The Rent and Subsidy Billing Supervisor is responsible for direct supervision of the team of HUD Billing Specialists who are responsible for the monthly residential and subsidy rent billing process for both Project-Based Section 8 (PBS8) properties (including monthly HAP voucher submissions) and non-PBS8 properties. The Rent and Subsidy Supervisor acts as the liaison with property management teams, the Department of Housing and Urban Development (HUD), HUD’s Contract Administrators, and local Housing Authorities to ensure timely and accurate subsidy billings and receivables.

Essential Functions of the Position
- Direct oversight of the HUD Billing Specialists who are responsible for the monthly residential and subsidy rent billing process for both PBS8 (including monthly HAP voucher submissions) and non-PBS8 properties.
- Lead, develop, supervise, guide, and delegate team in their duties and workload.
- Analyze existing workflows and workloads to innovate improvements and optimize efficiencies.
- Provide support, training, and guidance to new and existing team members and function as a mentor to ensure their continued learning and success.
- Oversee and review department staffing needs (e.g., interviewing, hiring, new hire and ongoing training, annual evaluations, etc.) and plan for future needs.
- Maintain positive and trust-based relations with business partners such as Contract Administrators, HUD Account Executives, industry colleagues, and property management teams – act as a liaison between BRM and external partners.
- As subject-matter expert – assess, manage, and resolve problematic or urgent developments and billing-related situations and make final decisions to resolve complicated TRACS and/or billing-related errors.
- Work closely with Billing Specialists to track monthly TRACS compliance percentages and confirm TRACS receipt of submitted certification files on a monthly basis for all PBS8 contracts.
- Implement monthly close out procedures to proactively identify and correct billing issues and/or misapplied payments and address all outstanding subsidy receivables.
- Develop monthly reporting structure on outstanding subsidy receivables and develop strategic methods, in partnership with property teams, to collect receivables.
- Proactively identify pain points for training opportunities – create training materials, conduct training, and measure progress.
- Provide support and guidance to property management teams, and other Service Centers for rent and subsidy billing-related questions and functions – participate in working groups and attend in-person collaborative sessions as needed.
- Enforce and adhere to company policies, rules, and regulations.
- Work patiently, professionally, and cooperatively with internal staff and external partners.
- Attend related continuing education seminars.
- Project management for special projects based on departmental needs, and as assigned by supervisor.
Minimum Qualifications
Education: A bachelor’s degree in a relevant field or equivalent knowledge and expertise gained through experience.
Experience:
- Ten (10) years of HUD program and TRACS software experience.
- Five (5) years of supervisory experience managing a team of five (5) or more employees.
- Certified Occupancy Specialist (COS) designation, or other equivalent industry designation.
- Experience working with Yardi Voyager is highly preferred.
Knowledge, Skills and Abilities:
- Strong knowledge of HUD subsidy regulations and TRACS.
- Familiarity with housing agency regulations and related terminology.
- Excellent verbal and written communication, collaboration, and relationship-building skills with the ability to work across different levels of the organization.
- Strong analytical and critical thinking skills with proven problem-solving skills.
- Experience in training, project management, and public speaking.
- Proficiency with Microsoft software (including Teams, Word, Excel, etc.) and Yardi Voyager.
- Self-motivated, flexible, and creative with the ability to carry out both strategic and tactical work to further the vision of the Company.
- Ability to handle emergency situations and pressure due to complexity and time-sensitivity.
- Ability to maintain confidentiality and handle sensitive information with discretion.
- Willingness to travel as needed.
Travel Requirements: May attend collaborative in-office meetings, planning sessions, or external training seminars.
