Job Summary
Lumos is looking for a full-time OSP Project Engineer! As an OSP Project Engineer at Lumos, you will be at the forefront of designing and planning the construction of vital communication infrastructure, including overhead and underground links, cables, and conduits. In this role, you will be responsible for selecting the most efficient and cost-effective routes for all lines and equipment, ensuring that our network seamlessly expands across the regions we proudly serve. Your work will be integral in optimizing the utilization of our communication facilities, directly impacting on our ability to deliver reliable and high-quality services to our customers.
Prepares detailed construction and installation drawings, assess project scope, and provide accurate estimates of labor and material costs. Collaborating closely with internal teams and external partners, you will ensure that each project meets technical specifications, timelines, and budgetary constraints. This is a dynamic and impactful role where you’ll combine technical expertise with strategic planning to drive the expansion of our network and contribute to the continued success of Lumos.

Essential Functions
- Design fiber cable fields, splicing sequences, planning and prepares cost estimates and design loss calculations to accomplish OSP construction projects; delivering FTTH network from source to the point at which Service Operations Technicians can connect it to customers’ homes.
- Map and draft utilizing CAD and manual processes, research and update International Construction Measurement Standards (ICMS) records, appropriate permits, and ISP designs.
- Manage and track OSP work schedules to ensure alignment with project requirements and timelines: develop cost studies, perform estimates, report on project progress, as well budget forecasting, tracking, and reporting.
- Liaise with city officials to manage permitting processes and ensure compliance.
- Liaise with customers regarding land acquisitions for easements.
- Provide real-time direction to internal and external colleagues to ensure project timelines and contractual commitments are met.
- Communicate and appropriately escalate any contractual, technical, or scheduling requirements that are in jeopardy.
- Notify leadership of any sensitive issues that could impact customer or project progress.
- Reviews all permits, rights of way, easements, and negotiations needed for project completion.
- Tracks and follows up on all issues and actions encountered by colleagues and vendors.
- Integrate innovations into the design and engineering practices and work.
- Collaborate with the Sales Team on an as-needed basis to develop tailored design solutions for potential customers.
- Oversee and guide design permitting vendors, ensuring their work aligns with business objectives and project requirements.
Knowledge, Skills, and Abilities Required
- Excellent verbal and written communication skills.
- Strong interpersonal and relationship-building skills.
- Demonstrated project management experience, with the ability to efficiently oversee multiple projects across a wide geographic area.
- Strong knowledge of OSHA rules, site safety, National Electric Safety Code (NESC) requirements, and associated construction and telecommunications federal and local regulations.
- Strong work ethic with a focus on meeting customer needs, responding promptly, and prioritizing tasks to meet deadlines.
- Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) with the ability to create reports, presentations, and manage project documentation.
- Demonstrated ability to manage multiple tasks, priorities, and progress toward deadlines effectively in a fast-paced environment.
- Working knowledge of all aspects of company processes including but limited to:
- OSP construction;
- Site preparation and permitting;
- OSP testing and acceptance standards;
- Creating design for local L2 and Transport architecture;
- Google Earth and various fiber mapping platforms.
Other Experience & Requirements
- 5+ years’ technical experience working in OSP Engineering, Construction, or Operations.
- High school diploma or equivalent required; Bachelor’s degree preferred.
- Proactive, independent, and ability to take initiative to keep on-task and on-target.
- Must be able to work independently with minimal supervision while also collaborating effectively with team members.
- Fiber and telecommunications industry experience is essential, with a strong understanding of industry standards, technologies, and processes critical for success in this role.
