Financial Review – Office of Primary Care & Health Systems Management  

Responsibilities:

This position is to serve as a financial reviewer responsible for monitoring the financial status of financially distressed Article 28 facilities receiving state support as they implement transformation plans for long-term financial sustainability, and for assessing financial capability and feasibility for Certificate of Need (CON) establishment and construction applications submitted by hospitals, nursing homes, clinics, and other health care entities. 

Responsibilities encompass financial review of CON projects; review and analysis of financial statements provided for documentation of need for health facility restructuring pool (HFRP) loan assistance from the Dormitory Authority of the State of New York (DASNY); review of weekly cash flow statements provided to the Division for oversight of financially distressed facilities; and periodic studies and reviews of the long-range financial prospects of individual hospitals and other facilities requested by DOH executive staff.  The incumbent will be responsible for overseeing staff engaged in these financial review activities and will be responsible for providing analysis and advice on a wide range of financial issues related to emergent trends in the structure, funding, and delivery of health care services by health care providers, and on the impact of regulatory reform on the health care system in New York State.

This is a supervisory position within the Division. Duties will include: evaluation of CON applications for construction projects, service reconfigurations and the establishment of new facilities or operators and related preparation of reports recommending project approval or disapproval to the Public Health and Health Planning Council; follow-up of projects for satisfaction of financial contingencies; review of financial data and preparation of recommendations to Executive staff for DASNY HFRP loan requests; review of cash flow statements from financially distressed providers and participation in conference calls and meetings to discuss issues related to DOH oversight of transformation plan implementation; providing ongoing training and assistance to subordinate staff; and participation in special research assignments as needed.  The incumbent will be responsible for the supervision minimally one staff member..

Basic Qualifications:

• 9 years of experience in healthcare
• An Associate degree can count as 2 years of experience, a Bachelor's can count as 4 years of experience, a Master's can count as 5 years of experience.

Preferred Qualifications: 

Strong analytical thinking, writing and time management skills; the ability to effectively analyze financial statements; a working knowledge of the state, federal and other third-party reimbursement methodologies; the ability to communicate effectively both verbally and in writing; and competency with Word and Excel software applications; strong leadership ability both in managing staff and working in a large group to achieve a common goal.
