Executive Director, Finance

Department: Airport

Full-time, Salary

Salary Range: $122,636.80 - $183,955.20/yr

 

Job Summary

Under the general direction of the Airport Director, serves as the Deputy Director of Finance and shall act as the Airport’s CFO responsible for overseeing the financial and administrative functions of the airport, including: finance and accounting, fiscal management analysis and strategic development, internal audits, investments and debt management, budgeting, and related activities. Acts as custodian of all airport assets, funds, and securities. Provides leadership and guidance to a professional staff including managers, accountants, and other staff. Identifies eligible funding sources for projects. Monitors funding levels to support budgeted activities and future project needs.

 

Job Responsibilities

  • Development of Capital and Operating Budgets - Works with leadership and county staff based on priorities set by the Airport Director and department in determining the financial impacts of the airport budget plan and prepares analyses for the Director’s and department’s review. Monitors actual results and recommends alternative actions to achieve budgeted goals.
  • Monitors and Applies Capital Revenue Funding Sources - Coordinates applications for PFC and AIP funding and works with the FAA to ensure timely approval, oversight of billing process, ensures compliance with approved Capital Improvement Plan (CIP), prepares and updates capital cash flows, budget and other available funding sources. Works with engineering and operations sections to develop long term Capital Improvement Plan in conjunction with Airport Director.
  • Capital Funding Bonds - In conjunction with the Comptroller’s office, internal management, and consultants, coordinates the preparation of documentation for bond issuance and General Airport Revenue Bonds (GARB) to support Capital Improvement Projects.
  • Fiscal Due Diligence and Accurate Reporting - Reviews the work of staff and consultants to make sure work performed is accurate and ties out. Maintains a high degree of integrity, accuracy, and compliance with regard to preparation of airline rates and charges. Prepares reports for county, state, and federal agencies, and for other review and reporting purposes.
  • Administrative Activities - Oversees the development and implementation of general policies and procedures regarding the airport’s financial activities. Ensures the airport’s financial functions are in compliance with Federal, State and County laws and regulations.
  • Management of Accounting Section - Supervises Accounting Manager and ensures that the Airport’s fixed assets, debt service, depreciation, payroll, accounts payable and receivable, billing, and PFC collection are properly and efficiently managed. Ensures compliance with county financial procedures, Airlines Lease and Use Agreement and Bond Covenants.
  • Budget Monitoring & Reporting - Responsible for the preparation of monthly and quarterly budget monitoring reports in conjunction with the department. Ensures that Airport leadership is aware of any significant variances and provides suitable corrective plans.
  • Other duties as assigned.

 

Required Education, License/Certification and Experiences

  • Bachelor’s degree or higher in Business, Accounting, Public Administration or closely related field required
  • Five (5) years or more of work experience in Finance, Accounting or Budgeting required
  • Five (5) years or more of work experience in a Management or Director role required
  • Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required

 

Preferred Education, License/Certification and Experiences

  • Master’s degree preferred
  • Certified Public Accountant (CPA) license preferred
  • American Association of Airport Executives (AAAE) accreditation preferred
  • Airports Council International (ACI) accreditation preferred
