SUMMARY
The Contracts and Grants Manager is responsible for managing contracts and grants including budgeting, reimbursement processing, accounts receivable, analyzing expenses, and reporting to funding source. The Contracts and Grants Manager must ensure that reported results comply with generally accepted accounting principles, Agency’s policies and funding source requirements. The Contracts and Grants Manager is a strategic thinker and effective leader who can make optimal decisions, resolve/escalate issues timely, supervise subordinates and manage relationships with program personnel and funding source contacts.
Essential Functions and Supervisory Responsibilities
- Leads the process for completing the internal budgets and budgets for submission to funding sources for each program in compliance with contract and grant requirements
- Supports completion of budget narratives and budget modification justifications
- Designs and maintains schedule for contracts and grants portfolio to track status of budgets, budget modifications, billings and contract analysis
- Lead the liaison with Compliance for analyzing Contracts and Grants Status
- Maintains Accounts Receivable accounts and tracks the billing of contracts. Reports Accounts Receivable on a bi-weekly basis.
- Assures that revenues and expenses recorded in the Agency books are allowable under contract and grant requirements
- Prepares/reviews invoices submitted to funding sources in the requested methodology and format
- Prepares/reviews account analysis with Accountants for grants and contracts
- Prepares/reviews monthly accounts receivable reconciliations
- Communicates with funding sources and program units on contracts and grant matters
- Communicates with Divisional Executives and Program Directors for monitoring contract status
- Prepares other fiscal reports by funding source requests
- Monitors reporting deadlines for fiscal reports by funding sources
- Supervises the maintenance of files for each grant and contract – physical and electronic.
- Manages and provides ongoing training to accounting personnel
- Prepares survey reports to outside agencies
- Assists Senior Vice President of Finance in revising budget forecast based on actual financial history and revised expectations or estimates
- Assists Senior Vice President of Finance in all areas and works on special projects or proposals as needed
Minimum Qualification
- Bachelor’s degree in Accounting, Finance or a related field
- Five (5) years of hands-on accounting or managerial experience with fund accounting and working with the City, State or Federal government agencies
- Excellent written and oral communication skills, ability to reach out to other departments in the Agency as well as contacts from funding sources to discuss and work through daily issues as they arise Advanced knowledge of Microsoft Office applications (proficient in Excel spreadsheet)
- Excellent organizing, planning and prioritization skills
- Ability to learn and work with new requirements and software.
Preferred Qualification
- Five+ (5+) years’ experience in Non-profit accounting, budgeting and contract management.
- Master’s Degree in Accounting, Finance or a related field
- Demonstrable record of clear and progressive positions in a similar role
- Proficiency working with Fund E-Z fund accounting system
- Experience working with NYC PASSPort and NYS SFS.
