We are currently looking for a DOT Compliance Specialist I/II/III in our Owensboro, KY or Houston, TX location.
POSITION DESCRIPTION:
Role will perform various duties for Compliance Services.
The role will involve processing Managements of Change (MOCs) for new, current, and revised procedures and associated documents and routing the MOC to various personnel and departments for approvals and updating compliance documents and Portal as required.
This role will have a substantial role in OMS. Managing Helpdesk tickets from Operations for OMS and participation in testing in QA support for OMS will be required. From time to time, large data updates are necessary in OMS for the creation of new inspections or input of data for newly acquired assets.
The role will assist in the management and tracking of leaks for methane emissions in OMS for reporting purposes. This will involve daily checking of the Compliance Services mailbox for forms associated in leaks and methane emissions and filing of the forms in SharePoint; and utilizing the data to create a report or presentation when requested.
The role will be required to review DOT compliance reports for issues and assist area locations with PHMSA and State audits. This role may be asked to participate in PHMSA and State audits by pulling necessary data, identifying correct procedures to meet regulation requirements and assist with the on-site inspection documentation. This role involves attending and eventually leading regulatory audits. This will require some travel throughout Boardwalk’s system. Included in these audits will be the requirement to identify the appropriate data needed to be provided to the auditor and how to best document the requests of the auditor.
This role will work with new Field Operations Personnel and ensure proper documentation requirements of various regulations are understood. This role will assist Field Administrators with identification and correction of compliance deficiencies.
The successful candidate may perform compliance records reviews to identify any exposures related to 49 CFR 192, 49 CFR 195, State, and Underground Natural Gas Storage regulations. Knowledge of these regulations are required. Records reviews may occur at field locations using records from OMS, PCS, WorkHub, and SharePoint, as well as on-site records, facility drawings, and site-specific plans, so familiarity with such or the ability to learn is required.
Candidate should have the ability to learn the requirements of various company compliance manuals.
Requires 5-10% travel.
REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
- Ability to comprehend diverse regulatory and technical issues.
- Ability to use industry standards that complement Federal Code.
- Knowledge of 49 CFR 192 and 195 regulations.
- Ability to communicate with a variety of people, including employees, all levels of management, regulatory agencies, and the public.
- Ability to plan, organize, lead others in creation of work products.
- Must be able to work independently and able to identify next-step activities without close supervision.
- Demonstrate high level of integrity and confidentiality.
- Ability to organize and write clear documents and correspondence to various audiences.
REQUIRED EDUCATION:
Associate’s Degree or 3-5 years of pipeline experience.
