Research & Advocacy Manager
Department: Office of Equity
Full-time, Hybrid
Salary Range: $77,812.80 - $92,643.20/yr
Job Summary
The Research and Advocacy Manager will work closely with Milwaukee County leadership, departments and municipal partners to identify, analyze, critique and advocate for policy and systematic change that will help the county achieve its health and racial equity goals. Through research and advocacy this position will advise policy makers and the public on recommendations for changes in programs and laws for the benefit of all county residents and impacted communities.
Schedule: This position will work a hybrid schedule with 3 days in office and 2 days remote. Occasional evenings and weekends will be required to attend events.
Job Responsibilities
- Research and Policy Analysis - Conduct research on equity-related issues. Collect, analyze, and interpret data to assess equity gaps and trends. Develop reports, white papers, and policy briefs based on research findings. Utilize surveys, focus groups, and stakeholder interviews to inform initiatives. Stay abreast on emerging research trends, data, and policy changes that impact Milwaukee County residents and departments. Ensure timely integration of relevant insights into initiatives and policy recommendations.
- Research Presentations and Publications - Develop research and advocacy presentations, policy briefs, white papers, and research reports that elevate the need and aspirations of Milwaukee County residents and impacted communities. Contribute to the department’s annual report development.
- Performance Measurement and Reporting - Track progress and measure the impact of key performance indicators. Create reporting systems to visualize impact and trends. Regularly report findings to leadership and stakeholders to demonstrate program effectiveness.
- Stakeholder Engagement and Community Partnership - Build relationships with community organizations, advocacy groups, and government agencies. Facilitate discussions, working groups, and coalitions focused on equity. Serve as an interdepartmental liaison to ensure cross-sector collaboration.

Required Education, License/Certification and Experience
- Current residency within the State of Wisconsin upon application required
- Bachelor’s degree or higher required
- Three (3) years or more work experience in Participatory Research, Public Policy, Writing, Journalism or Communications required
- Basic knowledge of all related computer and software applications such as Microsoft Word, PowerPoint, Teams, Outlook and Excel required
- Proficient to advanced experience in collecting, analyzing and interpreting data required
Preferred Education and Experiences
- Master’s degree preferred
- Previous work experience in a Supervisory or Management role preferred
