BASIC PURPOSE OF THE JOB



Provides first-line authority, responsibility, accountability, and management of the 24/7 operations of the Pre-Operative, Intra-Operative Care and Post-Anesthesia Care Units. This includes but is not limited to overseeing the scheduling of procedures, scheduling and directing of surgical services staff, providing mechanisms for ensuring quality care, planning and controlling the physical environment, materials, inventory, supplies, and equipment.

JOB REQUIREMENTS



Minimum Education



§Graduate of an accredited school of Nursing



Minimum Work Experience



§Minimum of 2 years of nursing in experience.



Required Licenses / Certifications



§Current Registered Nurse license from the Territory of Guam


§Current Healthcare Provider BLS Certification



Required Skills, Knowledge and Abilities



§Demonstrated proficiency in acute care nursing, knowledge and skills.

ESSENTIAL FUNCTIONS


Essential functions are those tasks, duties, and responsibilities that comprise the means of accomplishing the job’s purpose and objectives. Essential functions are critical or fundamental to the performance of the job. They are the major functions for which the person in the job is held accountable. Following are the essential functions of the job, along with the corresponding performance standards.



1.Administrative/Fiscal Duties:


a.In collaboration with the Director of Perioperative Services, develops, implements, and evaluates nursing practices and policies and procedures in the OR/Pre-OP/PACU.


b.Prepares and justifies for approval from Director and CNO annual operating, staffing, and capital budges based on projected departmental needs and goals.


c.Interviews potential employees and monitors new employees throughout the orientation phase


d.Prepares staff schedule and assigns staff consistent with established staffing patterns and acuity levels


i.Supervises proficiency of personnel monitoring both quantity and quality of work performed daily


ii.Reviews daily scheduled procedures to ensure adequate staffing levels


iii.Maintains scheduling for daily staffing and on-call coverage


e.Assigns, directs, and evaluates the performance of staff in accordance with the policies, procedures, and evidence-based standards and practices and makes recommendations for personnel actions.


f.Trains/provides staff competences and evaluates staff to ensure adherence to departmental and hospital-wide procedures.


g.Requests necessary supplies and equipment and monitors and maintains departmental and other direct expenses within budgetary expectations.


h.Develops and implements cost containment strategies and educates staff on their role in controlling costs.


i.Works collaboratively and cooperatively with physicians, anesthesia providers, CSSD staff, and other members of the surgical team and assures the availability of necessary equipment, supplies, and instrumentation.


j.Design and implement quality improvement program for assigned areas; collects data and monitors department for compliance with accreditation, safety, environmental and infection control standards.


k.Analyzes collected data and reports quality improvement projects to committees as required.


l.Maintains up-to-date and accurate documentation of nursing care through the Electronic Health Record system or through manual charting system to assure the integration of information for use by the health care team.


m.Makes written and oral reports and recommendations concerning the actives of the shift as required.


2.Clinical Duties:


a.Organizes, directs, and coordinates activities directly related to surgical care of patients from pre-operative to post-anesthesia phase of care.


b.Acts as clinical resource for surgical services staff and provide supervision and guidance using evidence-based knowledge and standards.


c.Ensures safe patient care by making patient assignment based on patient acuity and skill mix and by assuring that required equipment and supplies are available at all times.


d.Provides supervision and guidance to staff to ensure that surgical care is provided in accordance with evidence-based practices and standards.


e.Promotes a safe surgical environment and safe patent care by embracing and promoting a safety culture and identifying and action on areas of risk.


f.Identifies, analyzes and resolves patient-care related and staff-related issues and escalates them to Director and CNO as appropriate.


g.Reports equipment failures, safety and security issues, and/or reduction of supply inventory.


h.Ensure the appropriateness of staff’s documentation of care using electronic health record.


3.Personnel and Professional Standards


a.Maintains the current nursing and OR Department knowledge, nursing certification and licensure.Pursues professional growth and development.


b.Attends all required Safety Training programs and can describe his/her responsibilities related to general safety, department/service safety, specific job-related hazards.
