Cloud Procurement Cost Monitoring Project Manager:

The incumbent will be responsible for supporting cloud data analytics environment procurements and cost monitoring within the Bureau of Informatics and Technology within the Center for Health Data Innovation (CHDI) in the Office of Quality and Patient Safety.  The Bureau is responsible for multiple systems in support of assessing and analyzing the healthcare ecosystem in New York State. These systems include the states All Payer Database, SPARCS, Data Quality solutions, Master Data Management solutions, Provider Directory, and more. The unit the incumbent will join is engaged in multiple projects in support of the above including the development of a master patient index solution, expanding cloud infrastructure, and modernization of legacy processes and systems.
The incumbent will be responsible for:
• Coordinating cloud environment purchase needs to align with cloud environment development milestones and timelines
• Managing cloud purchase agreement review and collaborations with contractors
• Collaborating with the CHDI contracts and finance team to provide cloud purchase milestones and timelines, financial forecasting, and to finalize cloud purchase agreements
• Reviewing and approving invoices and deliverables related to cloud purchases
• Developing and maintaining repositories of cloud purchase agreements and current spending
• Developing and training staff on procurement checklists and considerations related to cloud purchasing
• Developing, managing, and training staff on cost monitoring processes for cloud environment purchases, including processes to collaborate with technical staff on environment changes to control cost
• Developing budget to actual analysis to share with internal leadership to inform future cloud environment purchases and development

Desired Characteristics: 
  • Multiple years of experience with cloud analytics environment tools, with a particular focus on procurement and cost monitoring
  • Strong communication skills related to both technical and non-technical concepts
  • Strong problem solving, organization, and communication skills to be able to leverage knowledge and direction available to develop and manage new processes.
  • Ability to independently track and prioritize work and meet multiple deadlines with competing resources. 
  • Strong intellectual curiosity and passion about learning new technologies. 

Minimum Qualifications:

  • 8 years of SAS, SQL, Tableau, Python, R or equivalent analytical/programming software experience
  • Proficient in MS Word, PowerPoint, Visio & Excel
    Bachelor’s Degree
  • 3 years healthcare or analytics experience
  • 3 years supervisory experience
  • Proficient in MS Word, PowerPoint, Visio & Excel

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role.
