JOB PURPOSE: The Program Manager - Behavioral Health is responsible for the direct planning, execution, and oversight of activities, actions, and services within assigned programming areas and/or program operations. In this role, the Program Manager - Behavioral Health will be responsible for assigned operational activity, planning, promotion, implementation, and evaluation of program operations. This role will provide effective supervision of program staff members as well as contribute to the development and coordination of programmatic materials, activities, or services. The Program Manager - Behavioral Health must be able demonstrate a high level of self-initiative to successfully perform all essential functions, duties, tasks, assignments, and responsibilities for the successful administration and management of the program assigned within El Rio Health.
The Program Manager - Behavioral Health works with administrative supervision and has decision-making authority within the assigned program for matters of significance; as well as resolution of work problems involving departures from standard policies, interpretations, or procedures within the functions and processes for which they are accountable and responsible within the scope of authority and responsibility for the position.
Essential Job Functions:
- Directs and oversees the planning, coordination, implementation, and evaluation of all services, activities, and functions of the program, including Behavioral Health intake process. Ensuring that all goals and objectives specified for the program are successfully accomplished to the highest service level possible and in accordance with the established priorities, timelines, assigned budget, and deliverables.
- Establishes measurable goals and performance standards, monitors progress towards completion of outcomes and deliverables; provide direct oversight of intake team workflows/assignments; develops corrective action plans for successful service delivery, job performance, and program success.
- Collaborates with the Quality Assurance Department on the development and implementation of appropriate and effective clinical policies and procedures.
- Conducts internal scheduled and ad hoc audits of patient records/charts ensuring compliance with regulatory and organizational requirements and standards.
- Assists and supports completion of external audits conducted by governing agencies, departments, or supporting organizations.
- Directs, oversees, and/or completes assigned program projects; ensuring the successful performance and/or completion of administrative or programmatic duties, tasks, and assignments that support program operations within established time frames; meeting established rates of performance for the quality and quantity of work for the position; demonstrating a level of quality, efficiency, and accuracy in the employee’s job performance that ensures the highest standards of excellence.
- Ensures that the program maintains at all times patient and employee confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring compliance with all HIPAA and corporate compliance standards, as well as generally accepted confidentiality standards.
- Develops, implements, and evaluates strategic program goals and objectives, policies, and procedures; effectively interpreting and implementing policies, procedures, and best practices ensuring successful program deliverables and/or outcomes.
- Leads and participates in the long and short-term strategic planning and program development process and implementation.
- Identifies, evaluates, and manages the risks and challenges presented or inherent to the program and its operation.
- Research, plan, coordinate, and oversee activities of the program with interrelated activities of other programs, departments, agencies, or organizations ensuring optimum efficiency and productivity of the program goals and objectives.
- Directs, participates, and collaborates in the research, development, and creation of program educational or communication materials for distribution to program, internal/external clients, community members, or associated outside agencies and organizations.
- Oversees and participates in the development of all written or multimedia materials for use with all program events, lectures, or training sessions for presentation to program staff, internal/external clients, community members, or associated outside agencies and organizations.
- Supervises the facilitation of training sessions, events, or meetings sponsored by the department, ensuring the successful presentation of information or services to all program clients and event participants; serves as a program facilitator in support of program activities training, events, or meetings.
- Coordinates and supports the evaluation and monitoring of program activities and/or grant-funded programs and assists in the writing of specifications for evaluation or monitoring of the program(s).
- Gains and maintains a comprehensive understanding and proficient ability to ensure full compliance of the program with regulations, standards, or requirements for Federal, State, and local laws; as well as all standards and requirements for internal/external grants or funding sources.
- Supervises and/or completes the research, generation, and distribution of complex reports and/or summary information, as assigned or requested, to program or organizational staff, or other internal/external clients or representatives through utilization and analysis of available reporting programs linked to program databases or systems.
- Possesses and demonstrates the knowledge, understanding, and skills to complete assigned programmatic duties, tasks, and assignments working with organizational operating systems, programs, and/or business software.
- Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position.
- Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) and NCQA standards.
- Develops and maintains within the program a comprehensive understanding of and proficiency with the application of all Joint Commission and NCQA Accreditation standards including report requirements for the Behavioral Health Department.
- Manages and supervises program staff members prioritizing and assigning work; coordinating, monitoring, and evaluating staff members by providing guidance and direction on the successful completion of assigned tasks, duties, and responsibilities that support the successful achievement of program and organizational goals or objectives.
- Provides clinical supervision/oversight to BH staff (BHPPs, BHT’s, BHP’s) in accordance with the Behavioral Health Clinical Supervision standards.
- Directs and participates in the recruitment, orientation, and training of program members for the various required duties, responsibilities, and assignments within the program.
- Provides direction and support to all assigned staff members related to performance management and performance evaluations, employee discipline, as well as problem and/or conflict resolution.
- Provides decision recommendations as to the employment or retention status of staff members.
- Ensures that all staff members are properly trained; communicates with all staff members regarding individual or team performance; coordinates meetings with staff members on any performance or discipline related discussions or actions; conducting and completing all assigned performance appraisals in a timely manner.
- Communicates effectively and professionally through written, verbal, and interpersonal skills as applied when interacting with patients, family members, visitor, employees, internal/external clients, or representatives, successfully conveying and exchanging information in a positive manner.
- Gains and maintains a comprehensive understanding and awareness of community or organizational based grants or programs that support the program goals and objectives, or that provide alternative resources and support to program clients, community members, or program goals and objectives.
- Serves as point of contact and liaison for the program for internal and external committees, task forces, or work groups with all community, government, non-profit, internal/external clients, and business agencies or organizations bringing any issues, complaints, problems, or requests to timely and effective resolution.
- Fosters and maintains effective coordination and collaboration with Regional Behavioral Health Authority in the delivery of organizational behavioral health services.

