Database Systems Manager - Police
JOB SUMMARY
The Police Department Database Systems Manager will be responsible for managing,
maintaining, and optimizing the Records Management System (RMS) and other Police
Department databases to ensure they meet CJIS security requirements.
ESSENTIAL JOB FUNCTIONS:
CJIS Database Management:
• In coordination with IT and the software vendors, install, configure, troubleshoot,
optimize, and maintain CJIS-compliant database systems (SQL Server, MySQL, etc.).
• Ensure databases comply with CJIS security policies and procedures.
• Monitor database performance and collaborate with IT and the software vendors for
them to implement changes, and apply new patches and versions, when required.
Programming:
• Work with software vendors to develop and maintain scripts and stored procedures to
automate routine tasks and support database operations to include SQL or SSRS .
• Collaborate with development teams to integrate database functionality with
applications.
• Troubleshoot and resolve database-related issues and errors with software vendor
support.
Maintenance Plans:
• Develop, implement, and maintain comprehensive database maintenance plans tailored
to CJIS requirements along with vendor.
• Schedule regular backups of police records systems to include full backups as well as
transaction logs for SQL database.
• Establish, maintain and implement backup, restore, and recovery procedures with IT and
software vendors.
Security:
• Manage user access and permissions in accordance with CJIS policies.
• Conduct regular security audits and assessments to ensure ongoing compliance with IT
support.
Documentation and Reporting:
• Maintain detailed and up-to-date documentation of database configurations, processes,
and procedures for CJIS with support from IT and software vendors.
• Generate reports on database performance, capacity planning, and usage statistics with
the support from IT and the software vendors.
• Conceptualize and prepare data that can be evaluated by police personnel to aid in
police deployment, responses, and problem-solving efforts.
• Provide recommendations for improvements based on analysis and reporting.
Support and Collaboration:
• Provide police systems technical support and guidance to end-users and team
members.
• Collaborate with IT and development teams to support projects and initiatives.
• Evaluate and recommend tools and platforms to enhance data integration and analysis
capabilities within the Police Department.
• Collaborate with end-users, technical staff/teams, and management in the production of
integrated data-driven applications and effective data exchange and automation
between systems with IT support.
• Determine appropriate database technologies, models, and storage architecture to
ensure that police records management systems maintain data integrity and are
effective, secure, flexible, efficient, performant, reliable, maintainable, available, and
scalable.
• Ensure police personnel will have accessibility to all required database application
resources 7 x 24 x 365 which may require responding to critical issues after hours,
including weekends and holidays along with IT support.
MINIMUM REQUIREMENTS TO PERFORM WORK:
• Bachelor’s degree in computer information systems, computer science or related field.
Related experience may substitute for the bachelor's degree on a year-for-year basis.
• Five (5) years related work including:
o Previous training and experience working with ESRI products including, but not
limited to, ArcMap, ArcGIS Pro, ArcGIS online, etc.
o Experience in developing and implementing police records maintenance plans.
o Experience with cloud database solutions (AWS, Azure, Google Cloud) that meet
CJIS compliance.
o Experience as a RMS Administrator with a focus on CJIS-compliant systems.
• Or equivalent combination of education and experience.
• Must pass a background check and obtain CJIS certification.
• Knowledge and preferred education in database administration to help provide guidance
in utilizing the databases from our software vendors.
KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of RMS design and development best practices.
• Familiarity with data warehousing and business intelligence tools.
• Proficient in programming languages (SQL, PL/SQL, T-SQL, SSRS, Python etc.) as well
as SQL Server Reporting Services.
• Strong understanding of database security, backup, and recovery processes.
• Excellent problem-solving skills and attention to detail.
• Ability to work independently and as part of a team.
• Strong communication and interpersonal skills.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is regularly required to talk or hear. Specific
vision abilities required by this job include close vision, distance vision, usage of computers and
reading.
This position requires substantial repetitive motion of wrists, hands, and fingers. The employee
is frequently required to stand; walk; use hands to finger, handle, grasp or feel; and reach with
hands and arms.
The work requires sitting to perform work tasks with intermittent periods of stooping, crouching,
walking, and standing. Occasionally, work may require pushing, pulling, moving, and lifting heavy
objects and carrying them (up to 20 lbs.). There may be need to stretch and reach to retrieve
materials.
COGNITIVE REQUIREMENTS:
The work requires the following mental abilities to perform critical tasks: use judgment, make
decisions, interact with others, adapt to changes in jobs, verbal interactions, people skills - more
than basic communication with others, and problem solving.
WORK ENVIRONMENT:
The work environment involves everyday discomforts typical of offices, with occasional exposure
to outside elements. The employee works in a small room with numerous radios, telephones, etc.
and the noise or physical surroundings may be distracting, but conditions are generally not
unpleasant.
