JOB TITLE: Staff Accountant
SUPERVISION RECEIVED: Works under the direct supervision of the Accounting Manager, who reports to the Finance Director. The Accounting Manger provides guidance and evaluates performance.
SUPERVISION EXERCISED: Supervision of others is not a responsibility of this position.
POSITION SUMMARY: Provides customer service and support to CSC staff and agency partners. Performs program and financial analysis; formulates and/or implements financial policies and procedures.
The position assists with the compilation of information for the annual audit, and other financial reviews. Completes reconciliations associated with monthly expenses, receipts and accruals. Creates closing and correcting general ledger journal entries to ensure timely and accurate month and quarter end close. Creates complex spreadsheets as requested for analysis and review for Program Directors and Executive Team as needed. This position will be back up to payroll and accounts payable. Ensures maintenance of accounting controls and adequate audit trails for CSC funds.

Accounting:
Adheres to agency’s accounting practices in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements. Develops, implements, and maintains appropriate internal controls and auditing procedures. Serve as liaison between central office fiscal department and departments across the agency.
Monitors and makes recommendations for improvements to the accounting systems, policies, and procedures to ensure compliance with GAAP, budgetary, and other restrictions.
Develops financial processes and procedures and related reports. Assists with developing and implementing financial policies and procedures for reviewing accounting services to ascertain the best method for service delivery.
Reviews accounts payable, cash receipting and accounts receivable transactions for accuracy to ensure timely posting, payment and billing of related contracts and grants. Communicates effectively in verbal and written format. Ability to work as a team member to achieve the agency goals.
Assists with the annual audit and Annual Comprehensive Financial Report creation including preparation of audit working papers and working with the auditors during the annual financial audit.
Provides technical assistance to COG staff and managers. Performs special projects, financial analyses and research
Reconciles general ledger accounts, bank statements, fixed assets, and perform correcting journal entries.
Prepare journal entries as needed to record various transactions, including allocations, adjustments, etc.
Audits & posts fiscal transactions.
Reporting:
Monthly and Quarterly Financial Reports
Payroll and/or Tax Reports
Weekly Cash Reports
Other Duties:
Assists the Accounting Manager in the development of reports (Board Reports) as assigned by Finance Director and Executive Director
Gain a complete understanding of the financial software to provide back up and resources for Accounts Payable and Payroll processes.
Other works as assigned relevant to finance/accounting department.
EDUCATION AND EXPERIENCE:
Baccalaureate degree from an accredited four-year college or university with major course work in Business Administration, Finance, Accounting, or any equivalent combination of experience and training that provides the required knowledge, skills and abilities.
Three years of professional experience in financial management, budgeting, accounting, policy analysis, or research, preferably in a governmental or grant-based organization, including data analysis and project planning and management or one year related responsible paraprofessional experience.
Additional education of one year may be substituted for one year of required experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Regular attendance is a requirement of this position. A professional and courteous manner and an ability to work harmoniously with other employees and the general public.
SPECIAL REQUIREMENTS:
Must pass a criminal history background investigation; however, a conviction of a crime may not necessarily disqualify an individual from this classification. Possession of or ability to obtain a valid Oregon driver’s license required.
