Safety and Security - Emergency Preparedness & Business Continuity Manager

Under the supervision of the Director of Safety & Security, responsible for managing all Pittsburgh Water’s emergency planning activities, contractual services, training and exercises. The incumbent will work as part of the Safety & Security team to anticipate and respond to threats to public safety, such as acts of terrorism, natural disasters, epidemics and major industrial accidents. 

RESPONSIBILITIES
● Oversee Pittsburgh Water’s emergency management program aimed at preventing, responding, and recovering from emergency incidents and disasters.
● Develop and maintain Pittsburgh Water’s Risk & Resiliency Assessment, emergency response plans, hazard mitigation plans and other related technical documents.
● Ensure regulatory compliance with America’s Water Infrastructure Act (AWIA) and the National Incident Management System (NIMS). 
● Maintain critical customer lists and improving external communication methodology during emergencies. 
● Partner with internal leadership to develop, document, update, and/or maintain key processes and procedures that ensure Pittsburgh Water’s continued operations during any and all emergency situations.
● Respond to all emergencies and lead through facilitating meetings and providing guidance to Pittsburgh Water’s Incident Management Team.   
● Provide training to Pittsburgh Water’s Incident Management Team and key personnel; develop instructional materials and give presentations on emergency preparedness, response, and recovery. 
● Plan, facilitate, and document drills and exercises to assess the strength of emergency plans and the readiness of the Incident Command Team. 
● Identify opportunities and engagements in public-private partnerships and other emergency response associations. 
● Analyze trends in emergency preparedness and develop recommendations for improvement to Pittsburgh Water’s business continuity, safety and security resiliency.
● Serve as Pittsburgh Water’s representative for regional emergency planning committees and the City of Pittsburgh Incident Management Team.
● Assist in identifying and soliciting funding sources for projects that improve security and resiliency. 
● Perform other related tasks as assigned or required.

KNOWLEDGE, SKILLS & ABILITIES
● Extensive knowledge of National Incident Management System (NIMS). 
● Extensive knowledge of risk assessment and risk management principles.
● Excellent communication skills both orally and in writing.  
● Excellent analytical and problem-solving skills. 
● Excellent organizational skills and attention to detail. 
● Strong ability to work with little-to-no supervision at times and adhere to requirements. 
● Ability to use sound judgment efficiently and diplomatically manage stressful situations.
● Ability to lead, take charge, and give direction. 
● Ability to prepare reporting, develop policies, create and implement training programs. 
● Proficient in Microsoft Office Suite 

EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
● Bachelor’s degree in Emergency or Disaster Management, Homeland Security, or related field.  
● Five years of related experience in emergency management.  
● Previous experience responding to disasters, emergencies, or business interruptions as a member of an Emergency Response Team or Emergency Operations Center
● Prefer certification in/as Certified Emergency Manager (CEM), Incident Command System (ICS), and/or Homeland Security/Emergency Management.

GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment.  A valid driver’s license must be maintained throughout employment.

Applicant must have permanent residency in Allegheny County at time of appointment and remain a permanent resident throughout employment with Pittsburgh Water. 

SUPERVISION EXERCISED / RECEIVED
No direct reports / Receives supervision from the Director of Safety & Security.

CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment. The employee may travel to different sites to perform duties and may perform work outdoors under extreme weather. Subject to remain on duty beyond normal hours or recalled during emergency situations or other extensive periods. Able to respond to emergency calls 7 days per week, 24 hours per day.

MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by Pittsburgh Waters examining physician.

DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug and alcohol testing conducted without advance notice and for reasonable suspicion.

Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference and credentials checks, and in some cases credit history.
