Manager, Government Relations
Carnegie Hall seeks a Manager in the Government Relations Department within Development. The Manager, Government Relations will lead the preparation of the team’s federal and international competitive grant applications and associated interim and final reports, as well as overseeing contract management and working with all departments (Weill Music Institute, Artistic Programming, Finance, and Legal) across the organization to ensure compliance with federal award conditions. The individual will manage the team’s federal portfolio, working with the Director and federal lobbyists to develop and execute an appropriations strategy and cultivate Congressional relationships. The individual will also manage the department’s international portfolio, focusing on engagement with the U.S. Department of State in support of NYO and Carnegie Hall’s presentations of international artists. Responsibilities include:

Oversees congressional strategy and cultivation to advance Carnegie Hall funding and policy priorities:

Collaborating with federal lobbyists to strategize, develop, and draft earmark and programmatic appropriations requests, as well as federal testimony as appropriate.

Cultivating relationships with Members of Congress and their district and local staff through Carnegie Hall gala, informational meetings, and invitations to CH programming in the district.

Aligning Member priorities and leadership positions with CH programming and priorities, identifying areas for engagement and advocacy.

Developing and executing plan for trustee engagement in federal advocacy campaigns.

Supporting Carnegie Hall’s civic engagement and coalition work to further arts policy through grassroots advocacy.

Responsible for preparation and management of federal and international competitive and discretionary grant applications:

Tracking deadlines and reviewing guidelines, identifying new grant possibilities.

Coordinating with internal program staff to collect budget and programmatic details.
-
Drafting proposals and routing for internal approval.
-
Communicating award restrictions, match requirements, and project commitments.

Coordinating with internal programming team to ensure successful execution of contract deliverables.

Prepare and submit interim and reports and invoices as required.

Leads international relations portfolio:

Rapid-response outreach with congressional representatives re: ad hoc international artist visa issues.

Tracking DOS and USCIS policy updates to share with artistic planning teams.

Engaging with NYC-based consulates around marketing and support of artistic presentations.

Coordination with State Dept in DC and embassies abroad to facilitate cultural exchange activities on NYO tours.

Ability to digest large amounts of information, especially grant requirements and policy updates, and summarize relevant information.

Strong written and verbal communication skills, administrative skills, and phone etiquette.

A quick learner who is self-motivated to complete tasks promptly.

Excellent organizational and time management skills, with a strong eye for detail.

Robust knowledge using Microsoft Office Suite required, particularly Excel and Word. SharePoint and Tessitura experience a plus.

Willing to work occasional evenings and weekends as necessary.

Ideally, the candidate will have 3-5 years of experience in grant management or government relations.

Bachelor's degree required.
