Section 1 – Position Summary
This individual in this position performs duties in conjunction with the NTMWD Facilities Services operations. The position is responsible for the operation of specialized heavy equipment necessary for the excavation of pipeline facilities and various other construction type activities. Additionally, this position may be required to perform supervisory duties equivalent of a crew leader when necessary.
Section 2 – Major Responsibilities
- Operates and monitors performance of heavy construction type equipment, including excavators, dozers, loaders, scrapers, off-road trucks, graders etc., with minimal supervision.
- Performs routine preventive maintenance and minor repairs on equipment operated with minimal supervision.
- Monitors certain process operations as directed by supervisor.
- Responsible for housekeeping in assigned units.
- Responsible for evaluating quality of work performed by subordinate employees.
- Cooperates with other departments to ensure work is done efficiently and correctly.
- Observes safe work practices through proper use of safety equipment and procedures including permit required confined space entry and lock out tag out.
- Responsible for ensuring subordinate employees observe safe work practices at all times
- Oversees work crew on daily basis.
- Hauls heavy and oversized equipment to various job sites throughout NTMWD service area.
- Participates in a rotational “ONCALL” work status to respond to NTMWD repairs outside of normal business hours and works overtime as needed.
Section 3 – Knowledge, Skills & Abilities
- Requires sustained mental attention regarding correct process adjustments necessary for operating heavy equipment.
- Heavy Equipment training such as is offered by vocational-technical schools or privately operated, independent vocational school.
- Spatial discrimination; eye-hand-foot coordination; manual dexterity; ability to follow written and oral instructions; generally good physical condition.
- Must be able to excavate for repair of large diameter (12 inch to 144 inch) transmission lines that are in very close proximity of Franchise Utilities such as Fiber, Gas, Electrical and other municipal lines.
- Must be able to purchase parts and materials through the NTMWD purchasing guidelines to repair pipeline leaks or maintain equipment.
- Must have knowledge to acquire needed DOT permits for oversized loads in absence of Pipeline Crew leader.
- Must have in-depth knowledge of excavation practices and soil mechanics.
- Must become proficient in the use of the District Computerized Maintenance Management System
Section 4 – Education and Experience
- Two years of experience in operation of heavy construction type equipment.
- Requires a valid Texas Commercial Driver’s License Class A
- Must obtain a tanker and HAZMAT endorsement within six months following employment.
- Must possess a high school diploma or G.E.D.
- Prefer a Class “C” Distribution and or Type II Collections license issued by TCEQ
Section 5 – Environmental Factors, Activity Levels and Equipment
This position requires moderate physical exertion with daily lifting requirements up to 25 pounds. Working conditions include exposure to weather and odor. Equipment used includes dozers, loaders, dump trucks, fuel truck, backhoes, graders, air compressors, high-pressure washers and other miscellaneous equipment.
