Our teams of operations, maintenance, and hospitality professionals support daily operations across the Pacific. Our onsite employees live and work at Eareckson Air Station and King Salmon Station in Alaska, and Wake Island Air Station, located in the central Pacific.The Environmental Specialist supports the ISS2 Environmental Program Manager and applies their knowledge and understanding of environmental, and associated health and safety, regulations and standards. This position is responsible for effectively managing program development, implementation, management, and inspections at Wake Island Air Station and King Salmon Air Station, AK, and Eareckson Air Station, AK. The environmental program shall be managed in accordance with all Federal, State, Local and Tribal laws, regulations, and requirements, as well as DoD requirements, and customer directives as supported by contractual requirements.The Environmental Specialist position is based in Anchorage, Alaska at Program Headquarters (PHQ); however, if the candidate does not live in Anchorage, work-from-home is an option. Regardless of the candidate’s home base, this is a forward deployed position and the candidate will typically spend six(6) to nine(9) months per year at the three mission support locations: Eareckson Air Station, King Salmon Air Station, and Wake Island Air StationDuties and Responsibilities
• Assist in the development, implementation, and sustainment of the Environmental Program tailored to all facets of the operation to include:
• Air Quality
• Asbestos
• Lead
• Cultural Resources
• Natural Resources
• EPCRA
• HAZWASTE
• Hazardous Materials
• MICT Shop-Level inspections
• Managing environmental permits
• Spill Prevention & Response
• Solid Waste
• Stormwater
• Vector
• Surface & Stormwater testing
• Other environmental requirements as stated in our PWS and Federal, State, Local, Tribal & DoD requirements.
• Assist Managers in developing, monitoring and instituting programs and procedures to ensure environmentally compliant, safe and legal operation and maintenance of facilities.
• Coordinate, direct, and monitor all facility EHS compliance programs, issues and results.
• Develop an environmental program to share "Best Practice" processes, findings of non-conformances, observations for opportunities to improve, and any other information deemed useful for improving operations.
• Conduct environmental inspections of all services identified in the PWS to ensure compliance.
• Assist and participate in the planning, preparation and performance all environmental audits, inspections, or investigations.
• Compile, review, and submit all environmental contract deliverables (CDRL) for submission to the US Government (USG) in accordance with contract requirements.
• Review and coordinate the response and actions associated with Government issued environmental corrective action reports (CARs). Ensure CAR-related written reports, meeting minutes, corrective action records, and all other quality records are generated and maintained accurately.
• Validate the results of internal environmental audits to determine any non-conformances against and evaluate corrective actions to ensure appropriate actions are taken to resolve deficiencies.
• Perform ground-level environmental program functions where necessary to fill staffing gaps.
• Ensure the effectiveness, and update as necessary, all environmental procedures, checklists, and work instructions
• Be familiar with all required Federal, State, Local, Tribal, DoD required technical orders, directives, checklists, and required submittals.
• Understand and submit all required notifications to Federal, State, Local, Tribal, DoD and the customer, within the required deadlines
• Provide the Environmental Program Manager and site manager with metrics, trend analysis data and statistics when requested.
• Coordinate with the training specialist to develop training strategies to close skill gaps identified throughout the program. Recommend and implement policies and procedures necessary to meet requirements of environmental, occupational health and safety, from federal, state, environmental, local health and safety regulations, laws, and standards.
• Ensure compliance with company environmental programs and procedures to ensure a safe workplace for all employees, contractors, and visitors.
• Actively verify that employees comply with company, customer, and regulatory environmental policies.

Required Qualifications

  • Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Environmental Science, Industrial Hygiene or other related discipline, or equivalent years’ experience
  • Minimum of 5 years’ experience with environmental compliance programs, preferably with DoD contracts or base operations
  • Sufficient knowledge, experience and understanding of environmental, occupational health and safety requirements to implement related policies and procedures.
  • Prior experience working with local, state and federal regulatory agencies
  • Ability to travel individually or in a group to Wake Island, Eareckson Air Station, and King Salmon Air Stations in support of the ISS2 project for 6 – 9 months per year.
  • Ability to effectively work remotely from home when not traveling.
  • Be willing to acquire licenses as required by local, state, federal, environmental and/or health/safety regulatory agencies
  • Must be a US citizen 
  • HAZWOPER 40 Hour IAW 29 CFR 1910.120(e)(3)
  • Ability to obtain Hazardous Waste Management (RCRA) in accordance with (IAW) 40 CFR 262.17(a)(7) Certifications within 90 days.
  • Ability to obtain preferred DOT, IATA, IMDG and AFMAN 24-604 Certifications within 60 days of hire.
  • Ability to obtain preferred Asbestos and Lead Inspector Certifications within 1 year or hire.

  • Hazmat Vessel Shipper (IMDG) IAW 49 CFR 172.704 & IMDG 1.3.1
  • Hazmat Air Shipper (IATA) IAW 14 CFR
  • Hazmat Ground Shipper (DOT) IAW 49 CFR
  • Certified Asbestos Inspector IAW EPA/AHERA
  • Certified Lead Inspector IAW 40 CFR 745
