Engineering Program Manager
Section 1 – Position Summary
Responsible for the engineering oversight of NTMWD water, wastewater, or solid waste capital improvement activities. Position involves lead role in coordination between departments for all studies and projects related to the assigned program(s). Role includes direct supervision of project managers on design or construction projects related to the program(s), and staff management responsibilities for specifically assigned engineering staff having varying organizational roles.

Section 2 – Major Responsibilities
- Coordinate with the Operations regulatory compliance staff and Planning with respect to developing and maintaining a capital improvements plan for assigned program(s).
- Assign project managers for program related projects and provide oversight including technical evaluation, review design documents, attend project meetings, evaluate bids, review and edit administrative memorandums, monitor project status, and resolve project issues through construction.
- Manage assigned engineering group staff, including but is not limited to:
- Review and approve time sheets
- Assess training and development needs and prepare recommendations
- Improve efficiency and standardization of procedures and methodologies
- Ensure compliance to NTMWD policies
- Address disciplinary issues
- Succession planning
- Provide leadership and seek to maintain a positive working environment.
- Develop and define project scopes related to program and oversee completion of engineering service agreements.
- Evaluate and improve procedures, develop and maintain metrics to track progress.
- Assist budget coordinator in developing annual budgets and monitoring percent spent throughout year.
- Assists staff with development of correspondence.

Section 3 – Knowledge, Skills & Abilities
- Ability to visualize means of improving efficiency and greater use of computer technology.
- Proficiency in use of Microsoft Word, Excel and management software.

Section 4 – Education and Experience
- Degree in Engineering received from an accredited college or university.
- Professional Engineering Registration in the State of Texas.
- Ten years of progressive experience as a Professional Engineer with project management experience of solid waste, water or wastewater treatment and handling systems design and construction.
- Supervisory experience and demonstrated organizational skills.
- Experience with surveying layout, coordinate geometry, and right-of-way calculations.
- Experience utilizing engineering design and project management software.
- Requires a valid Texas Driver’s License.

Section 5 – Environmental Factors, Activity Levels and Equipment
Moderate physical labor and considerable mental attention required with some eyestrain. Generally desirable conditions with some outside visits to work-sites with varying environmental conditions. Considerable time can be spent working with and viewing a computer screen. Considerable time viewing plans, specifications and reading reports and correspondence. Some time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures. Equipment used includes calculators, computers and some field survey equipment.
