Lumos is looking for a full-time Network Planner III! Our Network Planner III will perform strategic tasks of considerable technical difficulty that include research, analysis, development, plan, design, budget, cost, and schedule of projects. Each project to be a comprehensive evaluation of network, from Cloud to Customer, including CORE, ISP and OSP network equipment and facilities, which results in a required Business Case Proposal for best solution to maintain, repair, replace, enhance, and/or expand the network. Produce exhibits with supporting documentation for presentation of Business Cases to Investment Committee. Perform evaluations of vendors, contracts, and materials. Support Manager with quality reviews of projects completed by peers, for accuracy, completeness, and adherence to company’s current standards and processes. Lead ongoing cross-training for subjects where you are the SME. Support, train, and mentor Network Planner I & II personnel. Head the proper presentation, documentation, maintenance, and storage of business-case proposals, cost evaluations, project cost estimates, vendor evaluations, analysis data, and reports. Complete tasks, evaluations, and project Business Cases in support of the current Plan of Record (POR), and the company’s goals in line with KPI’s.

 

Aid Manager/Sr. Manager with updates and documentation of standards, processes, and guidelines. Lead equipment research. Lead research and knowledge base of industry advancements and enhancements. Assist Manager/Sr. Manager with procuring data for updates to the Plan of Record (POR). Assist Manager/Sr. Manager in developing and building a strong, independent, accurate, Network Planning department that is a leader within the company in innovation, production, and success.

 

Head collaboration with OSP Engineering’s and Construction’s design/deployment standards/specifications for alignment in style, type, and costs. Complete evaluations of fiber assets, equipment assets, vendors, and contracts. Integral in research of current and future solutions, to include future technologies, to maintain and improve the company’s customer-focused, best-in-class network. Support Manager as lead of collaboration with ISP/CORE Engineering to define requirements, specifications, and architecture for ISP/CORE network elements, including evaluation of vendors, materials, contracts, and costs. Coordinate the procurement of quotes for equipment location sites (colocation, property purchase, property improvements), fiber IRU’s, leases, and circuit orders. Participate in collaboration with Operations and Install for vendor contracts and CPE evaluations. Support partnership with Product Management and Supply Chain Logistics for ongoing evaluations of current and future materials solutions. Head cooperation and collaboration with all cross-departmental teams for ongoing evaluations for network for optimization, cost reductions, and increased efficiencies.

 

Collaborate with Market Development team for the research and analysis of expansion markets and areas. Lead the cost analysis, Business Case preparation, and application for RFP’s, grants, and other special projects that can enhance the company’s service-area and customer focus. Research opportunities that will allow the company to reduce the gap in the digital divide, by expanding the network to unserved and underserved areas, while still meeting the company’s IRR model and other Investment Committee and Owner(s)’ directives.

 

Coordinate with Sales, Sales Engineers, and Marketing teams for: Residential Single-Family (Brownfield/Greenfield), Residential Multi-Family (MDU) (Brownfield/Greenfield), Small Business, Enterprise Business, and Wholesale opportunities. Evaluate sales opportunities, create business cases, and cost estimates for funding approval. Lead the data collection, storage, and presentation to track current, future, and past sales opportunities.

 

Strong ability to perform with minimal supervision and direction. Adept at creating solutions, especially in circumstances where an obvious answer may not exist. And expert at gathering, researching, understanding, and utilizing data to make ‘best’ decisions.

Essential Functions:

  • Create Business Case Packages for projects, and support Network Planners II/III, including: research, analysis, results, cost estimate, CORE Network-Diagrams & Design, ISP Network-Diagrams & Designs, and OSP Planning-Designs, with proposed project schedule.
  • Create associated Network Planning’s Data Sets associated to Business Case, including but not limited to: Boundary (Polygon), Equipment Locations, Fiber Routes, Address Sets
  • Assist Manager/Sr. Manager with research and development of the Plan of Record (POR)
  • Lead stand-alone data and cost analyses, to determine improvement recommendations.
  • Meet Due Dates set by Manager/Sr. Manager, in alignment with company’s POR and KPI’s
  • Quality Check of Business Case Packages completed by Network Planning Peers
  • Mentor, train, provide feedback to Network Planning peers.
  • Prepare and present cross-training to Network Planning Peers and Other Department Peers
  • Interface with Engineering & Construction for collaboration and consensus in design and deploy standards, costs, methodologies, and documentation. Update processes and tools.
  • Prepare and present Network Planning-to-Engineering/Construction Hand-Off Packages
  • Lead collaboration with GIS and Business Insights Team for recording and implementation of Network Planning’s ‘plans’ into 3GIS, VC4, Salesforce, Sitetracker, and other company databases
  • In charge of evaluations of equipment, materials, vendors, and contracts with the goal of increasing standardization, increasing performance, reducing cost, reducing cycle-times

Knowledge, Skills, and Abilities:

  • Bachelor of Science Degree with 10 years of experience in OSP, ISP, and/or CORE Engineering/Planning with a minimum of 5 years in Network Planning. Or 18 years of experience in OSP, ISP, and/or CORE Engineering/Planning with a minimum of 5 years in Network Planning.
  • Expert comprehensive knowledge of Outside Plant, Inside Plant, and CORE engineering principles and standards. Extensive fiber design experience with multiple solution design types for FTTP/FTTH/FTTx, PON/GPON/XGSPON, Ethernet/Metro Ethernet, and emerging technologies over fiber. Elevated level of utility construction knowledge for underground, buried, aerial, and building plant. Expert with electronics and equipment that support fiber deployment. Advanced professional experience and knowledge of switches, routers, layer 2, layer 3, components of the network. Strong financial analysis and costing experience. Experience and adeptness with a variety of GIS and CAD systems.
