administration.

 

Knowledge of social service resources and agencies in the community.

 

Knowledge of the principals and practices of bookkeeping and budget administration.

 

Knowledge of effective communication and motivation practices.

 

Knowledge and commitment to computerized Client Data Management System usage and emphasis on outcome measurement.

 

Ability to develop program plans and goals based on client's needs.

 

Ability to lead, motivate, and evaluate the work of staff performing same or similar work.

 

Ability to develop, implement, and enforce program policies and procedures.

 

Ability to interview clients to evaluate to determine client eligibility for program assistance based on specific program guidelines and restrictions.

 

Ability to assess and evaluate level of service provided to ensure service evaluations are favorable and meet or surpass funding requirements.

 

Ability to build and maintain effective working relationships with the public and community agencies.

 

Ability to prepare accurate and complete client records, reports, and statistics.

 

Ability to meet attendance requirements.

 

Ability to read, write, and communicate the English language.

 

Ability to perform mathematical calculations.
 
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:

 

Bachelor's degree from an accredited college or university in Social Work, Behavior Science, or a related field,
 
 
or
 
four years progressively responsible experience performing social services work with at least one year in a supervisory capacity,
 
or 
 
any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
 
 
Physical Requirements:
Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time.

 

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.

 

Working Conditions:
Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or
discomforts associated with
noise, dust, dirt, and the like.
