Plant & Equipment Mechanic I/II/III - Water Production

GENERAL DESCRIPTION

Under immediate supervision (Plant & Equipment Mechanic I) or general supervision (Plant & Equipment Mechanic II and III), to perform a variety of skilled work involved in the maintenance and repair of water treatment plants, raw water intake pump stations, potable water pump stations, elevated and ground storage tanks, lakes, dams, CLO2 disinfection facility, and a scalping station.

SUPERVISION EXERCISED

The Plant & Equipment Mechanic I exercise no supervision.  

The Plant & Equipment Mechanic II & III exercises supervision over lower level staff.

IMPORTANT AND ESSENTIAL DUTIES

Plant & Equipment Mechanic I, II, & III

Troubleshoot, diagnose malfunctions, and make necessary repairs on mechanical equipment and related components.

Perform general maintenance and repair operations at all water facilities including rough carpentry, electrical wiring, plumbing, painting, and other related activities.

Lubricate, change oil, and perform preventative maintenance on electrical motors.

Participate in the procurement of replacement parts, materials and supplies to effectively and efficiently make professional repairs.

Use a variety of hand tools, specialized tools, cutting and welding equipment, and electrical test equipment.

Mowing and general grounds maintenance.

Maintain a safe and productive work site at all times.

Perform basic computer operations.

Operate a City vehicle daily to travel to various water treatment plants, pump stations, storage tanks, lakes, and vendors.

Plant & Equipment Mechanic II & III

Maintain clarifiers, chlorinators, chlorine dioxide generators, and other related equipment.

Repair, rebuild, or replace plant equipment such as water pumps, motors, valves, solenoids, and other related equipment; check for proper operation.

Repair, rebuild, or replace chemical pumps and other related parts; check for proper operation.

Add and remove columns on vertical turbine pumps as needed in order to maintain proper level for optimal water quality.

Minor electrical troubleshooting and repairs.

Plant & Equipment Mechanic III

Disassemble and reassemble a pump and replace bearings, wear rings, seals, and impeller.

Maintain accurate Risk Management maintenance records for chlorine systems in accordance with applicable TCEQ laws, rules, and regulation.

Coach, instruct, train, mentor and provide constructive feedback to assigned employees on policies, procedures, techniques and behaviors needed to effectively and safely operate their assignments.

Perform advanced electrical troubleshooting.

Plant & Equipment Mechanic I

Knowledge of:

Basic electrical, mechanical, plumbing, and hydraulic fundamentals

General methods of electrical, carpentry, plumbing; and general maintenance repairs.

Standard practices, methods, tools, and materials used in mechanical trades.

Occupational and safety hazards precautions.

Safe driving principles and practices.

Skill to:

Perform maintenance and repair of water treatment equipment and facilities.

Operate a variety of bench and hand tools, machines and equipment of the mechanical trades.

Comprehend and execute math formulas to solve basic water equations.

Plant & Equipment Mechanic II

Knowledge of:

Advanced electrical, mechanical, and hydraulic fundamentals.

Principles of operation, maintenance, and repair of pumps, valves, and other related mechanical equipment.

Maintenance and repairs performed to maintain water treatment facilities, remote raw water pump stations, pump stations, chemical feed stations, and water lines.

Water treatment process and associated equipment.

The basics of the distribution system.

Skill to:

Perform moderate metal fabrication, plumbing, mechanical construction.

Perform moderate electrical troubleshooting.

Ability to:

Organize and prioritize work.

Evaluate motor and pump performance.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Plant & Equipment Mechanic III

Knowledge of:

Advanced knowledge of the raw water and treated water distribution system in relation to treatment plants, pump stations, elevated storage tanks, water lines, as it relates to the components within the system.

Variable Frequency Drive (VFDs).

Skill to:

Work on electrical without supervision

Lead a crew to raise and lower the vertical turbine pumps at Lake Ivie.

Ability to:

Read blueprints, electrical ladder drawings, schematics & diagrams.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:

Plant and Equipment Mechanic I

Experience:

This is an entry level position.

One (1) year of general maintenance experience with some exposure to mechanical and plumbing repairs is preferred.

Education/Training:

A high school diploma or GED is required.

Previous mechanical training is preferred.

License or Certificate:

A valid current Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Possession of, or the ability to obtain, a Class D Water License from the State of Texas within six (6) months of employment is required.

Possession of, or ability to obtain, a Class C Water License from the State of Texas within two (2) years of employment is required.

Plant and Equipment Mechanic II

This is the journey level class in the Plant & Equipment Mechanic series.  Employees within this class are distinguished from Plant and Equipment Mechanic I's by the general performance of the full range of duties as assigned.  Positions in this class are normally filled by advancement from Plant & Equipment Mechanic I.

Experience:

Eighteen (18) months of experience comparable to Plant and Equipment Mechanic I in the City of Abilene is required.

Education/Training:

A high school diploma or GED is required.

Previous mechanical training is required.

License or Certificate:

A valid current Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Possession of, or ability to obtain, a Class C Water License from the State of Texas within two (2) years of employment is required.

Plant and Equipment Mechanic III

This is the master level class of the Plant and Equipment Mechanic series.  Employees within this class are distinguished from Plant and Equipment Mechanics I & II by an excelled performance of the full range of duties as assigned.  Work is performed under limited supervision.  Positions in this class are normally filled by advancement from Plant & Equipment Mechanic II.

Experience:

Five (5) years of experience comparable to Plant and Equipment Mechanic I, II in the City of Abilene is required.
    
Education/Training:

A high school diploma or GED is required.

Previous mechanical training is required.

License or Certificate:

A Class B Water License from the State of Texas is required.

Special Requirements: 

Work two (2) weeks, rotating on call schedule.

Exposure to cold, heat, noise, outdoors, vibration, and confined work spaces.

Exposure to chemicals, explosive materials, mechanical hazards, and electrical hazards.

Ability to travel to different sites.

Ability to work nights, weekends, and holidays as needed.

Respond to emergencies as needed.

Respond within 30 minutes when on call.

Ability to climb elevated storage tanks and work at extreme heights.

Ability to identify and distinguish colors.

Ability and skill to operate heavy construction equipment when required.
