Provides business and managerial support to the Finance /Accounting Departments of the Corps in consultation with the supervisor and the Officer; directs, manages, administers, and supervises the assigned staff; researches, compiles data, and composes program narratives, reports and statistics for major budgets and grant proposals; oversees the proper financial administration of grant funding including United Way (if applicable), public funding sources, private foundations, EFSPI and County funding; oversees and ensures that financial records for the same are in proper order for external and internal audits. compiles financial projections; ensures financial integrity including accurate journal entries and reconciliation. Prepares monthly Advisory Board presentations and other required reports.
Knowledge, Skills, and Abilities

- Plans, prepares, and administers the Corps and departmental budgets and assists the Officer in implementing budget development, monitoring, and control.
- Reviews, monitors, and approves expenditures to ensure compliance with budget constraints.
- Monitors incoming funds to ensure compliance with budget projections.
- Monitors each department's operation in relation to the budget to determine variances and recommends corrective measures to the supervisor.
- Reviews and monitors the processing of all requisitions and accounts payable checks for supplies and materials.
- Ensures all accounting records, monies, and accounts are in order and always ready for audit by The Salvation Army or independent certified public accountants.
- Researches, compiles, interprets and summarizes information for various reports, spreadsheets, surveys, and special projects.
- Research files, accounts, records, etc., to resolve problems and/or correct documented information; inform appropriate management of discoveries.
- Provides overall supervision and review of reconciliations, accounting records, the general ledger, and statements for accuracy and completeness. This includes (but is not limited to) preparing journals, various ledger activities, required cash logs, data backup, and custodianship of all financial reports; ensures the accuracy and completeness of the same.
- Assists the supervisors, the Officer, and the Development Director in developing financial plans for funding campaigns and proposed capital projects.
- Review contracts, agreements, etc., to ensure local needs and Salvation Army policy compliance.
- Assembles needed documents, proposals, finance schemes, etc, for presentation to appropriate Salvation Army Boards.
- Research compiles data and composes program narratives and statistics for major budget and grant proposals.
- Prepares and processes grant and FEMA reimbursement requests; ensures that the financial records are in proper order for audits.
- Works and consults the Officer, the Executive Director of Supporting and Program Services, and all architects and contractors to develop plans and bids for capital improvements and expansion.
- Assists Property Director with purchases of all equipment, furniture, and fixtures.
- Reviews, monitors, and ensures the accountability and security of all monies processed throughout the Corps (mail, appeals, kettles, and other development incomes).
- Prepares and verifies bank deposits; prepares various comprehensive reports and statistical records reflecting the Corps' operations.
- Assists in preparing and distributing thank you letters to donors.
- Ensures the accomplishment of the various office tasks in the most efficient and effective manner possible.
- Supervisory/Other Responsibilities: (40%)
- Plans directs and supervises the work of assigned staff; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; conducts performance evaluations and provides hiring/firing recommendations.
- Performs finance-related decision-making utilizing discretion and pre-determined operating standards as discussed with the supervisor and/or the Officer in their absence, which may include providing direction to senior level staff.
- Plans, coordinates, implements and performs special projects and program duties.
- Liaison with Divisional headquarters for accounting/finance
- Performs other related work as required.
Knowledge within the non-profit sector.
Knowledge of general office principles, practices, and procedures.
Knowledge of the principles and practices of development and fund-raising.
Knowledge of special event coordination and follow-up.
Knowledge of the principles and practices of grant administration,
Knowledge of effective methods and procedures for budget preparation.
Ability to transcribe dictation, compose correspondence, and oversee file maintenance.
Ability to coordinate and delegate multiple projects and tasks.
Ability to supervise, motivate, and evaluate the work of office personnel.
Ability to ensure compliance with departmental policies and procedures.
Ability to effectively and efficiently work on multiple projects simultaneously without becoming frustrated or disorganized.
Ability to determine the most effective method to accomplish work objectives and goals and to work under limited supervision.
Ability to plan, organize, and prioritize work to accomplish it in compliance with quality standards and deadlines.
Education and Experience:
Bachelor's degree from an accredited college or university in Business Administration, Accounting, or a related field
and
Five years of progressively responsible administration or supervisory experience.
Or
Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.
Certifications/Licenses:
Valid State driver's license.
