Manager of Children Services  

PRIMARY DUTY: 
is the management of staff, including hiring, firing, training, and supervision.  The manager is also responsible that the services meet the requirements of HCBS RB-SCL, the licensing bodies and Hope Haven Inc. and operate within established budgets.

DUTIES AND RESPONSIBILITIES:

 Regulatory Duties:

  1. Understand and demonstrate the philosophy of HCBS RB-SCL Services and how this philosophy fits the Hope Haven Mission, Vision and Values.
  2. Know, implement and train all staff in what rules apply to RB-SCL services and where to find these rules on the DHS Website.
  3. Develop the RB-SCL Handbook in an understandable language that clients and their families are able to understand, including all rights, restrictions and due process to show that the service meets the Licensing and Certification Standards, as well as Hope Haven’s Mission Vision and Values.
  4. Hiring, orientating, training, evaluating and discipline of staff in accordance with Hope Haven philosophy and purpose as well as Hope Haven’s Policy and Procedure Manual.
  5. Keep the RB-SCL Training Manual up to date with current rules and regulations and assure that all staff implement best practice with all the children served.
  6. Have the ability to hold staff accountable to their job descriptions and complete the necessary Quality Assurance as required to assure everything necessary is being completed on time and meets the necessary standards.
  7. Develop the yearly budget and operate the programs within these established budgets.
  8. Assure Lease agreements are completed before the child moves to the RB-SCL Home.
  9. Complete the necessary paperwork to assure that payment for the service rendered is reimbursed by the appropriate payment system.
  10. Assure that all staff are trained in the required trainings according to DIA, Fire Marshal, RB-SCL Certification, CARF rules and Hope Haven standards.

Programming:

  1. Develop programing to work with youth with a variety of behavior problems, daily living skills, and assisting all children to start working toward independent living skills.
  2. Assist staff in determining the appropriateness of the service for the child and family when needed.
  3. Responsible for all aspects of safety. Provide safety training. Review safety practices annually, assure that all documentation of all safety drills are completed and sent to the safety committee as required.
  4. Sign off on all Treatment Plans assuring all Goals, Objectives and Activities are understandable, achievable, and measurable and that all rights, restrictions and due process were stated clearly and developed according to RB-SCL rules.
  5. Lead weekly team meetings. This includes reviewing client programming, implementing and training staff on changes that need to be implemented, and implementing the required staff trainings as scheduled and required.
  6. Provide any necessary one on one supervision with staff as necessary for them to learn and understand how to best work with the clients served and assist the clients to reach their maximum potential in a safe, nurturing and using the least restrictive methods.
  7. Research new techniques and programming that best work with each client individually. Train staff in these new and innovative techniques. Review all instances of restraint and follow-up with staff to assure that the least restrictive restraint was used when needed and that the restraint was absolutely necessary.
  8. Receive and coordinate all intakes for group care cases, this includes mailing applications, reviewing information, setting up and interviewing the child and family, accepting or denying the referral, entering all information into Credible, enrolling the child when the bed becomes available, assure that all            documentation and physicals are completed and in the file upon entry, and brining the staff up to date about the child before enrolled in the program.
  9. Set all appointments with the Psychiatrist, attend the appointment and assure all documentation is completed in Credible for these visits.

Case Management Duties:

  1. Enrollment of children into the RBSCL program- including referral information, enrollment paperwork,
  2. 2. Support the team service planning process.
  3. Set up; facilitate specialized group and family therapy as needed.
  4. Develop a counseling plan for each individual receiving RB-SCL Services.
  5. Approve control room placements and take a scheduled rotation on the pager system.
  6. Review all control room placements with staff involved and assure that the all rights and restrictions were followed according to the client’s plan. If the plan was not followed, develop a corrective action with the staff, how they will implement the plan as written if necessary in the future.
  7. Assure that when major incidents occur, the appropriate information is delivered to the required people.
  8. Remain in contact with Targeted Case Managers regarding the progress of their clients and to assure they have sent the required documents needed to be in our files.
  9. Follow all Counseling rules established in IAC Chapter 78.
  10. Set up all Psychiatric appointments and be available at the appointments to discuss improvement or regression of the clients and discuss any med changes that may be needed.

Quality Assurance:

  1. Perform Quality Assurance requirements as regulated to assure that all client files and staff personnel files are up to date and complete.
  2. Assure services are documented in accordance with IAC 79.3.
  3. Maintain necessary contact with the customer to evaluate our program.
  4. Assist Staff to assure that the best programming is being implemented to assure that efficient and effective services are being provided to the child and their family.
  5. Help develop, train and implement the current IT system being used within Hope Haven
  6. Complete the required annual report (AMMP) with all the required information.
  7. Make sure that the RB-SCL Plan of Operations is in place, up to date and being tracked as required by the rules.

Other Duties:

  1. Oversee the maintenance of the homes operated under this position to assure the home is in the standards that are required by all licensing bodies as well as Hope Haven’s standards.
  2. Be available for all audits and complete the Corrective Action Plan as needed.
  3. Meet with supervisor on a regular basis face to face and contact by telephone as needed.
  4. Keep supervisor up to date on what is happening at all homes and services assigned to this position.
  5. Attend the Hope Haven Manager meetings as scheduled.
  6. Be actively involved in a leadership training.
  7. Cover open shifts in the RB-SCL sites, if all resources have been exhausted.
  8. All other duties as assigned.
PHYSICAL REQUIREMENTS:
  1. Require physical strength and flexibility to assist the individuals with outdoor and indoor maintenance (i.e. shoveling snow, raking leaves, standing on a ladder to clean windows, moving furniture, carrying boxes, vacuuming, and mopping floors, etc).
  2. Requires physical mobility to walk, stoop, stand, sit, and climb steps.
  3. Requires the physical strength to assist individuals in transferring as per Hope Haven policy.

QUALIFICATIONS:

  1. MSW or MA in related Human Services field, or BSW or BA in a related Human Services field with 2 years of experience.  Previous experience in a supervisory capacity is a plus.
  2. Good communication skills both verbally and written.
  3. Proven leadership skills.
  4. Team player and the ability to complete tasks without direction.
  5. Up-to-date physical.
  6. Valid Class C driver’s license required, unless driving a vehicle with a capacity of 8 or more, then a Class “D” license will be required and be an insurable driver with our insurance company.
  7. Clearance from all applicable background checks as required by service standards.
  8. Be an insurable driver with Hope Haven’s insurance company
  9. Be able to become a Med Manager within the first 6 months of employment of this position.
  10. The physical ability to become Mandt certified and do restraints if needed within the first month of taking on this position.
