GC&E Federal is seeking a SITE MANAGER -NETWORK ADMNISTRATOR – Dugway Proving Grounds, UT. The candidate for this position will work within our team to support our government Information Technology (IT) program with our Dugway Proving Ground client. As a Site Manager - Network Administrator you will ensure successful operations are completed and maintenance of the Information and Infrastructure systems for Dugway Proving Ground and all remote sites.

 

Primary Responsibilities and Essential Function

  • Manages help desk all technical service-related operations for the DPG NEC
  • Oversees the work of IT contract staff to ensure that all jobs are completed on time, with proper documentation to customer specification.
  • Documents, tracks, monitors, and resolves problems using applicable systems and tools.
  • Responsible for designing and implementing improved Help Desk processes and operational policies.
  • Recommends changes to services to fulfill customer needs in the most efficient manner possible.
  • Manages contract staff in the day-to-day performance of their jobs to meet requirements set forth in PWS.
  • Ensures that project/department milestones/goals are met and adhere to the contract.
  • Has proven experience as a manager or other managerial position as well as extensive knowledge of department processes.
    • Provides support to end users for computer, application, system, device, access, and hardware issues. Identifies, researches, and resolves technical problems of moderate complexity.  
    • Responds to telephone, email, and online requests for technical support.
    • Update and maintain Knowledge Base (KB) accessible to Dugway computer users that provides self-help TTPs and How-to guides for common issues experienced by Dugway users.
    • Allows for quick and easy reference for HD techs to send to users upon request, or for users willing to research solutions themselves.
    • The information in the Dugway Knowledge Base will be strictly filtered to items of interest to User-level readers. The KB will be created and maintained by the Contract Site Manager, who will have the ultimate responsibility for collecting, editing, and curating all content.
    • The DUKB will utilize the A365 environment, with either a SharePoint Online (SPO) or Teams primary gateway, and then using whatever application the Contract Site Manager deems best. (OneNote notebook styled after the existing internal KB recommended).
    • Information for the DUKB can be gleaned from HD cases, technician notes, internet searches, other information sources or KBs from across the DoD enterprise. It must be presented to the users in a very basic, user-friendly format that is accessible to even the very inexperienced computer user.
  • Acts as a second level for contract support and providing occasional administrative support for the NEC.
  • Analyzes and resolves problems, interprets policies, and demonstrates solid subject matter knowledge in support and AITP service models.
  • Apply thorough understanding and knowledge of information systems products and services to assist internal users relating to matters of a more complex nature.
  • Providing ongoing and adequate training on new and existing systems to technical support contract staff.
  • Required to be up to date on the latest products for which Contractor’s provide support.
  • Subject matter expert on system operations and learns what the most common inquiries will likely be.  It is the responsibility of the Site Manager to clearly impart that information to Contract staff.
  • Required to prepare work schedules that always guarantee adequate customer service coverage for all areas of support covered in this PWS.
  • Develop and/or update guidelines and procedures to enhance the quality of the contract team.
  • Coordinates referrals to appropriate technical, professional, or service personnel for appropriate services, repairs, training, and follow-up.
  • Monitors customer communications and notes the areas in which interactions seem unclear or need improvement. Incorporating positive changes into help desk relations improves both customer and employee satisfaction.
  • Perform all required Services of Network Administration based on current version of the AITP. Services will be required on the LandWarNet.
  • Perform installation, programming, maintenance, repairs, tune-ups, troubleshooting and diagnostics on all types of network devices that include VTC’s, VoIP, Routers, switches, firewalls etc.
  • Performs 25% manual STIG checks quarterly for CCRI and RMF compliance. Document and track checks performed and delivered to COR, Leads and Chiefs on the first business day, once per quarter.
  • Installs, maintains, and evaluates network systems and communications cabling. All copper and fiber cabling that is installed or modified shall be cut to length and labeled with its intended use. All cabling shall be installed in cable management and done in a neat and orderly fashion. All refuse shall be disposed of properly before leaving the job site.
  • Install hardware and software, maintain network operations, and ensure that inquiries and problems concerning networks, computers, peripherals and services are expeditiously resolved.
  • Monitor the operation of the network and ensure that hardware and software are functioning properly and that operation standards are met. Make corrections as needed in coordination with NEC processes.

Experience:

  • Minimum five (5) years in-depth experience with Microsoft Operating Systems, MECM Management Console, Microsoft Office applications (e.g., Win10, Microsoft Office Professional), MFDs and other common desktop applications such as Adobe Acrobat, Axway, etc.; ability to quickly learn unique GOTS applications.
  • A history of customer service; always project a positive image and professional manner; ability to work within the confines of a set time schedule.
  • Knowledge and experience communicating technical support concepts to technical and non-technical personnel; ability to develop technical documents and produce system design documentation.
  • Subject matter expert in Windows Operating Systems, Network, Active Directory, servers and client, Windows application software.
  • Strong Network and System administration skills with the ability to know where to find solutions for complex technical issues.
  • Responsible for ensuring successful completion of advanced networking activities, including installing, configuring, managing, and testing virtual computing environments across complex networks.
  • Strong knowledge and experience troubleshooting PC hardware configuration and software applications.
  • Strong problem-solving skills in a fast-paced environment.
  • Ability to learn new and complex tools as required.
  • Excellent foresight and anticipation to bring authority to the team with influence from past experiences. They should also know how best to leverage lessons learned to succeed.
  • Supervisory experience is required.  

Candidate Requirements:

  • SECRET Clearance
  • CompTIA Certification (Security+)
  • Contractors must have appropriate/required certifications and clearances as outlined in DoD Cyber Workforce series (i.e., DoD Directive 8140.01, and DoD Manual 8140.03) at contract start date.
  • Microsoft 365 Certified: Modern Desktop Administrator Associate at contract start date.
  • CCNA (Cisco Certified Network Associate) – Within six (6) months of employment start date.
  • Aruba Certified Associate (ACA) - Campus Access - Trusted network professional with knowledge on basic wired and wireless concepts and the skills to configure and manage modern, open standards-based networking solutions. Wired and wireless networking technologies, including routing and switching, RF concepts, basic security, connectivity, monitoring, and reporting. Within six (6) months.
