Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.

But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.

Reporting to the Assistant Vice President, the Senior Program Director, Outreach is responsible for 24/7 outreach and housing placement work in Breaking Ground’s catchment area in Manhattan, in all of Brooklyn and Queens.  The Senior Director promotes Harm Reduction and Housing First strategies and other best-practice clinical interventions. The Senior Director provides leadership to the program by informing decision making, helping to create policies and procedures, and facilitating effective communication. The Senior Director collaborates with other homeless services providers, city agencies, and a broad array of community stakeholders to help reduce street homelessness and implement effective clinical interventions and housing solutions. The Senior Director helps design and implement innovative, data-driven programming and supports continuous quality improvement efforts. 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Oversee the management of 24/7 Street Outreach Programs in Manhattan, Brooklyn, and Queens and responsible for staff management and performance; program outcomes; contractual compliance; and budget management
  • Provide leadership within the department by facilitating meetings, developing and implementing policies, procedures, and best practices; and helping to identify gaps, areas of improvement, and solutions for resolving, designing, and implementing new programs and initiatives; managing new start-ups and program growth; supporting professional growth of employees through training and strengthening organizational awareness
  • Oversee and provide leadership for philanthropic and private grants and contract initiatives specific to programming
  • Develop and implement special projects
  • Liaise with government employees, community members, and other stakeholders and represent the organization on external committees, workgroups, taskforces, etc.
  • Provide clinical supervision for professional licensure, through direct field instruction to interns, creating internship opportunities within the portfolio, and supporting growth and development of other licensed professional staff who are interested in supervising interns
  • Perform other duties as assigned 

MINIMUM QUALIFICATIONS: 

  • NYS Licensed Masters Social Worker (LMSW) required. Must obtain LMSW within first six months of employment   
  • Minimum 5 years of experience in a managerial or supervisory capacity
  • Minimum 2 years of experience in homeless services, homelessness policy, or programming development
  • Thorough clinical understanding of relevant service delivery concepts and structures including Housing First, client centered motivational interviewing, Harm Reduction models, behavioral and medical health systems, and the ability to access and negotiate the full range of services for recipients
  • Expert experience with crisis intervention, including, risk assessments and incident management
  • Superior analytical ability, organization skills, proven operational and clinical manager, ability to juggle multiple priorities, and create a climate conducive to effective engagement with homeless & formerly homeless clients
  • Ability to identify and facilitate necessary program change
  • Superb collaborative skills
  • Ability to work successfully with a wide range of internal and external stakeholders
  • Demonstrated success in working in a fast-paced environment with multiple priorities
  • Ability to delegate and motivate staff to achieve deliverables
  • Ability to communicate (verbally and written) with diverse populations and stakeholders
  • Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, and Microsoft Teams; Familiarity with Access-based databases and the ability to learn new programs are required
  • Bilingual Spanish/English preferred
