GENERAL DESCRIPTION

 

Under general supervision, this position involves performing a variety of skilled field inspections and office work related to the enforcement of codes and regulations regarding electrical installations. The duties include inspecting new construction, remodeling, and repairs to ensure compliance with the City’s electrical code. Additionally, this position requires reviewing plans and specifications to determine compliance with City codes and enforcing City electrical codes.

 

SUPERVISION EXERCISED

 

This position exercises no supervision.

 

IMPORTANT AND ESSENTIAL DUTIES

 

Inspect residential, commercial, and industrial electrical installations and equipment in structures undergoing construction, repair, or remodeling. Ensure compliance with City and National electrical codes and safety standards. Issue the appropriate permits as necessary.

 

Enforce the adopted City Electrical Code by identifying areas of non-compliance, discussing issues with contractors and developers, and determining corrective actions for deficiencies.

 

Issue stop work orders when necessary and inspect work sites to ensure contractors and workers hold the appropriate licenses and use proper materials and practices.

 

Assist in evaluating buildings considered for rehabilitation or demolition and assess electrical installations at the property owner’s request to ensure compliance with code and life safety standards.

 

Prepare detailed inspection reports, review permit applications, and respond to inquiries from contractors and homeowners.

 

Issue permits based on approved applications and complete daily work sheets.

 

Administer electrical exams for homeowners and manage the entry, maintenance, processing, and printing of permit data on the computer.

 

Serve as an advisor to the Electrical Sub-Committee.

 

Operate a city vehicle to travel to and from various job sites.

KNOWLEDGE, SKILLS, AND ABILITIES

 

Knowledge of:

 

Electrical construction and installation methods, practices, and materials.

 

Possible defects and faults in electrical construction and installation activities, standard testing devices, methods, and corrective measures.

 

National Electrical Code.

 

Safe driving principles and practices.

 

Skill to:

 

Operate a variety of tools and equipment used in electrical inspection, including ladders, screwdrivers, voltage testers, and continuity testers.

 

Operate office equipment to include the computer, scanner, tablet, copier, smart phone and related software.

 

Operate a motor vehicle safely including a pick-up truck.

 

Ability to:

 

Understand and interpret codes, plans and specifications.

 

Detect and locate defective electrical installations and determine the optimal stage of construction for identifying and correcting defects.

 

Enforce codes with firmness, tact, and impartiality.

 

Communicate clearly and concisely, both orally and in writing. 

 

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

 

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:

 

Experience:

 

Four (4) years of experience in electrical service installation work as a journey level electrician is required. 

          

Education/Training:

 

High school diploma or GED is required.

 

Specialized training in electrical service installation is required.        

 

License or Certificate:

 

A valid Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

 

A Residential Electrical Inspector Certification through the International Code Council (ICC) or the ability to obtain one within twelve (12) months of employment is required.

 

A Master Electrician license is preferred.

 

Special Requirements:

 

Essential duties require the following physical skills and work environment:

 

Exposure to cold, heat, noise, outdoors, confining workspaces, chemicals, explosive materials, mechanical hazards, and electrical hazards.

 

Ability to travel to different sites.
