POSITION OVERVIEW
We are looking for a detail-oriented and highly skilled Automated Reentry Management System (ARMS) Data Supervisor to oversee the management and operation of the ARMS platform within the Male Community Reentry Program (MCRP), a program of HealthRIGHT 360.

 

This role will be responsible for supervising the daily activities related to the system’s functionality, ensuring the effective and secure reentry processes for individuals transitioning from incarceration or detention to the community. The ARMS Data Supervisor will manage a team of data coordinators, monitor system performance, handle troubleshooting, and ensure that all data and activities within the system meet both internal and regulatory standards. The ideal candidate will have strong experience in supervising data management teams, understanding the criminal justice or correctional system, and optimizing technology platforms to streamline operational processes.

 

The Male Community Reentry Program (MCRP), a program of HealthRIGHT 360, is a residential facility with a capacity of 200 beds, designed for adult males who have less than two years remaining on their prison sentences. Instead of being incarcerated in a state prison, eligible individuals can complete the remainder of their sentences in the community through MCRP. The program offers a variety of rehabilitative services focused on substance use disorder (SUD), mental health care, primary care, employment, education, housing, family reunification, and social support. Treatment for substance use disorders and mental health issues provided by MCRP typically lasts from 6 to 12 months, ensuring comprehensive support for participants.

 

KEY RESPONSIBILITIES

 

  • Oversee daily operations of the Automated Reentry Management System (ARMS), ensuring efficient workflows for tracking individuals’ reentry into the community.
  • Lead, mentor, and manage assigned staff.
  • Ensure that the team follows proper protocols, maintains data accuracy, and adheres to organizational policies.
  • Ensure that data within the ARMS system is accurate, complete, and secure, and that all system actions comply with relevant laws, regulations, and internal policies.
  • Delete, correct, or reenter data into ARMS from primary EMR system, Welligent.
  • Update and maintain an internal tracking system of all data entered.
  • Create, open, update, close, and archive client records in accordance with the program and the organization’s guidelines.
  • Perform monthly audits to ensure contract compliance.
  • Conduct weekly ARMS reconciliation for residential and outpatient components in collaboration with the Intake Manager.
  • Identify areas for improvement within the ARMS system and workflow processes.
  • Implement and recommend changes to enhance efficiency, reduce errors, and improve user experience.
  • Attend all training as scheduled by CDCR and serve as a liaison for the program.
  • Work closely with stakeholders, including correctional facilities, program managers or directors, and external partners, to ensure that ARMS supports the broader goals of reentry and rehabilitation programs.
  • Develop training materials and conduct training sessions for staff and other stakeholders to ensure they can efficiently use ARMS for data entry, reporting, and monitoring.
  • Ensure all ARMS data management practices comply with applicable laws and standards related to data privacy, corrections, and reentry services.

 

QUALIFICATIONS

  • Bachelor’s degree in Criminal Justice, Information Systems, Business Administration, or a related field preferred.
  • At least 2 years of supervisory experience in a similar role, managing data entry teams, or overseeing system operations.
  • At least 2 years of experience in working with ARMS or similar systems in the criminal justice, corrections, or social services field.
  • Familiarity with data management software, MS Office Suite, and database systems.
  • Strong knowledge of the reentry process, including legal and procedural requirements for individuals transitioning from incarceration to the community.
  • Exceptional leadership, organizational, and problem-solving skills.
  • Ability to analyze and interpret data, generating meaningful reports for internal and external stakeholders.
  • Knowledge of relevant data privacy and security regulations (e.g., HIPAA, CJIS standards, etc.).
  • Excellent communication and interpersonal skills with a focus on collaboration across departments.
  • Strong attention to detail and ability to manage multiple priorities in a fast-paced environment.

 

PHYSICAL REQUIREMENTS

  • Ability to sit for extended periods while working at a computer or desk. Occasional standing or walking may be required for meetings or team coordination.
  • Frequent use of hands for typing, data entry, and operating office equipment such as a computer, phone, or printer.
  • Ability to read and interpret data on a computer screen and in printed form.
  • Occasionally may be required to lift or move office supplies, equipment, or documents up to 20 pounds.
  • Occasional travel to other offices, correctional facilities, or partner organizations may be required.

 

OTHER REQUIREMENTS

  • Qualified candidates with a criminal record will be considered for employment.
  • Must be capable of meeting health screening and tuberculosis testing requirements.
  • Must be capable of obtaining and maintaining CDCR clearance and requirements.
  • Must be capable of obtaining first aid and CPR certifications within 30 days of hire.
