 The Program Director plans, directs, coordinates, and monitors the day-to-day operations of outreach, under the direction of the Director of Social Services; provides supervision for Outreach Specialists. Manages and monitors assigned caseloads of clients seeking social service assistance, carries a caseload of four households; develops program plan/goals and evaluates client’s progress by conducting routine meetings with client or staff; serves as an advocate for client in order to acquire services that will enable them to functionally cope with their environment; Ensures program is administered with established policies and procedures and budget constraints;  Builds and maintains effective working relationships with community agencies in order to make appropriate client referrals.  

What we are looking for in you:

Bachelor’s degree from an accredited college or university in Social Work, Human Services, or a related social services field,

Two years’ experience performing progressively responsible social service case management work

,Or Any

equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Certifications/Licenses:Valid State Driver’s License

Job Duties:Plans, develops, coordinates, implements, and evaluates program services based on the changing needs of the clientele; develops programs to assist in the stabilization of homeless individuals and families as well as to provide crisis intervention; conducts assessments to identify program’s strengths and weaknesses and to specify program goals. Conducts team meetings and clinical staff reviews of residents in order to ensure that the needs of the residents are met, and goals are being accomplished. 

Presents cases to team, confers with team members and provides and/or receives information as required in order to reach consensual decisions regarding disposition of cases. 

Manages the HMIS project for the Homeless Outreach Programs, analyzes data monthly and provides monthly programmatic progress to Supervisor.  

Assists with the Annual Progress report to HUD and United Way; assists with Annual Supportive Housing Program Grant (HUD) preparations. 

Confers with other Salvation Army employees to ensure coordination of services, including children’s programs, childcare, operations, building maintenance, volunteers, etc. 

 

Reviews, monitors and implements program policy and procedure; administers program in compliance with budget constraints. 

 

Updates programmatic documents and conduct monthly chart monitoring.  

 

Supervises program staff responsible for providing case management, social services, and shelter assistance; instructs and trains employees in the proper methods and procedures for conducting work; monitors work in progress and upon completion for compliance with established program policies and procedures; conducts performance evaluations and makes salary and hiring/termination recommendations. 

 

Partners with the Director of Social Services to develop staff development programs such as in-service training, seminars, etc. 

Coordinates with other community resources. 

Works with the Volunteer Coordinator in determining need for and placement of volunteers and interns. 

Assists in developing program proposals for funders. 

Collaborates, collects, and acknowledges donations (linens, blankets, clothes, shoes, games, books, baby food, diapers, etc.) 

Represents The Salvation Army at relevant meetings, presentations, etc. 

Cultivates and grows relationships with landlords and other housing providers for efficient referral to available units, in coordination with the Supportive Housing Program 

Work with other community organizations to coordinate efforts and develop community policy toward the common goal of housing the unhoused 

Attends community meetings with representatives of other agencies in order to educate them about the program, make client referrals and maintain awareness of client’s progress. 

Knowledge Skills and Abilities:

Knowledge of the principles and practices of social service case management. 

 

Knowledge of social service resources and agencies in the community. 

 

Knowledge of effective communication and motivation practices. 

 

Ability to develop program plans and goals based on client's needs. 

 

Ability to evaluate the client's progress toward program goals. 

 

Ability to work with the public encompassing all types of behaviors 

 

Ability to interview clients and to obtain pertinent information. 

 

Ability to prepare and maintain accurate and complete case notes and client records. 

 

Ability to plan, organize, and prioritize work in order to accomplish work in compliance with quality standards and deadlines. 

 

Ability to build and maintain effective and professional working relationships with clients and community agencies. 

 

Physical Requirements and Working Conditions:

Ability to meet attendance requirements. 

 

Ability to read, write, and communicate the English language. 

 

Ability to communicate clearly and effectively both orally and in writing. 

 

Ability to think clearly and quickly in order to maintain control of client caseload. 

 

Ability to effectively and efficiently work on multiple cases at the same time without becoming frustrated or disorganized. 

 

Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time. 

 

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
