TRAVEL REQUIREMENT:
Ability to travel as needed (conferences, training, presentations, etc.).
HOURS and SCHEDULE:
Basic hours are Monday – Friday, 9:00am to 5:30pm (37.5 hours within five (5) days per week); unless otherwise required or approved by management. However, this position may include some evening (2pm -10pm) shift work on a rotating basis. On-call availability and after-hour and weekend response for this position is also required.
REPORTS TO:
Position reports to the Program Manager, Child Sex Trafficking Team.
SUPERVISION EXERCISED:
Responsible for the daily supervision of the Child Sex Trafficking Team analysts and program of work.
RESPONSIBILITY FOR PUBLIC CONTACT:
Position requires daily contact with law enforcement, NCMEC partners and potential partners, technology companies/ESPs, community outreach/direct service providers, and at times victims, survivors and reporting people (public) on sensitive issues requiring courtesy, discretion, and sound judgment.
LICENSING AND CERTIFICATION:
Must be eligible to apply for VCIN certification which requires either U.S. citizenship or having been a lawful resident of the U.S. for the past 10 consecutive years. Must obtain VCIN certification within three (3) months of hire and maintain certification including completion of all required training. VCIN certification requires background screening, to include fingerprinting, criminal history check, and professional references.
GENERAL DESCRIPTION:
Responsible for providing oversight of Child Sex Trafficking Team (CSTT) staff functions during rotating shift-work and for performing CSTT analyst duties as required. The position is directly responsible for coordinating the workload of CSTT analysts and managing the day-to-day operational functions of all CSTT staff. The CSTT workload consists of any and all reports received pertaining to child sex trafficking received through the CyberTipline, Call Center, NCMEC Case Managers, Recovery Services
Team (RST) or directly from law enforcement.
These reports may contain child sexual abuse material or pornographic content or links to content online. This content may depict minors and/or adults. Such assistance requires an employee that can handle exposure to sensitive content as well as demonstrate a high level of accuracy and thoroughness in their work product. In addition to being self-aware of personal limits, this position must understand the impact of vicarious trauma and how to promote individual and organizational self-care.
This position will maintain an ongoing dialogue with federal and local law enforcement entities to ensure the efforts of the CSTT are most useful to their ongoing efforts to identify and recover child victims of sex trafficking. This position will assist the Executive Director /Program Manager with the future growth of the program including assisting with policy development, implementation of new initiatives, and testing new technology and internal system improvements.
This position requires an enthusiastic and a self-motivated candidate who possesses an ability for abstract thinking, team-building, and problem-solving. An ideal candidate demonstrates a tenacious perspective to further our efforts related to child victims of sex trafficking.
The position requires flexibility in scheduling, after-hour and weekend response and collaboration with fellow staff members particularly pertaining to CSTT projects.
Occasional travel and public speaking engagements required, as the Supervisor is responsible for conducting trainings, presentations, tours, and meetings regarding NCMEC, ASD, RST and CSTT resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- This position requires the ability to access and use NCIC/Nlets data after successfully completing VCIN certification.
- Supervise CSTT staff members in the review and processing of reports and requests received by NCMEC Hotline/CyberTipline and/or reports generated internally regarding child sex trafficking and disseminate to law enforcement agencies per CSTT protocol, training and NCMEC’s POM.
- Provide direct supervision of CSTT staff as it pertains to operations and other administrative functions as assigned by the ASD Management.
- Maintain duty schedules for staff personnel during normal tour of duty and holidays to assure full and adequate coverage during all shifts.
- Coordinate and deliver extensive new-hire training for all new CSTT analysts to ensure proper compliance to NCMEC, Analytical Services, and CSTT guidelines.
- Monitor weekend and after-hours on-call availability and ensure accurate reporting and response times by analysts.
- Conduct regular and ongoing quality control of all CSTT work products.
- Develop and produce analytical reports on child sex trafficking, as needed.
- Coordinate with ASD Management, Missing Children’s Division (MCD), and the Exploited Children’s Division, regarding reports performed by analysts.
- Work with external companies, tech organizations, electronic service providers, and other private, academic, or non-profit partners to share NCMEC information, CST trends for the purpose of advancing product development.
- Proactively identify CSTT pain points or workflow inefficiencies and propose solutions to CSTT Program Manager and CST Executive Director.
- Proactively monitor CSTT analysts and report turnaround times to ensure timely completion based on establish report processing time frames. Use data-driven methods to project concerns and propose solutions to report processing.
- Supervise analytical support provided to “live” short duration enforcement operations conducted by law enforcement nationwide which may include evening, overnight, or weekend shift work.
- Maintain personnel records and prepare staff analyst evaluations in a timely fashion for review by ASD Management.
- Monitor and ensure ongoing quality control regarding reports written by CSTT staff.
- Coordinate distribution of information and Division updates among CSTT staff.
- Provide support to the ASD Vice President, CSTP Executive Director and Program Manager by attending meetings, making presentations, and responding to inquiries as directed or in their absence.
- Compile all statistics and data based on reports contained within the CyberTipline and Case Analysis System related to child sex trafficking for the Quarterly Reports and
Executive Summaries or upon request of NCMEC management. - Assist ASD Management with the selection of qualified candidates for employment including participation in reviewing resumes and interviews of potential candidates.
- Work closely with analysts, supervisors, and managers in the ASD, MCD, and ECD on specific projects or cases involving missing or exploited child victims of sex trafficking.
- Coordinate with ASD Management on program operations and special project development/implementation.
- Oversight and management of projects assigned to the CSTT staff analysts.
- Conduct presentations for NCMEC staff, law enforcement, and community outreach groups. The purpose of these presentations is to educate the audience of the many technical resources of NCMEC, ASD and the CSTT.

EDUCATION AND EXPERIENCE:
- Bachelor’s degree in Criminal Justice or a related field.
- An equivalent combination of education and experience may be substituted.
- Eight years total professional experience preferred (at least six years of analytical experience combined with two years professional related experience preferred).
- Prior NCMEC analyst, crime analyst, anti-trafficking, or nonprofit supervisor experience, preferred.
- Prior Supervisory/Management experience preferred.
