Construction Inspector II - SCADA

Section 1 – Position Summary

Responsible for quality control review of SCADA and instrumentation and control (I&C) systems on construction projects. Reviews change orders, requests for information, and field changes related to SCADA, instrumentation and control. Candidate must have a basic understanding of I&C systems, PLC programming, servers and HMI as well as ability to oversee contractor's integration of I&C systems and verify system operation from instrument to PLC and HMI. Works under general supervision.

Section 2 – Major Responsibilities

1. Review instrumentation, control and SCADA design plans and specifications for completeness and accuracy as a quality control function.

2. Confirm factory and field testing of HMI, PLCs and related controlled devices including MCC, valve actuators, and various equipment and instrumentation used in water and wastewater treatment systems and verify that contractors are performing work according to the specifications.

3. Reviews requests for information, field changes, as-built record drawings, and change orders related to SCADA and I&C for construction projects.

4. Participates in project design review meetings and in construction progress meetings.

5. Knowledge of industrial control systems, and troubleshooting as required.

6. Oversees project tie-ins and shut-downs associated with SCADA and I&C systems.

7. Assists and advises the SCADA Supervisor with special projects and operational problems associated with SCADA and I&C systems.

8. Investigates complaints or reports related to SCADA systems received regarding construction projects and oversees emergency response action and repairs.

9. Ensures quality and efficient performance and consistency with NTMWD standards.

10. Keep the project inspector and SCADA Supervisor updated on the SCADA portion of the project

11. Train and mentor Inspector I’s

Section 3 – Knowledge, Skills & Abilities

1. Requires a minimum of 3 years of related water or wastewater controls experience, or a minimum of 6 years of general industrial controls experience.

2. Seeking candidate with SCADA and I&C experience, including knowledge of communications interface equipment and security systems.

3. Experience with water and wastewater process systems, and pump stations is a required

4. Ability to document and communicate field modifications to supervisor, project manager and design Engineer.

5. Must possess strong written and verbal communication skills.

6. Must have mathematical, technical, and computer skills with sharp observation to detail.

7. Proficiency in use of Microsoft Word and Excel.

8. Requires a valid Texas Drivers License.

Section 4 – Environmental Factors, Working Conditions and Equipment

This position requires moderate physical exertion with lifting requirements up to 10 pounds daily and up to 25 pounds weekly. Duties carried out in the field and office environment. Working conditions include exposure to weather, gases and fumes. Subject to after hour emergencies. Tools or equipment used include vehicles, computer, test and calibration equipment, and safety equipment.
