Summary
Plans, organizes, and assists the Director in leading the Planning Department, including current and long-range planning; provides highly complex staff assistance to the City Manager’s Office, Planning and Zoning Commission, City Council, Zoning Board of Adjustment, Neighborhood Planning, the Historic Preservation Boards, and other related groups.
Essential Duties and Responsibilities
- Oversees the general administration of the Planning Division, including oversight, administration, and implementation of the Comprehensive Plan, Future Land Use Map, Zoning Ordinance, Subdivision Ordinance, and other planning related policies
- Oversees the maintenance of records, permit files case files on all projects and other job-related activities and reports, including development activity, diagrams / illustrations, photographs
- Participates in long-range planning processes, including annexation, Thoroughfare Plan Amendments and Transportation Capital Improvements Program (TCIP), Neighborhood Planning, and coordinates with relevant internal and external stakeholders
- Serves as liaison and performs necessary functions in support of Planning and Zoning Commission, Zoning Board of Adjustment, Neighborhood Planning Team, Historic Preservation Board
- Assists the Director of Planning in supporting the City Manager’s Office, City Council, other City departments, committees and civic groups on planning, historic preservation, zoning, growth management, transportation, and related matters
- Participates in the development in the development of departmental priorities, goals, and actively seeks out new processes and technologies to help improve departmental efficiency and effectiveness
- Monitors progress toward successful completion of departmental projects and work plans; identifies and directs resolution of problems that delay projects
- Establishes schedules and methods for providing planning services; identifies resource needs; allocates resources
- Assists in the preparation of the annual department budget, makes recommendations regarding budget requests and monitors expenditures
- Participates in the selection of planning staff, coordinates training; supervises team and provides counseling and coaching and implements discipline procedures
- Assists in the administration of the City's Development Codes, including Site Development, Zoning, Subdivision, Sign, and Property Maintenance Codes
- Ensures Director is informed on the condition of the department or roadblocks that will impact success of department
- Serves as acting Director of Planning as assigned
- Consults with engineers, architect, builders, and contractors to discuss plans and compliance with various codes
- Attends meetings and serves as a resource in the enforcement of planning regulations and interprets and explains municipal codes and ordinances
- Attends professional development workshops and conferences to keep current of trends and developments in the field on municipal planning
- Follows city policies, procedures, and safety guidelines
- Performs other duties as assigned
Minimum Qualifications
- Bachelor’s Degree in Planning or closely related field
- Five (5) years of experience in municipal planning and / or community development
- Four (4) years of experience in a managerial position
Preferred Qualifications
- Master’s Degree in Planning or closely related field
- Experience with long-range planning and comprehensive plan implementation in a growing community, specifically related to thoroughfare plan and future land use plan amendments; and Transportation Capital Improvement Plan (TCIP) coordination
Certificates, Licenses, and Registrations
- Valid driver's License
- American Institute of Certified Planners (AICP) Certification (preferred)
