Job Overview

North County Serenity House, A Program of HealthRIGHT 360 was founded in 1966 to provide substance use disorder services in the community. North County Serenity House provides a gender-responsive and trauma-informed environment, using evidence-based and best practices that recognize and account for the role that trauma frequently plays in substance use and criminal histories of women. For clients with co-occurring mental illness, we provide integrated substance use and mental health services which treat both conditions as primary. Our residential facility serves up to 120 women (with capacity for up to 20 children under 5 years of age) seeking recovery from substance use disorders.

The Nurse Manager supervises and manages nursing staff to ensure provision of quality client care and effective team performance to meet agency goals in accordance with HealthRIGHT 360’s philosophy, goals, policies, mission and vision. The Nursing Manager provides clinical and general support to the Site Nurse Supervisors including oversight of client care staff scheduling, outside agency relations, and other tasks as assigned by the Associate Medical Director/Medical Director, as well as other daily activities essential to incorporating the agencies mission and values as a part of our service delivery. The Nursing Manager collaborates and liaisons with the Behavioral Health Program Directors, fosters integration, and works with the leadership to ensure success for all programs. May be required to work nights and weekends.

Key Responsibilities

Supervisory Responsibilities: Handles aspects of management, including direct supervision and mentoring of subordinate supervisory staff. Activities include, but are not limited to, hiring, training, motivating, evaluating, disciplining, and terminating. Ensures staff is familiar with program policies, procedures, and practices. Responsible for ensuring that all treatment service plans and activities are executed in keeping with the organization’s values, mission, vision and strategy. Understands Supervisors role and the role of staff and how they fit within the agency’s mission and values. Responsible for ensuring compliance with all programmatic or project contractual requirements. Responsible for ensuring all direct reports remain in compliance with all environmental, safety and health requirements of the program(s) assigned. Responsible for ensuring all direct reports remain in compliance with policies and procedures as it relates to day to day program operations in collaboration with QI and EHR staff. Works collaboratively with all level staff across all North County Serenity programs. Responsible for direct report’s and team’s performance. Responsible for attending contractual meetings for program(s). Responsible for communicating with direct reports any updates or changes of program or agency as directed. Responsible for developing systems that help the program to run efficiently within the contractual and agency limitations.

Leadership Responsibilities: Provides clinical leadership for participant health education, participant medication support, and within the quality improvement infrastructure of the residential program. Participates in matters related to performance and quality improvement, planning, protocols and goal setting. Comfortable in changing systems, champions change, and leads process change. Organizational Responsibilities: Properly and consistently documents required information accurately on Clinic records and reports in the electronic clinical record. Keeps up to date with operational and procedural requirements. Assures organizational readiness for accreditation surveys and ongoing monitoring and reporting of conformance to quality within the program. Supports the interpretation of standards and processes to meet best practice standards established in the program. Coordinates and consults with the appropriate department heads within the agency to facilitate integration between programs. Provides direct care coordination support for participants to access all aspects of healthcare services. Serves on appropriate committees and work groups and other related committees of agency. Attends staff meetings as team meetings as assigned.

Performance and Quality Improvement Responsibilities: In conjunction with the Directors and/or designee, writes, reviews, and makes recommendations for policies and procedures for nursing or organizational processes regarding Health and Wellness in the residential setting. Active participant in Quality Improvement activities and may act as a change champion or lead. In conjunction with the Director of Addiction Medicine and/or designee, is responsible for working with external stakeholders on audits, reviews, or surveys and supports internal efforts as appropriate.

Training Responsibilities: Trains nursing staff, health and wellness staff, and behavioral health staff to improve the clinical skills of staff. Orients new Health and Wellness staff to appropriate policies, procedures and protocols of the program. Supports staff training in quality improvement functions related to their specific position; e.g., Medication Assisted Treatment, basic customer service and participant interaction skills; clinical documentation processes; incident reporting; confidentiality and privacy. Provides training on clinical and quality improvement issues, as needed and appropriate.

Program Development and Project Management Responsibilities: Participates in the development of program areas that support nursing care, complex care management, care coordination, the participant care team, and participant continuity of care. May participates in grant/funding program development activities as appropriate.

Nursing Responsibilities: Manages medication storage, administration, and adherence for participants. Monitors patient medication use and helps to mitigate risk to patient by flagging high dose medications and potential medication interactions to the Directors and/or designee. Also support Medication Assisted Treatment through counseling, education, and administration of injectable medications under the supervision of the addiction provider and standing orders. Provides appropriate participant care education and counseling. Manages prescription refills under the guidance of the addiction provider and standing orders. Provides complex care and care coordination for all participants accessing healthcare services internal and external to HealthRIGHT 360. Works closely with staff collecting and reporting contractual data as necessary. Functions as a nurse within the scope of California BRN licensure and credentialing and privileging of the agency.

General Responsibilities: Comply with agency’s policies and procedures. Attend and actively participate in internal and outside meetings as assigned. Ensure providing quality treatment through compliance with training requirements. Arrange work schedule in accordance with agency’s needs which may include weekends, overnights, and holidays. This may also include coming in on other days not typically scheduled to work to provide program support. Meet expected performance standards as assigned by supervisor.

Education and Knowledge, Skills and Abilities  
Education and Experience Required:

  • BA or equivalent degree.
  • Graduate of an accredited School of Nursing, Active California RN license.
  • BLS Certification or must obtain within 30 days of hire.
  • First Aid Certified within 30 days of employment.
  • CPR Certified within 30 days of employment.
  • A valid California driver’s license and automobile insurance.
Background Clearance Required: 
  • Must pass a background check and have at least 2 years in recovery from any substance use disorder .
Knowledge Required:
  • Culturally competent and able to work with a diverse population.
  • Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications.
  • Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self-sufficiency.
  • Ability to interpret and follow Procedure manuals.
Preferred:
  • Comfort working on teams and with safety net populations.
  • Knowledge of how to provide Trauma Informed Services.
  • Written and oral Proficiency in Spanish in addition to English.
Skills and Abilities Required:
  • Knowledge of how to navigate health systems and help direct patients to the proper level of care.
  • Familiarity with working on Electronic Medical Records.
  • Ability to accurately and efficiently enter data into various electronic systems.
  • Familiarity with HIPAA and ability to comply at all times.
  • Ability to oversee a medication room and involved staff, in order to provide observed medication administration, urine toxicology and processing of medical forms (releases of information, ER discharge paperwork).
  • Ability to oversee self-administration of medications in a residential facility.
  • Ability to maintain integrity of medication inventory.
  • Ability to interpret urine toxicology for evidence of new use.
  • Ability to administer and interpret tuberculosis screenings via PPD.
  • Ability to administer clinical scoring tests for severity of withdrawal symptoms (COWS, CIWA).
  • Experience in administering Intra-muscular and subdermal injections (Vivitrol and Sublocade).
Desired:
  • 1-2 years or equivalent experience, interest in working with underserved populations and in treating Substance Use Disorders.
  • Bi-lingual in Spanish.
  • Knowledge of detox from substance use disorder and commonly used medications.
  • Knowledge of co-occurring disorders and trauma informed treatment.
  • Knowledge of Clinical documentation (treatment plans, progress notes etc.).
  • Experience working with safety net and criminal justice populations.
  • Knowledge of gender-responsive treatment.
