SUPERVISION RECEIVED: Reports to and works under the general supervision of the Operations Manager who assigns duties and reviews work for effectiveness according to established work standards.
SUPERVISION EXERCISED: This is a non-supervisory position although lead work/coordination of the work of others may be a function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.
POSITION SUMMARY: Provides vocational counseling to program participants in support of the participant’s education and employment goals. Coordinates services with partner agencies and employers and recruits for the programs as well as delivers workshops and presentations.
ESSENTIAL FUNCTIONS/ DUTIES & RESPONSIBILITIES:

- Provides vocational counseling to program participants; counsels for employment, training and educational needs to maximize enrollees’ successful completion of employability objectives.
- Manages participant caseload. Maintains contact and encourages utilization of Workforce Investment Act (WIA); provides client referrals; monitors and evaluates participant’s training/ employment performance for compliance with employability plan.
- Maintains records and compiles performance data; prepares purchase orders and payroll forms; prepares training contracts; designs, conducts and evaluates training plans.
- Research business and local labor market trends. Develops related curriculum and facilitates workshop activities.
- Markets employment and training services to local businesses and residents. Recruits program participants. Develops and coordinates external projects with firms and groups involved with CSC/ WIA.
- May act as lead worker for other employees at particular location.
- Performs duties of Employment Advisor and Senior Employment Advisor positions as needed.
- Consistently maintains a professional and courteous manner and an ability to work effectively and harmoniously with other employees and the general public.
- Maintains regular job attendance and adherence to working hours.
- Accepts and performs other work as assigned.
QUALIFICATIONS & REQUIREMENTS
EDUCATION AND EXPERIENCE:
Bachelor’s degree in business, education, social science, or other related field from an accredited school required. One year’s experience in vocational counseling is required or an equivalent combination of related education training and experience which provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of vocational counseling practices and employment, occupational assessments, and training programs. Must possess knowledge of community resources, develop partnerships, and understand current business practices. Ability to effectively: provide training and guidance to job seekers, communicate verbally and in writing; evaluate and provide guidance to participants on personal barriers to employment; negotiate with prospective participant employers; interpret program requirements and obtain and record accurate information related to participant eligibility. Must have strong interpersonal skills.
SPECIAL REQUIREMENTS:
Must pass a criminal history background investigation; however, a conviction of a crime may not necessarily disqualify an individual from this classification. Valid driver’s license with insurable driving record for business travel as required.
