The VP of QI will lead the Quality Improvement department’s vision of improving client experience and outcomes, promoting operational efficiencies and demonstrating a value proposition to the communities we serve through strategic, data-driven quality improvement initiatives. The VP of QI will lead in identifying broken processes, implementing corresponding quality improvement measures, and ensuring systems and policies are in place to sustain those changes. The VP of QI will act as the chief advocate for spreading a culture of process improvement and change management throughout all levels of the organization by training and elevating the awareness of QI principles. They will lead program optimization efforts, ensuring quality service and respective revenue capture are maximized. They will also play a critical role in the agency’s ongoing modernization/standardization efforts and will be responsible for creating a quality improvement structure and annual quality improvement plan for the organization.
KEY RESPONSIBILITIES
Change Management and Quality & Performance Improvement
- Lead the organization’s strategic vision, scope and mission for quality improvement and data driven practice.
- Lead the strategic initiative of identifying clinical and operational workflow challenges contributing to low program utilization and productivity outcomes. Implement process improvement initiatives to improve these outcomes and maximize appropriate revenue capture.
- Lead agency-wide Health and Safety quality/performance improvement initiatives.
- Act as the change agent to drive a culture shift in policy and quality improvement processes across the organization.
- Lead stakeholder engagement and foster a culture of collaboration with other department leaders, as well as frontline staff, to ensure successful policy adoptions.
- Ensures quality improvement activities are documented and memorialized in the form of policies and procedures, when appropriate. These documents will be reviewed periodically and updated as needed.
- Identify gaps in intra-agency referral processes and implement quality improvement measures to ensure full use of the agency's continuum of care.
- Lead and support modernization/standardization efforts throughout the organization.
- Design, implement and maintain a Quality Improvement Plan that aligns with the organization’s mission and regulatory standards.
- Provides leadership to assigned areas including participation or facilitation of committees or workgroups.
- Actively coaches the health system staff and leaders how to continuously raise the standards of excellence in patient safety, quality, and patient experience by advocating for evidence based best practices.
- Appropriately uses quality improvement tools and methodology, such as PDSA, Lean, Six Sigma, and Statistical Process Control Analysis on a large scale, organization-wide interventions.
- In collaboration with network and systems team, continually reviewing the latest technology available for healthcare systems and recommending updates and changes as needed
- Trains staff and other department leaders on quality improvement methodologies and theories and provides oversite and consultation to support various improvement initiatives and utilization management efforts.
- Proactively monitors and implements systems to achieve and surpass key quality indicator goals; collaborates with providers, nursing staff, consultants, community agencies, and agency partners to improve the quality of care and to resolve identified problems.
- Ensures QI department leads and facilitates regular quality management meetings with key stakeholders; develop staff quality improvement capacity and involvement in quality management.
- Leads through collaboration with other clinical leadership in in the development of root cause analyses and formulation of a corrective plan of action.
- Leads through collaboration with other health care professionals and departments to improve the quality, safety, effectiveness, and efficiency of care delivery across the agency.
Informatics and Data Utilization
- In preparation for value-based care, lead and be responsible for the following initiatives:
- collaborate with clinical and medical leadership in identifying key client outcomes that demonstrate quality of care
- collaborate with fiscal leadership in identifying key fiscal metrics that demonstrate cost effectiveness of services
- collaborate with Systems Integration and Innovation and program leadership to determine workflows and best practices to track and present these outcomes
- collaborate with clinical and medical leadership in determining best care practices (i.e. intervention, dose and frequency of intervention) and ensure these services are consistent and standardized across similar programs.
- Provides reporting and informatics leadership; can effectively communicate information to all levels of stakeholders.
- Collaborates with the EHR, Power BI, Information Systems, and Networks department to develop the technology infrastructure needed to support quality improvement programs if needed.
- Measuring and evaluating data to determine the ultimate impact of the programs on both the operation and the health of clients.
- Lead QI department in supporting clinical and operations leaders with program development and performance data reviews, including creating and implementing QI tools as needed.
- Leads efforts in analyzing the data to uncover more effective ways to deliver care or to examine the system itself to pinpoint better ways to get the information clinical staff rely on to them more efficiently.
- Tracks outcomes, disseminates data and designs dashboards, communicates shared learnings, and ensures sustainability of systems quality initiatives by participating in several high priority quality committees across facilities.
Policy and Forms Governance
- Work in partnership with all departments to develop policies.
- Lead and oversee the Policy and Forms Review Committee, ensuring timely policy updates, regulatory compliance and clear governance processes.
- Develop and implement a comprehensive policy management framework, ensuring policies are current, standardized and aligned with accreditation, licensing and certification requirements.
- Establish clear accountability structures to ensure organization-wide policy adherence; including the integration of staff training programs to confirm policies are understood and consistently followed.
Supervision duties:
- Provides direct supervision, coaching and support to Quality improvement and Health and Safety staff.
- Provides regular performance appraisals for staff.
- As the leader of the QI department, ensures their staff respond in a timely manner to program and organizational requests and needs.
Administrative duties:
- Create a QI structure and plan with oversight and accountability for reaching goals.
- Ensure the QI department is proactive in researching and developing quality improvement programs to provide services that lead to better healthcare outcomes.
- Leads or supports QI meetings in conjunction with other respective department leads.
- Develops and gives QI training for other organizational stakeholders, including the Board, Executive team, and Staff.
QUALIFICATIONS:
Education Required:
- Bachelor’s degree in healthcare administration, quality improvement, informatics or other healthcare related field.
- Minimum of five years of leadership experience in quality improvement, informatics or compliance within a healthcare setting.
- Focus on quality and informatics.
Desired:
- Master's degree preferred (in healthcare administration, quality improvement, informatics or other healthcare related field).
- Certification or formal training in QI and informatics.
- A minimum of 3-5 years' experience in health systems, services, or care settings preferred.
- Demonstrated interest in data, quality improvement and technology a plus.
Knowledge and Skills Required:
- Experience leading teams and driving organizational change.
- Having demonstrated a track record of meeting measurable goals and outcomes.
- Experience with EMR applications, MS Office, SQL (preferred), Crystal Reporting (preferred), HTML (preferred).
- Expertise in Lean, Six Sigma, or other QI methodologies.
- Five (5) years or more of management experience.
- Demonstrated experience in change management and leading culture shifts in large organizations.
- Demonstrated project management skills.
- Must be detail oriented with strong analytical, communication and critical thinking skills.
- Proven ability to develop and lead multi-disciplinary teams.
- Exceptional verbal and written skills.
