Job Description
IHI Power Services Corp. (IPSC) has a career opportunity for an O&M Technician II, Instrument & Controls (I &C). The Hourly Rate Range is $38/hr to $48/hr (negotiable based on experience).
The Rio Bravo Rocklin power plant in Lincoln, CA, is a biomass facility that utilizes a Circulating Fluidized Bed (CFB) boiler to generate 24.4MW of baseload renewable power.
Job Summary
The I&C Technician will conduct the day-to-day operations and maintenance of the plant, including supporting plant operations, mechanical maintenance, electrical maintenance, or instruments and controls. Instrumentation and control technicians (I&C Techs) work on measuring and controlling instrumentation.
The I&C Tech is responsible for calibrating, testing, troubleshooting, reworking, modifying, and inspecting power plant instrumentation and control components and systems. Some of the instruments include transmitters, analyzers, sensors, detectors, signal conditioners, recorders, controllers, and final control elements.
In addition, the I&C Tech will be responsible for the plant's Continuous Emissions Monitor equipment, Continuous Opacity Monitor, and plant DCS. The Tech will assist in conducting acceptance and performance tests on existing or new plant equipment. The Tech will manage and maintain the work order CMMS and be involved in budget planning, outage planning, the plant safety program, the plant heat rate improvement program, and the plant environmental program.
Job Functions
- Start up, operate, shut down, and secure assigned equipment or systems under normal and emergency conditions.
- Troubleshoot and perform basic level mechanical skills such as adjustments, lubrication, and oil changes.
- Inspect assigned machinery thoroughly for malfunctions and/or potential failures.
- Consulting diagrams and technical documentation such as schematics, manuals, standards, and codes
- Maintaining backup and revisions documentation for control systems and instrumentation
- Installing, configuring, calibrating, and maintaining control, measurement, and indicating instrumentation (pneumatic, analog, and digital)
- Configuring and programming Programmable Logic Controls (PLC) and Programmable Automation Controllers (PAC)
- Installing and terminating electrical, pneumatic, and fluid connections
- Inspecting and testing the operation of instruments and systems to diagnose faults.
- Removing, repairing, adjusting, and replacing components
- Calibrating components and systems
- Assisting as needed in plant design modification and hazard analysis.
- Maintaining various computer-based control systems
- Performing scheduled maintenance programs
- Keeping up to date with advances in technology in the industry
- Perform the tasks of opening, closing, racking, resetting and routine maintenance on breakers and switch gear up as assigned.
- Maintain logs and records as required to record complete operating conditions for assigned equipment and systems and report any irregularities.
- Assists in the development of operating and maintenance procedures to ensure consistent and safe operation.
- Conducted or assisted in scheduled and forced outage maintenance work.
- Supervise, coordinate, or assist contractors performing work at the facility.
- Comply with all Facility Environmental, Health, and Safety policies and programs.
- Maintain logs and/or records of problems, repairs, and downtime as required.
- Participate in committees and task forces, as required, for plant operations and improvements.
- Assist in the implementation and upkeep of the overall preventative maintenance and spare parts inventory tracking system.
Education and Experience – an equivalent combination of education, training, and experience will be considered.
- High School diploma or equivalent level of work experience.
- Successful completion of applicable Pre-Employment test battery.
- Successful completion of applicable Pre-Employment drug testing and formal background checks.
- Must be able to perform the physical demands of the assigned position.
- Must possess a solid level of computer literacy (Microsoft Office).
- At least three years of related work experience working with Instruments & Controls
- Possess a valid state-issued driver’s license.
- I & C (Instrument & Controls) experience preferred

- Must possess basic math skills, basic reading skills, and good verbal/written communication skills.
- Proficient with the use of power, precision tools, and calibration equipment.
- Must be cooperative with those he/she contacts in this work and have the ability to work without direct supervision.
- Must know the hazards involved and the safety precautions to be practiced in the operation and maintenance of power plant equipment and machinery.
- Work within and ensure strict adherence to all safety practices and procedures.
- Must be able to respond to audio alarms and variations of sound.
- Basic data entry/computer skills
- Work as a team. Must be able to pool our knowledge and energy to work in tandem to completely understand and productively respond to all of the business challenges.
Work Environment – environmental or atmospheric conditions commonly associated with the performance of the functions of this job.
- Protective equipment such as hard hats, safety glasses, air masks, ear protection and other equipment must be worn in the performance of some duties. Work with hazardous materials may be required.
- Requires working 10-hour shifts with weekend and holiday work as required by schedules, workload, and plant conditions. On-call status (day and night) may be required.
- Includes working indoors and outdoors.