- Identifies, fosters, and ensures community awareness of program activities and services available to program clients and/or the community, maximizing program effectiveness and a successful understanding of the program within the organization and community.
- Identifies, promotes, and implements the development of partnership and funding opportunities for the program, promoting successful relationship building with internal departments, as well as outside organizations and agencies.
- As assigned, directs, and oversees the planning, coordination and support of program Advisory Boards and Board members and all functional and operational requirements, such as: training needs, meeting materials, facility scheduling and coordination, and the documentation of meeting minutes.
- Oversees the coordination of students/interns, ensuring completion of all training and requirements and corporate compliance requirements.
- Supervises and reviews all actual program revenue and expenditures to ensure adherence with the allocated budget, providing directions and recommendations for remaining within the assigned program budget while ensuring program success.
- Leads and participates in the development, preparation, and reconciliation of the program budget(s).
- Gains and maintains a comprehensive understanding of all compliance, performance, and reporting requirements or standards required for grant participation, ensuring full compliance of the program.
- Prepares written professional level communication and/or materials, financial statements, or reports on program activities, progress towards defined goals and objectives, changes in program status, or any other ad-hoc reports requested for distribution to management, internal/external clients, or other supporting agencies or organizations.
- Conducts scheduled and intermittent reviews of employee licensing and certification requirements to identify deficiencies and ensure timely implementation of corrective actions.
Other Duties and Responsibilities:
- Understanding and demonstrated knowledge of the policies/procedures of AHCCCS, the Regional Behavioral Health Authority and Health Plans in supporting behavioral health populations including general mental health (GMH), serious mental illness (SMI), individuals experiencing or at risk of homelessness and/or substance use.
- Skills in strategic planning and project management within an organizational program(s).
- Contributes to team effort by accomplishing related results as needed.
- Maintains professional, technical, and healthcare knowledge by attending educational workshops and reviewing professional publications.
- Maintains a safe and healthy work environment by establishing and enforcing organization standards and by adhering to legal regulations.
Minimum Education and Experience:

- Master’s degree in counseling, Social Work, Psychology or a related field from an accredited college or university.
- Five (5) years’ supervisory experience; preferably in a health care environment; primary care or integrated primary care/behavioral health setting.
- Seven (7) years’ direct clinical experience in behavioral health settings with at least three (3) years in an integrated primary care/behavioral health setting.
If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.
Required Licenses, Certifications, and Registrations:

- Independently Licensed Behavioral Health Professional in the state of Arizona (LCSW, LPC or Licensed Psychologist).
- Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.
- Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must be in compliance with Arizona vehicle insurance requirements.
Preferred Education, Experience, Skills, Abilities:

- Ph.D. or Doctorate in Counseling, Social Work, Psychology or a related field from an accredited college or university.
- Seven (7) years’ supervisory experience in a health care environment, preferably in an integrated primary care/behavioral health setting.
- Ten (10) years’ direct clinical experience in in behavioral health settings with at least three (5) years in an integrated primary care/behavioral health setting.
- Bilingual (English/Spanish) with the ability to speak, read and write in both languages.
