SUMMARY

South Carolina Vocations & Individual Advancement (SCVIA) is a subsidiary of Goodwill Industries of Upstate/Midlands South Carolina (GIUMSC). The AbilityOne program is operated under SCVIA and SourceAmerica serves as the central nonprofit agency (CAN) responsible for ensuring our compliance under the federal requirements that have been set. 

The primary function of the Project Manager will be to support and assist the Director of Vocational Services in the areas of Performance Work Statement (PWS) compliance, quality and production requirements, staffing and scheduling needs, reporting, training and proposal development, inventory control, and budget and contract compliance for assigned contracts.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • To provide effective supervision and performance management un the current AbilityOne Custodial Contracts in both the Upstate (Greenville and Spartanburg Counties) and Midlands (Richland County-specifically Fort Jackson Military Base).
  • To oversee the efficient execution of the duties of the Assistant Project Managers, Team Leads, and Associates under as it is outlined in the scope of the contract and GIUMSC job performance requirements.

 

SPECIFIC RESPONSIBILITIES:

 

Supervisory

  • To provide effective supervision and performance management to the Assistant Project Managers, Team Leads, and Associates.
  • Supports and assists the Assistant Project Managers in the recruitment and hiring of contract personnel needed to support established business goals and objectives.
  • Supports and assists the Assistant Project Managers in recruiting and hiring contract personnel needed to support established business goals and objectives.
  • Serves as a backup for the contract site in the absence of the Assistant Project Manager.
  • Participates in an interdisciplinary team to develop and manage plans, evaluations, and assessments for SCVIA associates.
  • Demonstrates Goodwill Industries of Upstate/Midlands South Carolina’s CARES+ values, mission, and vision in cultivating a professional and harmonious relationship with all stakeholders.
  • To effectively administer associate recognition through GTV, social media, and Mission Impact stories.
  • To manage, familiarize, and administer policy, procedures, and handbook revisions and associated communications and reporting.

 

Contract Compliance

  • To ensure compliance with SourceAmerica, AbilityOne, and contract program requirements, standards, and regulations.
  • To maintain adequate and appropriate supplies required to manage performance standards, quality service, and team member needs at all work sites. Ensures that the supplies and equipment used are within budget constraints.
  • To manage Memorandum of Agreements with strategic partnerships to ensure mutual outcomes are met and routinely reported.
  • To ensure confidentiality and integrity of all reporting and documentation, as appropriate.
  • To perform monthly review, analysis, and corrective actions of the contract site profit & loss statements.
  • Develops, implements, and maintains training programs for both the Assistant Project Managers and SCVIA associates to ensure understanding and compliance within the Performance Work Statement (PWS).
  • Remains current with new developments or modifications to the Performance Work Statement (PWS) and ensures that information is communicated effectively to all team leads and associates.
  • Meet with Contracting Officers or the Contracting Officer Representative as scheduled to discuss contract concerns.
  • Communicate and coordinate with various internal stakeholders (e.g., finance, HR, operations) and external stakeholders (e.g., vendors, auditors, contract personnel) regarding compliance issues.
  • Assist with resolving disputes or disagreements between parties related to contract performance or non-compliance.

 

Quality Assurance

  • Develops, implements, and oversees the delivery and maintenance of a Quality Control Program.
  • Assess and identify areas where the organization may be exposed to operational risks and develop strategies to reduce and mitigate those risks.
  • Conducts Risk Management meetings to implement strategies related to contract performance, adherence, and violations.

 

Administrative

  • Documents customer complaints/concerns, how the concerns are addressed, and processes to prevent future complaints/concerns. Communicate these concerns to the Director of Vocational Services as soon as possible but no later than 24 hours after customer follow-up.
  • Monitors and tracks monthly contract supply invoices to ensure accuracy of orders against products received; ensures ordering and billing information are correct; reports discrepancies for immediate attention; identifies inconsistencies, over utilization, or other concerns to safeguard agency assets.
  • Organizes and maintains a database of all active contracts, staffing, schedules, building inspections, special projects, key performance indicators, etc. that are easy to access by Senior Management.

 

Education:  Bachelor’s degree from an accredited college/university preferred with an emphasis in Business, Business Administration, Human Services, or a related field.

 

Work Experience:  Minimum of five years’ experience in progressive leadership and management responsibilities. A successful candidate may possess experience supporting people with disabilities, delivering Home and Community-Based (HCBS) services, project management, and/or government-based contracts. 

 

Job Requirements

  • Must have a valid and current SC Driver’s License with limited points for violations.
  • Ability to successfully meet compliance for background and security clearance as required by the contract within 60 days of employment.
  • Must be willing and capable of learning and managing both technical and leadership skills required to successfully manage position and program requirements.
  • Must be proficient in Microsoft Office, web-based applications, and compliance systems management.
  • Must be able to demonstrate proficiency in business writing and effective presentation skills.
  • Exhibit interpersonal and power skills required to facilitate a harmonious work environment.
  • Ability to work with minimal direct supervision.
  • Performs other duties as assigned.

 

Physical Requirements: 

  • Daily requirements may include but not limited to driving, sitting, walking, climbing, balancing, reaching, talking, hearing, seeing, standing, stooping, kneeling, handling, lifting, carrying, pushing, and pulling.
  • Associate may regularly lift and/or move up to ten pounds, frequently lift and/or move up to 50 pounds.
  • Maybe exposed to dust and odors.
  • Maybe required to do limited work outdoors.

 

Safety & Security:  Report all accidents, however slight, to your supervisor immediately. Never leave the premises without reporting any accident that occurred during your working time. If you should need medical treatment during your non-work hours, you should contact your supervisor.

Work Hours

  • Routine: 7:30 AM – 5:00 PM Monday – Friday
  • Occasional:  As required to meet the successful requirements of position
