The Engineering & Maintenance Manager oversees the buildings maintenance and mechanical systems performance, carrying out all predictive, preventative and corrective maintenance of all building equipment, systems and heating plants.  He/she would manage the overall building maintenance performance process which include and are no limited to, seasonal start-ups, winterization, training, development of standard operating procedures, will provide technical support and deliver result-oriented solutions to the team and company.  He/she would develop and lead a crisis management response team, develop escalation procedures and ensure they align with our organizational plans. He/she would develop and implement the building system and equipment training program.   

 

Essential Job Functions:

  • Conducts periodic site visits & inspections to ensure strict adherence to operating performance standards
  • Must be able to optimize operation costs, ensuring safety, financial performance and maintain quality of staff work performance.
  • Acts as a liaison between asset management, development, pre-construction, and the development teams to ensure all new acquisitions, construction and preservation projects adhere to building performance & compliance standards
  • Conduct vulnerability assessments for all operation systems
  • 24/7 emergency response to Regionals/GM/PM with regards to mechanical operations
  • Reviews quotes and bids with the C+C leadership team on all desired mechanical improvement/replacement work
  • Have knowledge of City, State and Federal regulations pertaining to building management.
  • Serves as C+C / L+M liaison for PACT site/preservation construction planning & new construction
  • Develop operational maintenance plans and provides training to ensure buildings are being properly maintained. 
  • Involved in the Superintendent and other maintenance personnel hiring process
  • Provides maintenance staff training at New Development, Preservation, Fund and Affordable sites (Union/Superb)
  • Ensures cost effectiveness of building supplies and equipment/machinery
  • Plan follow-up action plan on all site visits
  • Oversee the preventative and corrective maintenance of building equipment
  • Develop and lead emergency response team across in all portfolios
  • Develop a comprehensive plan to respond, address and mitigate portfolio crisis and emergency issues
  • Provide assistance to Regional/GM/PM for site mechanical emergencies, new development punch lists,   new development equipment commissioning + capital improvement needs assessments
  • Provide solutions and improvement plans for underperforming cash strapped properties
  • Develop action plan and maintains key parties informed of milestones and critical property challenges
  • Supports various teams and promotes individual staff career development
  • Conduct annual janitorial/maintenance staff training program
  • Works closely with HR and Property Management team to report and address employee performance issues aligned with the company’s approved policies and procedures
  • Mentor, train and promote building staff from within the organization – providing a long-term development + growth structure
  • Hosts regular meetings with executive team to discuss plans and address overall property concerns

 

Job Responsibilities: 

  • Standard Operating Procedures (SOP's)

- Prioritize the establishment and documentation of standard operating procedures to streamline project workflows and enhance efficiency. 

  • Mechanical systems:

- Assist and mentor maintenance staff on key responsibilities from mechanical systems maintenance, conduct regular inspections, develop preventative maintenance on HVAC systems, plumbing, electrical, and other mechanical systems. Troubleshoot and repair mechanical issues in a timely manner. Maintain accurate records of maintenance activities, repairs, replacement and warranties. 

  • Collaboration with Project Teams:
       - Collaboration across various project teams within the organization to ensure alignment and effective communication.
       - Actively participate in cross-functional team meetings to address project needs and identify opportunities for improvement.

  • Service Agreements:
       - Assist in negotiating service agreements for tasks that can be managed internally, ensuring cost-effectiveness and quality or performance and service delivery.
       - Evaluate and offer award recommendations for service providers using a bid leveling format.

  • Implementation of Agreements and Procedures:
       - Develop and implement agreements and procedures internally to establish clear guidelines and expectations for project execution.
       - Participate in training sessions to ensure all team members are knowledgeable about new processes and procedures.

  • Commissioning Process Support:
       - Support the commissioning process for new building staff, ensuring they are equipped with the necessary resources and knowledge for effective operations.
       - Collaborate with building staff to identify and address any operational challenges that may arise during the transition.

  • Coordination of Portfolio-Wide Issues:
       - Coordinate portfolio-wide issues with builders to identify areas for improvement and ensure alignment with project goals.
       - Actively participate in meetings with builders and stakeholders to discuss project progress, challenges, and opportunities for enhancement.

 

  • Training Procedures:

- Develop a maintenance, building system and equipment training process that include maintenance logs, checklists, and seasonal policy reminders.

  • Hold semi-annual staff trainings that include, Fire Safety, HVAC (PTAC / Heat Pumps), Boiler Maintenance, BMS systems

- Develop safety training procedures 

 

 

Minimum Education Requirements:

  • High School Diploma required
  • Bachelor’s degree preferred;

 

Minimum Experience Required:

  • 5+years of experience as a Project Manager, Superintendent, Engineer or Director of Operations

Additional Knowledge, Skills and Abilities:

  • Effective oral and written communication skills
  • Ability to manage multiple deadlines and projects; prioritizes and plans work activities
  • Mechanical systems knowledge
  • New Development, Construction, Project Management experience
  • Working knowledge of local, city, OSHA and state agency process and procedures
  • Excellent leadership, ability to train
  • Strategic thinking, honesty, and ethics in business dealings
  • Must have computer skills – Microsoft Office – Word, Excel, Outlook, OneDrive, SharePoint
