IHI Power Service Corp. (IPSC) has a career opportunity for an Operations Manager at our Springdale, PA plant. The Operations Manager assists in the safe and efficient operation of the combined & simple cycle power plant.
Job Summary
A key member of plant management staff. Responsibilities include leading the O&M Technicians assigned to plant operations and maintenance. The manager is also responsible for plant production employing sound Safety, Environmental and operating principles within the guidelines of the applicable Power Purchase and Operating Agreement.
Participates in the employee selection process and is responsible for implementation of the O&M Technician training and qualification program. Develops and updates plant operating and maintenance procedures. Administers plant operating budget and identifies areas of production and maintenance optimization and makes recommendations for production and maintenance improvement. Responsible for developing and tracking plant budgets using CMMS and other tools.
Job Function
- Leads the Plant team.
- Teams with plant personnel to coordinate and execute all outages to ensure minimum down time and cost control.
- Using established employee selection techniques, hires, trains and supervises all O&M Technicians. Provides training and development opportunities for assigned personnel.
- Schedules generation, forced outages, and scheduled outages with customer. Maintains a positive working relationship with customer.
- Supports work week and PM maintenance programs.
- Develops and administers non-fuel cost of sales budget. Provides assistance in development of capital budgets; originates authorizations for capital expenditures.
- Supports plant budget development, forecasting, cost and accrual tracking, budget variance reporting and long range planning/forecasting.
- Works with the compliance manager and O&M staff to ensure adherence to all environmental, safety and NERC permits, procedures, and standards.
- Coordinates activities and interfaces with contractor and vendor representatives and personnel.
- Fosters an environment that encourages superior Safety awareness and Environmental Stewardship through the implementation and support of the Safety Management System and Environmental Management Systems.
- Develops, refines, and administers plant operating and maintenance procedures.
- Collects, analyzes and correlates performance data to maintain and improve plant performance. Responsible for plant heat rate.
- Identify plant problems and improvement projects and acts as a Project Manager for the execution of approved projects.
- Manages production at facility within safe and legally permissible limits. Meets or exceeds daily gross margin budget.
- Establishes and maintains housekeeping standards.
- Perform economic analysis and submit budget requests as directed.

- Provides oversight and administration of plant operating procedures including plant startup/shutdown, notification procedures, NERC, LOTO, Safety, Environmental and document control.
- Supports outage & project scope development. Coordinates outage & project execution activities with plant staff, vendors. Ensures plant equipment is prepared for maintenance & returned to service.
- Ensure that the water chemistry program for the plant is properly implemented, including testing, inspections, and maintenance of water treatment program. Drives process and procedure improvement of plant chemistry programs.
- Evaluate vendor proposals as required.
- Direct reports will be the O&M Technicians.
- May be assigned to Safety, environmental or other plant committee.
- May preform several administrative tasks such as creating monthly reports, NERC compliance reporting, outage reports, etc.
- Must have hands on experience in managing contractors and plant staff during scheduled and forced outages.
- Actively promotes team work between the maintenance department and the operations department.
- Step up leadership as required.
Education and Experience - An equivalent combination of education, training and experience will be considered.
- Undergraduate degree in engineering or related discipline. Work experience may be considered in lieu of education.
- Must pass Pre-Employment drug testing and background screens.
- Minimum of five years’ supervisory experience in power generation in comparable technologies or similar continuous process environment.
- Experience with regulatory compliance in a continuous process environment.
- Must demonstrate proficiency in the use of computer hardware and applicable software.
- Must be able to perform physical requirements of the position including climbing ladders, stairs, and must be able to perform comprehensive site inspections.

- Must possess basic math skills, good verbal communications skills, and be proficient with the use of power and precision tools.
- Must be cooperative with those he/she contacts in this work and have the ability to work without direct supervision.
- Must know the hazards involved and the safety precautions to be practiced in the operation and maintenance of power plant equipment and machinery.
- Work within and insure strict adherence to all safety practices and procedures.
- Must be able to respond to audio alarms and variations of sound.
- Basic data entry/computer skills
- Work as a team. Must be able to pool our knowledge and energy to work in tandem to completely understand and productively respond to all of the business challenges.
Work Environment – Environmental or atmospheric conditions commonly associated with the performance of the functions of this job.
- Protective equipment such as hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, high voltage protective equipment and other equipment must be worn in the performance of some duties.
- Work with hazardous materials may be required.
- Requires working extended working hours, varied shifts or 12 hour shifts with weekend and holiday work as required by schedules, workload and plant conditions. On call status (day and night) may be required.
- Includes working indoors and outdoors.
